Ms. Collins said the applicant, Bethany/303 was requesting annexation of the 77 -acre site located at the southeast corner of the Sarival and Maryland alignment. The proposal was for a 1.25 million square foot industrial complex. The project was still in the planning stage and a Planned Area Development (PAD) was in process. Ms. Collins said the project had a positive net fiscal impact, approximately $132,000 per year by 2024. Revenues would exceed expenditures by approximately 42%. The land use assumptions were 1.25 million square feet building space for industrial distribution uses. Ms. Collins said the site was adjacent to and shared a boundary with Luke Air Force Base (Luke) and the development would be compatible with Luke. Luke had no objections to the proposed uses. The project would implement the City's General Plan. Ms. Bower said no public comments were received for the item. Mayor Weiers closed the public hearing. Presented by: Lisette Camacho, Director, Budget and Finance Ms. Bower read the ordinance by title. Ms Camacho said the proposed ordinance authorized the Assistant City Manager or Chief Financial Officer to execute documents and take the necessary actions to refinance a portion of the City's Arizona Municipal Property Excise Tax Revenue Bonds with the sale and issuance of City of Glendale, Arizona Excise Tax Revenue Refunding Obligations and to pledge Excise Tax Revenues toward the refunding obligations. Ms. Camacho said the analysis by RBC, the City's financial advisor, was based on the bond market conditions at the end of February. The City was contemplating refinancing $142.3 million in bonds which would have resulted in $16.3 million in net present value savings over the life of the bonds. However, because of the impact of COVID-19 to the economy, the municipal market had been very volatile. The City was moving forward with the necessary documents so that if the economy recovered in the short term, the City was poised and ready to execute and refinance the bonds. The City was not ready to close in April or May. Bonds would not be issued if savings would not be realized. Mayor Weiers asked if the Council would be informed if and when the City was ready to proceed with the refinancing. Mr. Phelps said Council would be informed. Ms. Camacho said the proposed ordinance authorized the Assistant City Manager or Chief Financial Officer to execute documents and take the necessary actions to refinance a portion of City of Glendale, Water and Sewer Revenue Bonds with the sale and issuance of City of Glendale, Water and Sewer Revenue Refunding Obligations and pledge Water and Sewer revenues toward the refunding obligation. Ms. Camacho said the analysis by RBC, the City's financial advisor, was based on the bond market conditions at the end of February. The City was contemplating refinancing $64.7 million in bonds which would have resulted in $7.2 million in net present value savings over the life of the bonds. Because of the changed market, the City would not be issuing the bonds. Ms. Bower said no public comments were received on the item. Presented by: Vicki Rios, Assistant City Manager Ms. Bower read the resolution by title. Ms. Rios said the proposed resolution would amend an agreement the City had with the Cesar Chavez Foundation (CCF) to develop a 5.2 -acre site located at the corner of 69th and Montebello Avenues. The amendment allowed CCF to increase the number of units on the site from 40 to 80; allowed the development of 2 and 3 -bedroom units to open up the development to families; and allowed an increase in the income level of residents from 50% of the median to 60%. Ms. Rios said a 30 -day public comment period was undertaken and no comments were received from the public. The Community Development Advisory Committee (CDAC) had reviewed the proposed changes at its meeting on February 20, 2020 and voted unanimously to recommend approval. Mr. Brown said the proposed resolution would amend the current Retiree Health Savings Account Adoption Agreement to include the group for the Fire Chief Officers. The adoption agreement was originally established in 2013 and included three groups — represented Fire employees; sworn dues -paying members of the Fraternal Order of Police; and regular -status non -sworn employees. The Fire Chief Officers group would include: Fire Chief; Assistant Fire Chiefs; Deputy Fire Chiefs; and Battalion Chiefs. Mr. Brown said there would be no contributions from the City into the plan. The contributions would come from the group members. Councilmember Turner asked if the City would incur any expenses. Mr. Brown said there would be no City expenses for the addition of the new group. Ms. Rios said the proposed resolution would place a temporary moratorium on evictions and water utility disconnections for residents of Glendale's Public Housing units related to financial issues caused by the Coronavirus Disease 2019 (COVID-19) pandemic. The moratorium would be in place until May 30th unless extended by City Council. The resolution would not prevent evictions for other types of activities such as criminal, domestic violence or destruction of property. Ms. Rios said Governor Ducey had just issued an executive order that was very similar. Staff would review the order to make sure the City was in compliance. He wanted the community to know the City was doing its best to watch out for the community's safety. He urged everyone to take the proper precautions. Mayor Weiers said there was a critical shortage of donated blood. The City had hosted a last-minute blood drive and it was an incredible success. A second blood drive was planned for Monday, March 30th at City Hall. Community members had also put together blood drives at 20 area churches. It showed what Glendale citizens could do when they worked together. Citizens could go to www.ArizonaTogether.com for more information.
