1. CALL TO ORDER
Chair Justin Beresky called the meeting to order at 5:32 p.m.

4. APPROVAL OF THE MINUTES

6. EXECUTIVE SESSION
PERSONNEL MATTERS
Upon a public majority vote of a quorum of the Judicial Selection Advisory Board, the Board may
hold an executive session, which will not be open to the public, regarding any item listed on the
agenda but only for the following purpose:
Judge Finn and all audience members were dismissed from the Council Chambers and the door
was closed.
The Board discussed and finalized the interview questions for the interview of Presiding City
Judge Elizabeth Finn (A.R.S. § 38-431.03(A)(1))

8. INTERVIEW PROCESS BRIEFING
Jim Brown, Director of Human Resources, explained the process for the judicial reappointment
interview. He stated that the Board would take turns asking her the 9 previously agreed upon
questions and that Judge Finn would have up to two minutes to answer each question, with a
reminder given by Mr. Brown when there were 30 seconds remaining.
9. REAPPOINTMENT INTERVIEW OF ELIZABETH FINN FOR PRESIDING CITY JUDGE
The Board interviewed Presiding Judge Elizabeth Finn. The interview was videotaped. A copy of
the video will be provided to the Mayor and City Council for their review.

13. REAPPOINTMENT RECOMMENDATION FOR ELIZABETH FINN
After consideration of the interview with Presiding Judge Elizabeth Finn, as well as the additional
information provided to the Board, the Board recommended the reappointment of Elizabeth Finn
to Presiding City Judge for a two-year term.

14. BOARD ORGANIZATION
Chair Beresky stated the his final term on the Board expires January 31, 2019. In accordance
with the JSAB By-laws, upon expiration of the Chair's term, the Vice -Chair will) become the
Chair. Current Vice -Chair Whitehead's first term as Chair will begin February 1, 2019 and expire
January 31, 2020. He will be eligible to serve one additional one-year term. Chair Beresky
opened up discussion for a new Vice -Chair.
Board Member Greer stated that her term also expires January 31, 2019, so she would not be
eligible to be considered.
Current Chair Beresky nominated Board Member Sandigo to the be the new Vice -Chair of the
Judicial Selection Advisory Board for a one-year initial term beginning February 1, 2019. He will
be eligible to serve one additional one-year term.

15. STAFF REPORT
Mr. Brown thanked Board Member Greer and Chair Beresky for their service to the Board and all
that they have done for the Board.
Alyssa Bethel, Human Resources Business Partner, also thanked both departing Board
Members for their service to the Board and the City of Glendale.
Ms. Bethel updated the Board on the upcoming appointment of 4 new Board Members joining the
Board before the next Board meeting. She continued with the anticipated timeline of what to
expect in the coming year. She stated that the next reappointment for the Board to consider will
be City Judge John Burkholder whose term expires October 31, 2020. The Board would typically
meet in August or September of 2020 for that reappointment process; however, the JSAB
by-laws require an annual business meeting. She suggested that the Board consider setting their
next meeting for sometime in January of 2020. She stated that would also allow the Board the
opportunity to nominate and vote on a new Chair and Vice -Chair since those terms are for one
year.
Judge Finn asked if Chair Beresky would be in the Executive Session with Council when they
decide on her reappointment. Ms. Bethel replied that it will be newly elected Chair Judge
Whitehead. She stated that the memo to Mayor and Council is from Chair Beresky indicating that
the new Chair at that time of the Council meeting will be Chair Whitehead. If Chair Whitehead is
unavailable, Vice -Chair typically attends in his place.
Ms. Bethel said that the only item she had is for an upcoming agenda item for the Board to
consider adding would be a review of the Open Meeting Law if the Board wishes since there will
be new Board members at that time.
16. BOARD COMMENTS AND SUGGESTIONS
Chair Beresky asked if the Board thought it would be productive to meet over the summer or not
with the new Board members since there was no new business or if they should wait and meet
later. The Board agreed on a January 2020 meeting.
Ms. Bethel stated that she would be reaching out to Board members in November of 2019
to coordinate the next meeting date for sometime in January 2020.
17. NEXT MEETING
The Judicial Selection Advisory Board will tentatively meet in January 2020 at 5:30 p.m., in the
Council Chambers, located at 5850 W. Glendale Ave., Glendale, Arizona, 85301.
18. ADJOURNMENT
Chair Beresky adjourned the meeting at 6:11 p.m.
The Judicial Selection Advisory Board meeting minutes of January 15, 2019 were submitted and approved
this 27th day of January, 2020.
