Mayor Weiers called the meeting to order at 12:31 p.m.

WORKSHOP SESSION
1. COUNCIL ITEM OF SPECIAL INTEREST— IN DEPTH RECYCLING PROGRAM REVIEW
Presented by: Michelle Woytenko, Director, Field Operations
Ms. Bower read the item by title.
Ms. Woytenko was requesting Council consensus to proceed with Councilmember Malnar's
Council Item of Special Interest for an in-depth review of the recycling program by staff. She said
the staff time required to complete the work was expected to be 320-340 hours.
Councilmember Tolmachoff requested an overview of the action plan.
Ms. Woytenko said the deliverables included analysis, outreach and education. The action plan
was the education component.
Councilmember Tolmachoff said other cities had invested in glass crushers. The cities sold the
sand that was created from the crushed glass. She asked if glass crushers would be included in
the analysis.
Ms. Woytenko said it would be included.
Councilmember Turner said the staff report cited four deliverables but only three had been
mentioned in the presentation.
Ms. Woytenko confirmed there were three deliverables.
Councilmember Turner asked if staff was looking at other cities across the country, not just in the
Valley, for innovations.
Ms. Woytenko said the research would include local, regional, state and national information.
Councilmember Turner was in support of proceeding with the item.

Councilmember Aldama stated many organizations were moving away from recycling due to the
cost.
Ms. Woytenko said part of Councilmember Malnar's request was for an analysis of the true
economics of recycling.
Mayor Weiers said the City took in trash from other jurisdictions. If the City did not include glass in
its recycling program, but the recycling from other cities included glass, he asked how it was
regulated.
Ms. Woytenko said staff was looking at the program from a regional perspective. If City residents
were asked to do certain things, non-resident users should be asked to do the same thing. The
City had intergovernmental agreements with Peoria, Avondale, Goodyear, and a reciprocal with
Phoenix. Other agencies had reached out to the City and the information would be included in the
economics review.
Mayor Weiers asked if the City received waste from other companies that rented containers and
hauled trash.
Ms. Woytenko said the City did receive waste from private companies.
Councilmember Malnar said information was needed by Council before moving forward on any
decisions. There was public concern on both sides of the issue. It was a valid topic for Council
consideration.
Vice Mayor Clark asked if public surveys would be done to see how the public felt about stopping
the recycling program.
Ms. Woytenko said a survey was a component of the outreach plan.
Vice Mayor Clark asked if the survey would include information regarding the economics of
recycling and should it continue, even if it costed the City money.
Ms. Woytenko said by completing the analysis and economic study first, the information could be
included in the survey.
Councilmember Tolmachoff asked if the education effort included information for the public about
plastics 3 through 7, which were getting sorted out and going into the landfill.
Ms. Woytenko said staff was working on small scale education but there were regional challenges
with confusion of residents who lived on the boundaries. The education effort would be moved
forward more aggressively through the year.
Councilmember Tolmachoff asked if the education effort had been coordinated with other
departments and social media.
Ms. Woytenko said that type of outreach was included in the plan.
Councilmember Turner asked what the next steps would be and if the item would come back to a
future Council workshops prior to decisions being made.
Ms. Woytenko said the analysis and public outreach would be completed before it was brought
back to Council for review and possible policy decisions.

Councilmember Turner preferred the analysis be presented to Council first so that Council knew
what was being disseminated to the public.
Councilmember Aldama asked if the City had considered a ban on plastic bags. Other states had
banned or taxed plastic bags.
Ms. Woytenko said plastic bags were a nuisance and caused issues because they were not
recyclable. The information would be incorporated into the education outreach.
Councilmember Aldama asked if staff would bring back to Council information on the effect plastic
bags had on the operation.
Ms. Woytenko said the information would be included.
Vice Mayor Clark was interested in residents' opinions. Her preference was to conduct a survey
of the residents that would be brought back to Council.
Councilmember Tolmachoff said the survey questions could be formulated and sent to Council for
review and comment but not necessarily in a workshop.
Vice Mayor Clark agreed.
There was Council consensus to proceed.
2. PROPOSED 2020 LEGISLATIVE AGENDA
Presented by: Brent Stoddard, Deputy City Manager

Ms. Bower read the item by title.
Ms. Goad said staff was seeking Council consensus on the proposed 2020 State Legislative
Agenda which defined the City's priorities for the upcoming legislative session. Staff would keep
Council updated as new bills were introduced throughout the session and provide a weekly
tracking report.
Mr. Lee presented an overview of the 2020 legislative session. Staff had met with all fifteen
delegation members to discuss legislative priorities for the City.
Mr. Lee shared the major themes for the upcoming legislative session:
FY2020 Budget and Revenue Surplus
Transportation and Infrastructure
Cancer Presumption for First Responders
Restoration of Highway User Revenue Funds
Tourism and Rental Car Tax
Ms. Goad presented information regarding vaping and the Luke Air Force Base (LAFB)
Wastewater Treatment Facility. The LAFB's system needed to be connected to Glendale's
wastewater collection. The cost of the project was estimated at $10 million. Staff was working
with the State and would seek a one-time state appropriation of$5 million toward the project. The
appropriation was part of the State's budget negotiations rather than legislative.

