3. CITIZEN COMMENTS
None.
4. APPROVAL OF THE MINUTES
a. APPROVAL OF NOVEMBER 13, 2019 MINUTES
ACTION: Library Advisory Board Minutes of November 13, 2019.
Vice Chair Johnson moved, Board Member Kocur made the second, to approve the
November 13, 2019 Library Advisory Board meeting minutes with the following changes:
• Page 1, Roll Call: "Dawn Wasley, Library Administrator" should be removed due to
being excused from the meeting.
Motion carried 7-0
Motioned by Vice -Chair Gary Johnson, seconded by Board Member Diane Kocur

5. NEW BUSINESS
a. CHAIR & VICE CHAIR RECOMMENDATIONS FOR 2020
ACTION: Establish a uniform process for the selection and appointment of chairs and vice chairs
for all boards, commissions and committees unless otherwise specified in code or statute.
Chair Koory explained that it has been decided by the Public Affairs Government Services
Committee that boards and commissions can recommend a member to become chairman of their
group. Although the recommendation is made by the Board, the final approval will be given by the
Public Affairs Government Services Committee and City Council.
Chair Koory asked if there were any nominations.
Vice Chair Johnson chose to nominate himself for Chair.
Board Member Kocur asked how long the term would be. Chair Koory responded with a year.
Board Member Aborne asked if this would be a calendar year or fiscal year. Chief Librarian Beck
informed Board Member Aborne that the term would begin February 1 st and run to January 31,
2021.
Chair Koory stated that Gary Johnson has been nominated to be the Library Advisory
Board's recommended Chairman and asked who all was in favor. Motion carried 7-0
Chair Koory then asked for nominations for Vice Chair in which the final approval is given to the Board.
Chair Koory nominated Diane Kocur for Vice Chair.
Chair Koory asked who all were in favor of Diane Kocur for Vice Chair. Motion carried 7-0
Board Member Kocur asked about the Vice Chair moving into the Chair position a year later.
Chief Librarian Beck informed the Board that the Vice Chair does not automatically move into the
Chair position due to certain circumstances as well as the final approval being made by City
council and the Public Affairs Government Services Committee.
Chief Librarian Beck Congratulated both Gary Johnson and Diane Kocur.

b. LIBRARY ADVISORY BOARD HEROES BRICK PURCHASE
ACTION: Board Members wished to continue their discussion and act on the possibility of jointly
purchasing a Heroes Regional Park Library Brick as the Library Advisory Board.
Chair Koory informed the Board that the engraver told Chief Librarian Beck that it is possible to
have the library symbol on the brick.
Board Member Kocur asked if the symbol would be an additional cost.
Chief Librarian Beck informed the Board that there is an additional twenty-five dollar cost for the
symbol but that someone is willing to cover that additional cost.
Chair Koory asked about the amount of space that will be given on the brick. Chief Librarian Beck
let everyone know that due to the symbol being on the brick, they will only have 2 lines of
wording.
After a brief discussion, it was decided that the brick would read "2019 Library Advisory Board."
Board Member Kocur moved, Vice Chair Johnson made the second, to approve the cost
and wording of the brick. Motion carried 7-0

C. 2019 LIBRARY ACCOMPLISHMENTS
INFORMATION: Chief Librarian Beck will provide and overview of the library system's 2019
accomplishments. Board members will have the opportunity to ask questions.
Chief Librarian Beck gave an overview of the library's accomplishments over the past year.
Some of those accomplishments were:
• Heroes Regional Park Library opening May 18th.
• Foothills and Main meeting room paint touch-ups.
• The Main library's roof repairs are finally completed.
• Overall library visits, electronic circulation, material circulation, and computer sessions
were up over the previous year.
• Heroes Brick Engraving Program
• Foothills Library turned twenty years old in July.
• Sponsorship with The Friends of the Library.
• Glendale University was held at Foothills.
• Libcon event with 800-900 attendees.
• Free Comic Book Day at Velma Teague brought in 1,700 people.
• Awarded a Library Services and Technology grant.
• Awarded a Writers in Residence grant.
• The Library has begun to collect library "DIF" funding.
• Over $80,000 in technology upgrades.
• The website has updated.
Board Member Kocur asked what "DIF" funding is and why we are collecting it again. Chief
Librarian Beck explained to the Board that "DIF" stands for Developmental Impact Fees, which is
a funding source that can help expand or improve the library system.
6. CHIEF LIBRARIAN UPDATE
a. This report allows the Chief Librarian of the Community Services Department to update the
Board. The Board is prohibited from discussing or acting on any of the items presented by the
Staff since they are not itemized on the Library Advisory Board Agenda.
Chief Librarian Beck updated the Board of the following:
• The surrounding area of the Heroes Library is dealt with by the Parks Department, who are
currently in the process of determining what will be done to the area.
• Library staff has been working hard on scheduling in hopes to restore Library hours.
• National Library Week's proclamation will be made Tuesday, April 21st at 5:30 p.m.
• The Friends Library group now meets quarterly.
• The Libcon event had 800-900 attendees.
• The Library partnered with about a dozen local merchants to hold a scavenger hunt during
the Libcon event.
7. BOARD MEMBER COMMENTS AND SUGGESTIONS
Board Member Ndavu asked if it would be possible to start the Library Advisory Board meeting
fifteen minutes later. Chief Librarian Beck informed the Board members that he will check to see
if that would need to be a voting item
Board Member Davis was pleased to hear about the $25,000 grant that was given to improve
Teen areas of the library.
Board Member Kocur asked how it is decided on how and where to spend the grant money for
the Teen areas. Chief Librarian Beck said he could follow up in the next meeting regarding the
grant and how it is spent.
Board Member Aborne informed the Board that last month the Yucca district held it's district
meeting at Heroes Regional Park Library. The meeting took place out on the Children's patio
area with nearly 50 people in attendance.
Chair Koory told Chief Librarian Beck that he has done a job well done and that it has been a
year full of accomplishments.
8. NEXT MEETING
The next regular meeting of the Library Advisory Board will be held on January 8, 2020 at 6:00
p.m., in the Board Meeting Room of the Main Library, located at 5959 W. Brown St., Glendale,
Arizona, 85302.
