GLEN HARBOR BLVD. GLENDALE, ARIZONA 86307 AIRPORT CONFERENCE ROOM JANUARY 22, 2020 6:00 P.M. 1. CALL TO ORDER The meeting was called to order at 6:03 p.m. 2. ROLL CALL Present: Chair Larry Rovey Vice Chair Quentin Tolby Commissioner Terry Aramian Commissioner Bud Zomok Absent: Commissioner Randal Kruger Commissioner Tim Topliff 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. Aviation Advisory Commission Minutes of December 18, 2019. AIRPORT BUSINESS a. Glendale Airport Display Aircraft Project - Update and Committee Reports Vice Chair Tolby provided the following update regarding the Airport Display Aircraft Project: • There has been no change in the Airport's position on the aircraft request list. • Vice Chair Tolby was considering utilizing social media for networking for an aircraft from private parties. • Foreign governments are willing to sell an aircraft.The Unites States will only loan an aircraft. Commissioner Zomok noted that Norway, who is a Glendale Sister City, is getting F35s, they had F16s, and there may be some connection. Commissioner Zomok asked Vice Chair Tolby if there was a rendering of the site design. Chair Rovey believed that Commission Topliff was preparing a site design drawing. 6. STAFF REPORTS Mr. Newman provided the staff report. Highlights included the following: AIRPORT FINANCIAL UPDATE: • Airport Financial Update — 50% of Fiscal Year through December 2019 • Projected Annual Revenue - $854,916.00 • Revenue YTD — $454,317.07 or 53.14% of budget • Annual Operating Budget - $854,915.65 • Expenses YTD - $452,520.59 or 52.93% of budget • Correction: November revenue was incorrectly reported at $462,779.46.The correct number is $392,136.54. Expenses were reported as $456,608.25.The correct number is $398,307.40. AIRPORT OPERATIONS UPDATE • December 2019 Aircraft Operations: 6,290 (approximately 14% below December 2018, which was 7,309) • 90,144 for Calendar Year 2019; 1 % decrease compared to CY2018 • 2018 Calendar Year:91,305 — 16% increased over 2017 (78,824) GENERAL AIRPORT UPDATES Airport Projects and Outreach • Taxiway A was crack sealed and restriped on January 16th and 17th. • Fox Aviation wants to build a hangar to the south and they are very close to obtaining the City's permission. • Year-end Maintenance: Permission for approximately $32,000 was received for expenditure on airfield signage and electrical.Bids will be obtained.The project will be completed by the end of this fiscal year. • The FBO Sale and Lease Assignment was completed. Mr. Mike Laver is the new owner. Mr. Newman gave a brief background of Mr. Laver's experience. More information will be brought to the Commission regarding Mr. Laver's plans.Vice Chair Tolby asked if Mr. Laver has maintained the existing crew and Mr. Newman replied in the positive. • An RFQ was issued for On -Call Airport Architectural and Engineering Services. S u bmittals are due February 12, 2020.The Selection Committee is meeting on February 21st to rank the submittals. Mr. Newman provided examples of the types of Airport projects which would fall under this category. • An RFP will be issued for Pad 15.A request was received from an interested party to develop the Pad as a private hangar.The RFP will be issued tomorrow and will be open for several weeks.There are height restrictions on Pad 15, the interested parry is aware of this, and it will be included in the RFP.The RFP is for the land only.The height restriction is due to Tower sight line. FAA and ADOT Grants And Actions • City Council approved the $1.62 million ADOT Conair grant.The next step is the final drawdown by the Finance Department. • The $8.99 million FAA grant was approved by Council, drawn down, and closed out. • The $280,000 ADOT matching grant was accepted by Council on January 14, 2020. Airport Issues and Events • Four noise complaints were received. • There were approximately 12 aircraft at the Airport for the Fiesta Bowl on December 28th with kickoff at 6:00 p.m. • The Appreciation Hockey Game will be on March 18, 2020. • Planning is underway for the Mayor's Big Dog Motorcycle Run on February 29, 2020.The event starts at the Airport and several hundred motorcycles are expected. • The Boards & Commissions Appreciation Dinner will be held on March 19th at Heroes Park at 5:30 p.m. Mr. Newman announced this was Mr. Husband's last week at the Airport due to his retirement, acknowledged Mr. Husband's fine work, and complimented his expertise. Mr. Husband stated that the Airport was in fine, capable hands with Mr. Newman. Commissioner Zomok inquired about the Conair grant funds. Mr. Newman explained that the GO Fund paid for the Conair Land and the grant is reimbursing the GO Fund for the expenditure. 7. LUKE AIR FORCE BASE AIRSPACE AND OPERATIONS Mr. Padilla announced that the LAFB Air Show will be held March 21 st and 22nd and the Thunderbirds will be in the show. 8. COMMISSION COMMENTS AND SUGGESTIONS No comments. 9. FUTURE AGENDA ITEMS Commissioner Zomok had requested information on operations at other west valley Airports to see how Glendale is doing compared to others. Mr. Newman had announced that the Commission would be discussing its work plan for the upcoming year at the next meeting. Vice Chair Tolby suggested a discussion on the vacant Airport restaurant. 10. NEXT MEETING The next regular meeting of the Aviation Advisory Commission will be held on 19 February at 6:00 p.m., in the conference room on the second floor of the Airport terminal building, 6801 N. Glen Harbor Blvd., Glendale, Arizona, 85307. 11.
