The regular meeting was called to order at approximately 7:00 p.m. by Chairperson Doug Ward,
with the following members and representatives present:

David Iwanski
Carol Marx
Michael Schroth
BOARDMEMBERS ABSENT: None
CITY STAFF: Ray Jacobs, Zoning Administrator
Jim Flenner, City Attorney
Bo Martinez, Planner
Sally Melling, Recording Secretary
• Emailing of packets
Chairperson Ward, and Boardmembers Schroth and Iwanski with a hard copy being mailed
also for a while.
• Appeal Procedure
Mr. Flenner and Mr. Jacobs explained the history of prior appeals and the procedure of
appeals.
✓ Presentation of case by staff.
✓ Opening statements by both parties and time limit of 10 minutes.
✓ Party presentations by both parties and time limit of 45 minutes.
❑ Board to determine relevancy of issues.
❑ Cross examination of witnesses. Mr. Flenner suggested Board let witnesses give their
narrative before asking questions.

✓ Public comments. (Required because of Board's purpose.) Speaker cards will be
required.
✓ Closing comments. Time limit of 10 minutes. Chairperson is allowed to be strict on
opening and closing comments time limits.
✓ Motion will be made differently from a regular board meeting. Motion will be to uphold
or deny director's decision.
❑ If ruling upheld, applicant has option of court hearing.
❑ Board would not be subpoenaed into court.
• Chair, not Board, would rule on objections presented.
• Chairperson Ward asked for an official timekeeper for time limits.
• Planning Director's responsibility is to interpret the ordinances. Applicant disagrees with
interpretation.
• Precedences set by any other city along the Grand Avenue Expressway do not apply to
Glendale City Ordinances.
City signage and planning and zoning ordinances have precedence along state highways.
Every case is decided on its own merits, not prior decisions.
• Findings
How Planning Director made his decision and factors influencing it:
✓ Consideration of relevant information or lack thereof.
o History of case,
o Applicable sections of Zoning Ordinance, both to signs and powers of director,
o When was the Zoning Ordinance adopted,
o Basis for ordinance language itself,
o How was Ordinance language constructed so it could be applied.
✓ Relationship to General Plan.
✓ Relationship to other actions relating to the City of Glendale.
Applicant will present basis for appeal.
Relevant documents and testimony by both sides will be presented.
As there was no further business, the meeting was adjourned at 8:15 p.m.
