GLENDALE, ARIZONA 85302 FEBRUARY 12, 2020 6:OOP.M. 1. CALL TO ORDER 2. ROLL CALL Present: Gary Johnson, Chair Diane Kocur, Vice Chair Jon Davis, Board Member Karen Aborne, Board Member Eva Ndavu, Board Member Timothy Ndavu, Board Member Also Present: Michael Beck, Chief Librarian Dawn Wasley, Library Administrator Kayla Martinez, Administrative Support Specialist Attendees: Erin Garred Elizabeth Garcia 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. APPROVAL OF FEBRUARY 12, 2020 MINUTES ACTION: Library Advisory Board Minutes of January 8, 2020. Board Member T. Ndavu moved, Board Member Aborne made the second, to approve the January 8th, 2020 Library Advisory Board meeting minutes with the following changes: • The second bullet point on page 2 in section 5a states, "There is a monthly Light of the Library Series," and it should read, "There is a monthly Live at the Library Series." • Change "max occupancy" to "maximum occupancy" in section 5a at the bottom of page • Throughout the January 8th, 2020 Minutes, clarify whether Timothy Ndavu or Eva Ndavu is speaking rather than using the title "Board Member Ndavu" Which does not state which of the two are speaking. NEW BUSINESS a. LOYALTY OATH OF OFFICE ACTION: Chief Librarian Beck will administered the Loyalty Oath of Office to newly reappointed Library Advisory Board Members. Chief Librarian Beck was happy to announce that Board Members Timothy Ndavu, Jon Davis, and Karen Aborne have been reappointed. Chief Librarian Beck administered the Loyalty Oath form in which all three Board Members read aloud and signed. b. TEEN SERVICES AND LEVEL -UP LSTA GRANT INFORMATION: Teen Library staff updated the Board about the wonderful enhancements to our Teen Service areas and programming with the recent LSTA Grant award. Board members will have the opportunity to ask questions. Chief Librarian Beck introduced Erin Garred, who is a teen librarian at the Foothills Library. Ms. Garred spoke to the Board about the Library Services & Technology Award that was given to Glendale and how it has been used specifically for teens. Highlights included the following: • The Foothills Library teen space was originally named the QuaranTeen Zone and designed almost twenty years ago. • Several Glendale libraries have not had any revamping to their teen spaces in many years. • The idea to redesign the teen areas came from a presentation at the American Library Association Conference a couple of years ago that spoke about rebranding teen spaces to allow teens to have an area that will allow them to feel comfortable and safe. • The Main Library saw more use of their Teen area once it moved out of what is now called the Idea Center. It allowed the teens to be able to have a space that was larger and easier to find. • All teen spaces were renamed Level -Up through this LSTA grant. • Changes were made based on the recommendations from the Teen Library Council and any teens who came to visit the library who were willing to voice their opinion. • Furniture was purchased for the teen areas at each library, such as couches, chairs, and high -top tables. • Each library went along with an 80's 8-bit theme, such as Galaga and Pac-man. • At the teen space opening at Foothills, 69 teens came through space in a matter of four hours. • With the revamping of the teen spaces, it has increased the number of teens that are participating in programs. C. HEROES REGIONAL PARK LIBRARY INFORMATION: Chief Librarian Beck and Heroes staff will update the Board on the programming progress and usage of the new branch. Board members will have the opportunity to ask questions. Chief Librarian Beck introduced Elizabeth Garcia, who is the Administrative Librarian at Heroes Regional Park Library. Ms. Garcia provided an update of the new and upcoming programs that are being offered at the Heroes Library. Highlights included the following: • The door count has grown due to the changes and additions of new programs. The door count for May was 3,700, whereas the door count for January was 7,200. • Partnership with Benevilla Family Resource Center in the new 'Songercise' program for 0-5 years. The program incorporates movement and music to enhance motor development. • Partnership with Pendergast Family Resource Center providing Bilingual Storytimes for ages 0-5. • Lego Club for kids after school for ages 7-15. • Pajama Storytime, which is done two evenings a month. • Stay and Play, which allows families to play with puppets, blocks, and other activities. • Movie Night for the teens. • Karaoke Night for the teens. • Family Projects programs for all families to participate. • CSI Academy with Glendale Police Department for ages 8-16 to learn science, logic, and law. • At least six adult programs a month ranging from Mindfulness Meditation to Book clubs. Board Member T. Ndavu asked if there were any ideas to get people engaged in that area of the city for the Census. Ms. Garcia informed Board Members that there is advertisement posted at Heroes Library about the Census, and they have taken the initiative of making all patrons aware of the resources available at the library. Board Member Aborne asked if there was now a partnership between the Independence High School that recently had 300 students sign up for library cards. Ms. Garcia informed Board Members that she was not completely sure, but that they are making connections with various high schools. Vice Chair Kocur asked about the Teen Council and if they are volunteers. Ms. Garcia informed Board Members that those who are in the Teen Council are volunteers who want to volunteer hours and make a difference in the community. When volunteers are needed, they will speak to junior high school and high school librarians who assist in spreading the word. Chief Librarian Beck thanked Ms. Garcia. 6. CHIEF LIBRARIAN UPDATE a. This report allows the Chief Librarian of the Community Services Department to update the Board. The Board is prohibited from discussing or acting on any of the items presented by the Staff since they are not itemized on the Library Advisory Board Agenda. Chief Librarian Beck updated the Board members of the following: • Board Member Appreciation Dinner March 19th at 5:30 p.m. • Currently working with the leadership team on new ideas for the next LSTA grant cycle. • Spring Training Program with Camelback Ranch is underway. The program began on February 1 st and will run through March 22nd. • About 400-500 people attended the recent Songwriters program. • The Fervor Records program will be mid-March. • The Glendale Libraries will be helping promote the Census by staff wearing shirts promoting the Census, having advertisements posted around each branch, and having the main screen of our computers containing Census information or providing a link to conduct the Census. • As a follow-up to Board Member T. Ndavu's previous Board Member comment and question, all overdue fines go into the city's general fund, and of our overall fees over the last two fiscal years, 48% and 51 % goes to the general fund, respectively 7. BOARD MEMBER COMMENTS AND SUGGESTIONS Board Member Davis was happy to hear that teens are becoming more involved in the library. Board Member T. Ndavu thanked Chief Librarian Beck for following up on his question regarding the percentage of overdue fines. Board Member E. Ndavu commented that she has personally received a lot of positive feedback from adults and seniors that use the Velma Teague Library on Fridays. Vice Chair Kocur questioned why the fees for overdue fines were put in the city's general fund rather than a fund for the library Chief Librarian Beck informed Vice Chair Kocur that the library is a general funded organization, and because of this, the money is cycled back into the library. Board Member Aborne commented that she had overheard that a strip mall and condos were coming to the North East corner of 83rd Avenue and Bethany Home Road. She then decided to reach out to her Council Member, who told her that the area will not have a strip mall and condos but instead houses. After listening to a Parks and Recreation Board meeting, she heard them discuss mini -libraries and parks, and Board Member Aborne felt that having some coordination with them would be beneficial. Board Member Aborne also commented that she was very surprised that there was no bilingual staff at Heroes Regional Park Library. Chief Librarian Beck informed the Board Member Abrone that Heroes Library does have several bilingual or multi-lingual speaking staff, but unfortunately, none of them is currently Spanish. 8. NEXT MEETING The next regular meeting of the Library Advisory Board will be held on March 11, 2020 at 6:00 p.m. at the Velma Teague Library, located at 7010 N. 58th Ave, Glendale, Arizona, 85301. 9: ADJOURNMENT Board Member Davis moved, Board Member E.
