GLEN HARBOR BLVD. GLENDALE, ARIZONA 86307 AIRPORT CONFERENCE ROOM DECEMBER 18, 2019 6:00 P.M. 1. CALL TO ORDER The meeting was called to order at 6:43 p.m. 2. ROLL CALL Present: Vice Chair Quentin Tolby Commissioner Terry Aramian Commissioner Randal Kruger Commissioner Tim Topliff Absent: Chair Larry Rovey Commissioner Edward McCall Commissioner Bud Zomok Also Present: Joe Husband, Airport Administrator Carl Newman, Interim Airport Administrator John Padillia, Luke Air Force Base Kurt Christianson, Assistant City Attorney Attendees: Terry Menees Scott Dalgliesh 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. Aviation Advisory Commission Minutes of November 20, 2019 Motioned by Commissioner Randal Kruger, seconded by Commissioner Tim Topliff AYE: Vice Chair Quentin Tolby Commissioner Terry Aramian Commissioner Randal Kruger Commissioner Tim Topliff Other: Chair Larry Rovey (ABSENT) Commissioner Edward McCall (ABSENT) Commissioner Bud Zomok (ABSENT) Passed 5. AIRPORT BUSINESS a. Glendale Airport Display Aircraft Project - Update and Committee Reports Vice Chair Tolby provided the following update regarding the Airport Display Aircraft Project: • The Chair of the Chamber of Commerce Military Affairs Committee has resigned from the Chamber. • There has been no change in the Airport's position on the aircraft request list. • A T-33 was available on the list two weeks ago.Vice Chair Tolby asked Chair Rovey if he had any interest in the T-33.Chair Rovey did not have interest, however, if other Commissioners do, Vice Chair Tolby will request information on the aircraft. Vice Chair Tolby stated that the T-33 was never a primary training aircraft at Luke Air Force Base (LAFB). Mr. Padilla reported that, according to an LAFB historian, the Base has been on the list for an aircraft since the early 2000's. Mr. Husband announced that he sent the complete list of Committee -members per the request at the last meeting. b. Airport Restaurant Lease Award Process Update Mr. Husband announced the following information regarding the Airport Restaurant RFP Process: • The proposer has withdrawn from the process due to personal issues and challenges with the team. • Mr. Husband notified the Procurement Division and they will close out the RFP. • Options for moving forward in other directions will be considered. Commissioner Aramian asked how the initial responder came to the Airport. Mr. Husband reported the proposer was a tenant of the Airport. Mr. Husband announced that the Airport has been through several restaurant operators and none have ultimately been successful. Vice Chair Tolby did not think that the marketing was getting to the appropriate parties and suggested working with a representative in the real estate business that works with restaurants. Mr. Husband noted that there was only one proposer to the RFP and due diligence was done to ensure he met the RFP requirements. Mr. Husband relayed that it may be that there is not the customer base needed at the Airport. Mr. Husband will keep the Commission apprised of further updates. C. Airport Grant Award Approval Recommendation Mr. Husband provided the following information: • The Commission is being requested to approve recommendation to accept the following grant award: • The state portion of the local share requirement for the Conair land purchase • This grant is an ADOT Aeronautics matching grant in the amount of $280.000 for the FAA AIP 28 Grant • An additional reimbursement is possible in 2021 Motion by Commissioner Aramian, second by Commissioner Kruger, to recommend City Council acceptance of the ADOT Aeronautics matching grant for the FAA AIP 28 Grant in the amount of $280.000. The motion carried 4 — 0. d. Glendale Airport Hangars Activity Update and Future Projects Mr. Dalgliesh gave a brief background of himself and shared the following information: • He manages hangars at the south end of the Airport and has had great success in leasing the hangars and shades. • He expressed appreciation for the seal coating of the ramp space and seal coating and re -striping of the parking lots, which greatly improved the whole facility. • There have been drainage issues at some hangars and the hangar associations would like to possibly add more drainage structures during a future project. • They have a pilot lounge, which is located at the end of Delta row. The hangar association is looking to remodel the pilot lounge in the next four to six months; which will mainly be a cosmetic update. • Many of the tenants like the Glendale Municipal Airport more than Deer Valley Airport because there is less traffic.The tenants also like the good mechanics and FBO assistance for parts and maintenance. • Glendale Airport is unique and is a fantastic general aviation airport without the big traffic push. • There will be future builds at the