HomeMy WebLinkAboutMinutes - Minutes - Historic Preservation Commission - Meeting Date: 5/23/2019HISTORIC PRESERVATION COMMISSION GLENDALE CITY HALL CONFERENCE ROOM 2A 5850 WEST GLENDALE AVE GLENDALE, ARIZONA 85301 MAY 23, 2019 4:00 PM CALL TO ORDER Chairperson called the meeting to order at approximately 4:00 PM. ROLL CALL Chairperson Tim Quinn, Mickey Lund, Leslie McConnell (via phone), Larry Rovey, and Willow Taylor were present. Commissioners Absent: Theodora Hackenberg and Vice Chairperson Sharon Wixon. CITY STAFF David Williams (AICP, Historic Preservation Officer, Planning Administrator), Thomas Ritz (Senior Planner), and Diana Figueroa (Management Assistant) were present. CITIZEN COMMENTS: No citizens were present, so no citizen comments were made. APPROVAL OF MINUTES Mr. Rovey moved to approve the January 24, 2019, meeting minutes, and Ms. Lund seconded the approval. All were in favor and none opposed. WITHDRAWALS AND CONTINUANCES There were no withdrawals or continuances. ITEMS HEART OF GLENDALE WALKING TOUR Mr. Williams introduced himself and presented a proposed route of a walking tour in the heart of Glendale. Mr. Ritz created the map of this route which contains several key historic areas in the neighborhood. The purpose of this tour is to celebrate the heart of Glendale and perhaps have plaques in each area. Mr. Ritz explained that this project was suggested by a citizen and conceived by Mr. Williams. Mr. Ritz then went through the suggested areas that could be part of the walking tour (Cerreta's Candy Company, Our Lady of Guadalupe Capilla Church, Isaac E. Imes Magnet School, El Barrio Park, and Beet Sugar Factory). Mr. Ritz asked the commission to do two things: continue working on this walking tour and approach Isaac E. Imes Magnet School in regard to creating and posting a plaque in front of the school. Ms. Lund asked how many miles this walking tour is, and Mr. Williams calculated that it's roughly one mile long. Mr. Ritz suggested that this could also be a self -guided tour. Ma} 23, 2019 Historic Preservation Commissioi, Minutes Page 2 Chairperson Quinn discussed the many features of the community center. Mr. Ritz stated that there were city employees working the community center. Chairperson Quinn made note of the bullet- proof glass in the community center. Mr. Rovey asked when the school was built, and Mr. Ritz stated that it was founded in 1934. Mr Rovey then asked if Bobby Casares is involved in the creation of the walking tour, and Mr. Williams stated that there has been no contact with Mr. Casares in the past few months. Mr. Rovey wondered about whether or not the neighborhood is considered historic. Mr. Williams stated that there are federal guidelines in order for an area to be considered "historic," and due to amount of new houses and renovations, this area of Glendale cannot be considered as such on a national level. Chairperson Quinn suggested that the plaques could be photo -engraved, so the unique aieas that are no longer present in the neighborhood or look incredibly different can still have recognition. Mr. Williams said it could be something to look into. Ms. Lund asked if these five walking tour spots could be added to the bus tour. Mr. Williams said that this absolutely can be done, but time constraints have caused it to not be added in 2019; however, routes are changed annually, so it can be added later. Chairperson Quinn made a motion to continue with the efforts of the Glendale walking tour, Mr. Rovey moved the motion, and Ms. Lund seconded. All were in favor and none opposed. OTHER BUSINESS No other business. STAFF REPORT Mr. Williams welcomed the new board members and offered his assistance for additional training or information. Mr. Williams continued by discussing the rebuilding of Saguaro Ranch. Mr. Williams reminded the group that the Historic Preservation Commission suggested using traditional, dimensional lumber, and there was an agreement to use this detailed lumber. Mr. Rovey influenced this positive outcome, and the commission was pleased with this information. COMMISSION COMMENTS AND SUGGESTIONS Mr. Rovey was curious if there were any updates regarding the Gaslight Inn, and Mr. Williams said that he would find out and send an email to the commission at a later time.
