AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, REZONING PROPERTY LOCATED AT THE NORTHWEST CORNER OF 91ST
AVENUE AND GLENDALE AVENUE FROM PAD (PLANNED AREA DEVELOPMENT) TO PAD
FOR A DEVELOPMENT PLAN ENTITLED "ZANJERO (DIVERSIFED/FORE) MIXED USE

Ms. Bower read the resolution by title.
Ms. Perry said the proposed resolution would approve a General Plan Amendment and the
proposed ordinance would approve a rezoning application for a project titled "Zanjero
(Diversified/Fore) Mixed-Use Development PAD" located at the northwest corner of 91st Avenue
and Glendale Avenue.
Ms. Perry said the existing General Plan had a land use designation for the approximate 39-acre
site of CCC (Corporate Commerce Center) and the request was to change the designation to
EMU (Entertainment Mixed Use). The proposed land uses were similar to the existing PAD with
two major changes. The proposed PAD would permit multi-family development and allowed for
a maximum of five (5) convenience land uses with drive-through facilities.
Ms. Perry said the PAD proposal permitted a variety of land uses such as commercial, office,
retail, multifamily, hotel, and entertainment. The site was apportioned into three areas:
Area 1 was intended to be developed by Diversified Partners to include commercial,
restaurant, and retail land uses.
Area 2 was designated for future development opportunities with permitted land uses such
as hotels, multi-family residential, conference center, and indoor recreation facilities.
Area 3 was designated for a multi-family residential community development.
Ms. Perry said the General Plan Amendment was consistent with the rezoning request. The
rezoning request was similar to the existing zoning. The applicant had completed the Citizen
Participation Process and had notified the school district. The Planning Commission
unanimously recommended approval at its January 16, 2020 meeting.

13. RESOLUTION NO. R20-17
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF A PRE-ANNEXATION
DEVELOPMENT AGREEMENT WITH LUKE 76, LLC TO FACILITATE THE ANNEXATION AND
DEVELOPMENT OF PROPERTIES WITHIN THE LOOP 303 CORRIDOR AND DIRECTING
THAT THE CITY CLERK RECORD ANY AND ALL NECESSARY DOCUMENTS.

Ms. Collins said the proposed resolution authorized the City Manager to enter into a
Pre-Annexation Development Agreement (PADA)with Luke 76, LLC in order to facilitate the
annexation of the owner's property and the development of the property within the City.
Ms. Collins said the agreement was necessary prior to requesting a sewer connection from
EPCOR, the designated water/sewer provider in the region. The property owner was required to
provide EPCOR with an executed PADA or have successfully completed annexation into the
City.

ARIZONA, AUTHORIZING DESIGNATED OFFICERS TO DEPOSIT AND WITHDRAW CITY
FUNDS FROM DESIGNATED BANK ACCOUNTS; DIRECTING ALL BANKS WITH CITY
ACCOUNTS TO RECOGNIZE THE SIGNATURES OF SAID OFFICERS ON ELECTRONIC
FUND TRANSFERS, CHECKS FOR DEPOSIT AND/OR WITHDRAWAL; AND DECLARING AN

Ms. Camacho said the proposed ordinance would update the City's signature authority for
banking transactions. It would add herself and Deputy City Manager Brent Stoddard as signers

Camacho as City Treasurer.

15. ORDINANCE NO. 020-15

ARIZONA, AUTHORIZING THE EXECUTION OF WARRANTY DEEDS, EASEMENTS AND
MAPS OF DEDICATION AT VARIOUS LOCATIONS THROUGHOUT THE CITY AND
DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THIS ORDINANCE.

Ms. Bower read the ordinance by title.
Ms. Chapin said the proposed ordinance accepted various real property interests throughout the
City. The real property interests consisted of rights-of-way for roadway and associated
improvements and easements for water lines, sewer lines, sidewalks, and public utilities.
Ms. Chapin said, due to the volume of the development in the City, there was a backlog of 30
items for processing. In the past, staff had brought the items separately but in an effort to
streamline the process, would be presenting multiple actions in a single ordinance. She said the
current items were related to the Academy of Math and Science development; a development at
City Council Meeting Minutes - February 11, 2020 Page 7 of 10
the southwest corner of 53rd Avenue and Bell; the Glendale Industrial Park development; and a
cleanup item for a sidewalk on North 51st Avenue.
Mayor Weiers appreciated staffs efforts to make the process more efficient.

16. ORDINANCE NO. 020-16
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AMENDING GLENDALE CODE, CHAPTER 28, ARTICLE III, BY CHANGING THE
COMPOSITION OF THE COMMUNITY DEVELOPMENT ADVISORY COMMITTEE AND
ESTABLISHING AN EFFECTIVE DATE.

Ms. Small said the proposed ordinance would reduce the membership of the Community
Development Advisory Committee (CDAC) from 13 members to 12 members to comply with the
required tripartite structure.
Mayor Weiers confirmed that there was a vacant position on the CDAC.
Ms. Small said that was correct. There were 12 current members so no active member was
being eliminated, only a vacant position.

executive session pursuant to A.R.S. 38-431.03.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Aldama invited the public to the first annual Glendale Sweet Memories Festival in
downtown Glendale on Saturdary, February 15th. A portion of the proceeds would go toward
scholarships for Glendale Union High School students for attendance at Glendale Community College.
Councilmember Tolmachoff thanked Water Services staff for the informational meeting with Arrowhead
Ranch homeowners.
Councilmember Turner attended the 30th annual Gas Engine and Tractor Association Show at Sahuaro
Ranch Park and the Chocolate Experience at the Glendale Civic Center. They were great Glendale
events.
Vice Mayor Malnar had participated in a coalition of local residents, churches and the City, to provide
public service to the Granada Estates neighborhood. The group painted houses, did yard work and
moved rock for the residents. He said it was a successful event and thanked everyone who participated.
Mayor Weiers had attended the ribbon cutting for Ballpark Boulevard. It was a great project for the City.
CITIZEN COMMENTS
James Deibler, Phoenix resident, commented on revitalizing the downtown area.
Michael Paul, Cholla District resident, expressed concerns about a 5G cell tower near 67th Avenue and
Deer Valley Road.
