Commissioners Absent: Commissioner Sharon Wixon, and Leslie McConnell were absent and excused. CITY STAFF: David Williams, AICP, Historic Preservation Officer, Planning Administrator, Thomas Ritz, AICP, Senior Planning, Stephen Dudley, Acting Development Services Director and Samantha Cope, Recording Secretary APPROVAL OF THE MINUTES Chairperson Hackenberg called for approval of the minutes. Historic Preservation Commission Minutes of May 25, 2017. Commissioner Rovey made a motion to approve the minutes of the May 25, 2017 meeting. Commissioner Lund seconded the motion, which was approved unanimously. Historic Preservation Commission Minutes of November 30, 2017. Commissioner Rovey made a motion to approve the minutes of the November 30, 2017 meeting. Vice Chair Quinn seconded the motion, which was approved unanimously. Historic Preservation Commission Minutes of September 27, 2018. Commissioner Lund made a motion to approve the minutes of the September 27, 2018 meeting. Commissioner Rovey seconded the motion, which was approved unanimously. WITHDRAWALS AND CONTINUANCES Chairperson Hackenberg asked if there were any Withdrawals or Continuances. There were none. PUBLIC HEARING ITEM January 24, 2019 Minutes Historic Preservation Co ;unission Page 2 Chairperson Hackenberg called for the hearing item. GASLIGHT INN UPDATE Stephen Dudley, Acting Development Services Director, provided an update on the status of the historically significant Gaslight Inn building and plans to repair the structure. He noted that Commissioners had received two summary write-ups describing the building's history. Mr. Dudley stated the building was built in 1926 at 5747 West Glendale Avenue and is also known as the Sine Building. The building is a two—story masonry structure of rectangular plan and massing. The original brickwork on the second level has been left exposed. He added that this was a beautiful building and it has been a significant contribution to Glendale's con. mercial streetscape. He said the building had been renovated and had operated as a very popular Bed and Breakfast. The building was brought up to modern standards inside without damaging the outside character. However, currently, the building is vacant. He said the building was damaged when a car lost control and crashed into the structure, hitting one of the support columns. He noted that occurred in November of 2017. The damage to the outside was immediately not severe. However, he said in January 2018, they received a call that the building had received several serious structure cracks to the building walls. The structural engineer assessed the damage and stated it could be braced up and made safe. However, the braces were not erected by the deadline and the building was placed as unsafe to occupy. They vacated the building on February 26, 2018. Since that time, the braces eventually were constructed, but once the imminent notice _s filed, there is no reversing it. He said that in order to reverse it, they have to complete the permanent repairs. The building currently is uninhabitable and vacant. He noted there was some concern on the stability of the front of the building and possibly falling on the sidewalk and street. He explained that essentially the building has shifted to the east and separated from the steel beams. The owners were notified and have hired a structural engineer to survey the building. He said support columns were added to the structure, which for the time being provide more stability to the building. He stated the owner of the building also owns the Desert Rose Steak house and was very active in Glendale and has done good things for the city and the downtown area. Mr. Dudley noted the owner had not asked for this to happen and it was very unfortunate that it did to a very beautiful building. Mr. Dudley stated the owner is in negotiations with his insurance company in order to get the building repaired and opened. He said he was told the engineer working on this project vas one of the best for these types of repairs. The city will continue to monitor the progress and the safety of the building structure until this gets resolved. Vice Chair Quinn inquired as to a period to which this might get resolved with the insurance company. Mr. Dudley replied possibly a year. Vice Chair Quinn asked what the ramifications were to the person who hit the building. Mr. Dudley stated he did not know. However, his insurance policy would not even come close to the damage incurred. E January 24, 2019 Minutes Historic Preservation Commission Page 3 Commissioner Lund commented on concerns during Glendale's Signature downtown events and people walking around that area. She asked if there was any hazard to walking in that area. Mr. Dudley stated they were confident the structure was stable with the addition of the supporting beams and the bracing to the walls. He said the engineers have been very thorough in their assessment. This is an informational item only. HEART OF GLENDALE BRONZE PLAQUES Staff provided an update on this item to the Historic Preservation Commission. They provided a PowerPoint presentation. At the last HPC meeting, the Commission had a discussion about the Heart of Glendale Neighborhood and its historical significance as part of the earliest development and neighborhood in Glendale. David Williams, AICP, Historic Preservation Officer, stated the Heart of Glendale is a primarily residential neighborhood with a mixture of commercial uses such as auto body and auto repair shops. He said it is located south of Glendale Avenue, east of Grand Avenue and west of 51 st Avenue. A map of the area was provided at the Commission meeting. After a presentation by Bobby Casares, an interested citizen, the HPC discussed the requested placement of commemorative bronze plaques in the Heart of Glendale neighborhood. A possible historic `walking tour' was also suggested for consideration for this area. Mr. Williams said staff has completed a field investigation in the neighborhood. He provided details about the three locations staff toured on their field trip to find the best placements for this project. He said possible locations are the Cerreta Candy Company, Our Lady of Guadalupe Church, and El Barro Park. Commissioner Rovey asked what if anything will be done to deter vandalism or theft of these plaques. Mr. Williams stated staff will discuss those options with the appropriate city department. Mr. Williams provided examples of different plaques and discussed wording options. He said staff will bring examples to the HPC for approval before they order any items. Commissioner Lund asked who had taken over Ron Short and Jon Froke's duties as Historic Preservation Officer. Mr. Williams noted that he had taken over that role and his intention was to move the process along and not let things sit. He will be utilizing the HPC expertise when recommendations come into the city. Chairperson Hackenberg asked what determined who receives a plaque when they reside in a Historic Neighborhood. Mr. Williams explained the procedure and noted staff may need to assess who has them and who does not. 3 January 24, 2019 Minutes Historic Preservation Commission Page 4 Vice Chair Quinn asked for a geographical map that showed all the districts and where the plaques were located. Mr. Williams stated they will send them the current map available. Mr. Williams asked if the Commissioners approved of the three locations selected that were discussed tonight. The Commissioners all agreed to move forward. Commissioner Lund suggested they include a QR code to provide additional information to the public. Mr. Williams said no action is planned for this meeting, only discussion as such action and recommendation will be requested at an upcoming HPC meeting. OTHER BUSINESS Chairperson Hackenberg called for other business. STAFF REPORT Chairperson Hackenberg called for the Staff report. Mr. Williams stated the city was currently focusing on budget time. The Planning Commission is requesting additional personnel to bring them up to speed since the amount of cases has increased. Staff is asking for two additional individuals. Chairperson Hackenberg asked if there will be a Historical Tour this year. Mr. Williams replied yes, and he will have more information to come. COMMISSION COMMENTS AND SUGGESTIONS Everyone welcomed Samantha Cope to the Planning Commission. Commissioner Rovey expressed his concerns to the city using conventional lumber for the Barnyard building. Mr. Williams thanked him for bringing it to his attention. He said it was not a bad idea if they reach out to their District's Councilmember with their concerns. Chairperson Hackenberg asked to discuss what she believed were missing minutes. Mr. Williams requested to have at the next meeting a list of HPC meetings to see if any minutes were missing. ADJOURNMENT Chairperson Hackenberg called for adjournment of the meeting. Vice Chair Quinn made a motion to adjourn the meeting. Commissioner Rovey seconded the motion which was approved unanimously. The meeting adjourned at 5:00 p.m. with no further business.