ends of C & J rows. There is a need for more space, such as office space, possibly a two-story complex closest to the road with a hangar.Further potential development ideas were explained and will be brought to staff and the Commission once the details are more fully explored. Vice Chair Tolby thanked Mr. Dalgliesh for moving forward with the progress in the south area. Mr. Dalgliesh stated that he has been happy with the help received from the City and feedback from the customers. Mr. Husband complimented Mr. Dalgliesh and the owner of the lease as being marvelous to work with and having done extraordinary work at the Airport. e. Future Aviation Advisory Commission Agenda Items Mr. Husband announced that he received an email from Commission McCall, which stated that he was not accepting an extension of his term due to obligations. Mr. Husband relayed that Commissioner McCall stated in his email that he has enjoyed working with the other Commissioners and with the Airport. Mr. Husband asked if Commissioner Kruger would like to keep his request for naming conventions at the north hangars. Commissioner Kruger stated that this item could be removed. Mr. Husband asked if Commissioner Kruger would still like to place Airport sweepers on an upcoming agenda, such as how and when the Airport is swept. Commissioner Kruger replied in the positive. Mr. Husband confirmed that Glendale Avenue and West -MEC access to the Airport will be placed on an upcoming agenda. Mr. Husband will invite a Traffic Engineer to give a presentation to the Commission. f. January Advisory Commission Meeting Date. Mr. Husband suggested changing the regularly scheduled Commission meeting from January 15, 2020 to January 22, 2020 or January 29, 2020 due to staff availability. Motion by Commissioner Aramian, second by Commissioner Topliff, to reschedule the January 15, 2020 Aviation Advisory Commission meeting to January 22, 2020. The motion carried 4 — 0. 6. STAFF REPORT Mr. Husband provided the staff report. Highlights included the following: 4;_ ►-► N F-11 11101 • Airport Financial Update — 42% of Fiscal Year through November 2019 • Projected Annual Revenue - $854,916.00 • Revenue YTD — $462,779.46 or 45.87% of budget • Annual Operating Budget - $854,915.65 • Expenses YTD - $456,608.25 or 46.59% of budget AIRPORT OPERATIONS UPDATE • November 2019 Aircraft Operations: 7,656 (approximately 7% below November 2018, which was 8,247) • Trending to 91,000 for Calendar Year 2019 • 2018 Calendar Year:91,305 — 16% increased over 2017 (78,824) FAA and ADOT GRANEi AND ACTIONS • Previously discussed GENERAL AIRPORT UPDATES • Airport Projects and Outreach • Mr. Husband is working on the transition of his role to Mr. Newman. • Fox Aviation has submitted plans for the new hangar, which are currently being reviewed. • The year-end maintenance items of crack sealing and seal coating in the center apron will likely be conducted after July 2020. • Taxiway A will be crack sealed and restriped on January 16th and 17th. • Mr. Husband is obtaining pricing for taxiway electrical work at Taxiway A. • The terminal building is nearly full except for one suite. • Glendale Aero Services, the FBO, is in the process of being acquired by Mr. Mike Laver and this should be effective January 1, 2020. • City departments are in the process of establishing a new customer interaction portal on the City website, which captures more information and creates a database.Staff is working through the integration. • Fiesta Bowl Planning is underway. The Fiesta Bowl will be held on December 28th with kickoff at 6:00 p.m.Mr. Husband requested that the Airport tower stay open until midnight and RAPCON will be open by request. • There were 14 aircraft at the Airport for the Browns/Cardinals game. • The Commission Hockey Game has been changed to March 18, 2020. AIRPORT NOISE COMPLAINTS • Three noise complaints were received this month and responded to. - * o:• One from Scottsdale • One from north of Jomax Road • One phone complaint without much specificity 7. LUKE AIR FORCE BASE OPERATIONS No reports. 8. COMMISSION COMMENTS AND SUGGESTIONS No comments. 9. FUTURE AGENDA ITEMS Mr. Husband announced that the February meeting agenda will include the process of establishing an annual business plan for the Commission. Mr. Husband asked the Commissioners to prepare suggestions or ideas for the upcoming agenda item. 10. NEXT MEETING The next regular meeting of the Aviation Advisory Commission will be held on 22, January, 2020 at 6:00 p.m., in the conference room on the second floor of the Airport terminal building, 6801 N. Glen Harbor Blvd., Glendale, Arizona, 85307. 11. ADJOURNMENT Vice Chair Tolby adjourned the meeting at 7:38 p.m. The Aviation Advisory Commission Meeting minutes of 18 December 2019 were submitted and approved this 22nd day of January, 2020.
