GLENDALE AVE. GLENDALE, ARIZONA 85301 FEBRUARY 4, 2020 2:00 P.M. 1. CALL TO ORDER Councilmember Clark called the meeting to order at 2:01 p.m. 2. ROLL CALL Present: Joyce Clark, Vice Mayor Lauren Tolmachoff, Councilmember Absent: Jamie Aldama, Councilmember Also Present: Julie K. Bower, City Clerk Councilmember Aldama joined the meeting after the roll was called via telephone. 3. CITIZEN COMMENTS None 4. APPROVAL OF THE MINUTES 1. Approval of the minutes of the January 7, 2020 Government Services Committee meeting Motioned by Councilmember Lauren Tolmachoff, seconded by Vice Mayor Joyce Clark to approve the minutes of the January 7, 2020 Government Services Committee meeting. AYE: Vice Mayor Joyce Clark Councilmember Lauren Tolmachoff Other: Councilmember Jamie Aldama (ABSENT) Passed 5. RESIGNATIONS Ms. Bower reported the following resignation: Jonathan Liebman, City Code Review Council Committee, effective January 23, 2020. 6. NEW BUSINESS 1. Draft ordinance reducing the number of members on the Community Development Advisory Committee Councilmember Clark supported the change reducing the number of members to twelve. Councilmember Tolmachoff thought it would be easier for the Community Development Advisory Committee (CDAC). Ms. Bower said staff was under a time constraint and the ordinance was required be approved by the end of February. If there was GSC consensus to proceed with the ordinance, she asked if the item could be placed on the February 11th voting meeting. The ordinance would be reviewed by Council at its executive session after the workshop on February 11th. Councilmember Clark did not see a problem with placing it on the February 11th voting meeting. Councilmember Tolmachoff said if there was a problem, it could be pulled from the voting meeting agenda. Councilmember Aldama joined the meeting at 2:03 p.m. Councilmember Clark said the proposed ordinance would reduce the number of members on the CDAC from 13 to 12. She said there would be four representatives of low-income residents/neighborhoods; four representatives of community groups, organizations or businesses; and four representatives of Council districts and/or Mayoral Office. Councilmember Aldama asked the reason for the reduction. Ms. Bower explained the Arizona Department of Economic Security (DES) had reviewed the membership of the CDAC and was requiring a tripartite board with members from the three categories. Councilmember Aldama asked if Council would be appointing only four members. Ms. Bower said Council would be appointing all twelve members of the CDAC from each of the three categories. Councilmember Aldama asked how the Council/Mayoral representatives would be selected. Councilmember Clark said any Councilmember could recommend an appointment to the Government Services Committee. Councilmember Tolmachoff suggested that the ordinance indicate the appointments were at large. There was consensus to proceed with the ordinance with the addition of the words "At large" to the last sentence of paragraph (a) of Sec. 28-42: "At large appointments to the committee shall be made by the City Council and shall be for two-year terms." 2. Approval of proposed amendment to Government Services Committee Policy No. GSC-03 regarding specific training requirements relating to the Community Development Advisory Committee Councilmember Clark said the proposal was to amend the GSC policy regarding training for board and commission members by adding a requirement for whistle blower training for CDAC members. Councilmember Aldama asked where the changed stemmed from and if there was a lot of reporting. Ms. Bower said the training was another requirement suggested by the DES for CDAC members. There was consensus to amend the training policy. 7. MOTION TO ENTER INTO EXECUTIVE SESSION Motioned by Councilmember Lauren Tolmachoff, seconded by Vice Mayor Joyce Clark to hold an executive session. EXECUTIVE SESSION The GSC entered into executive sesion at 2:05 p.m. for discussion and consideration of appointments to various boards, commissions and other bodies pursuant to A.R.S. 38-431.03(A)(1). Motioned by Councilmember Lauren Tolmachoff, seconded by Vice Mayor Joyce Clark to adjourn the executive sesion. NEXT MEETING The next regular meeting of the Government Services Committee would be held on March 3, 2020 at 2:00 p.m., in the Council Conference Room of City Hall, located at 5850 W. Glendale Ave, Glendale, Arizona, 85301. 10. ADJOURNMENT Motioned by Councilmember Lauren Tolmachoff, seconded by Vice Mayor Joyce Clark to adjourn the meeting.