Vice Mayor Clark suggested that the military bases join forces and request specific project funds
for each base with one bill.
Mr. Stoddard had been informed by the legislators representing other bases of a larger military
fund, which would be used to purchase land around the bases to protect the bases. The LAFB
request was different because it was for a specific design, engineering, and construction project.
Councilmember Turner asked why a state appropriation was being sought instead of a federal
appropriation.
Mr. Stoddard said the City was required to be on the State's eligibility list for the potential funds,
which staff had confirmed. There were also federal grant possibilities for the design phase of the
project.
Councilmember Tolmachoff asked for confirmation on whether the project would move forward if
the City received any federal or state assistance.
Mr. Stoddard said the project was presented to the City by LAFB. The information regarding the
requested appropriation had been communicated to LAFB. The project would move forward,
however, there needed to be formalized agreements between LAFB and the City. The project
would be brought with a project timeline and pricing to Council for approval.
Vice Mayor Clark asked if reimbursement would be included if Council funded the project without
funding from other sources.
Mr. Stoddard said LAFB would pay the City back for project costs through a rate schedule
established in the agreement.
Mr. Lee said legislative priorities for the legislative agenda included fiscal sustainability, economic
development, land use planning, military preservation, neighborhoods, public safety,
transportation, and water.
Vice Mayor Clark requested Council's support for Representative Kern's efforts for the
appointment of a municipal representative to the Liquor Board.
Vice Mayor Clark said the State had pre-empted regulation of fireworks by setting three periods
during the year when people were allowed to shoot off fireworks. She could not find a preemption
regarding time periods and suggested working on a bill to limit the time span for fireworks.
Mr. Stoddard said there were City noise and nuisance ordinances which the fireworks law would
not specifically preempt. Staff could research the issue and the law. Information could be brought
back to Council about what could be brought forward to the League.
Mayor Weiers suggested working with the Governor's Office before Representative Kern began
work on the bill. Governor Ducey had announced that he was getting rid of things that created a
cost to the State.
Councilmember Tolmachoff commented short-term rentals was a hot topic last year but did not
see the issue on the list for this year. She asked what sort of local authority could be expected to
regulate rentals.
Mr. Lee said Governor Ducey had signed the bill which expanded the rights of municipalities to
enforce short-term rentals. Feedback indicated it was not enough as cities continued to have

strong concerns about the practice. He was unaware of any legislation that would be introduced
for this year's agenda.
Councilmember Turner agreed with Vice Mayor Clark's concerns regarding fireworks and had
received several firework complaints from his constituents. He said the information should include
complaint data, information on the law, and what was legal.
Councilmember Tolmachoff asked how many subscribers there were to the Legislative Link.
Mr. Lee did not have the exact number but estimated there were a few hundred subscribers.
Councilmember Tolmachoff said the number seemed low.
Mr. Stoddard stated the Legislative Link was posted on the City's website. People did not have to
subscribe to access the tool. There could be many more people using the link than just the
subscribers.
There was Council consensus to proceed.
3. COUNCIL SELECTION OF VICE MAYOR
Presented by: Brent Stoddard, Deputy City Manager
Ms. Bower read the item by title.
Mr. Stoddard said the City Charter required Council to appoint from its membership, one person to
serve as the Vice Mayor at the first Workshop meeting in January of each year. It was a one-year
term. He stated the topic was placed as a voting item on Council's agenda that evening and asked
for nominations.
Vice Mayor Clark thanked Council for the privilege of serving as Vice Mayor for 2019. She
nominated Councilmember Malnar for Vice Mayor for 2020.
No other nominations were made.
CITY MANAGER'S REPORT
Mr. Phelps reported the Gila River Arena had three large cooling towers and one had corrosion which
needed to be addressed. The replacement for the cooling tower was estimated to cost between $350,000
and $400,000. The expense could not be absorbed by the City budget so Council would be asked to
allow for use of some of the General Fund Contingency. The item would be brought back for Council
approval. Mr. Phelps stated the other two towers would need to be addressed in the future.
Mr. Phelps would be attending the January 23rd Public Safety Personnel Retirement System (PSPRS)
Board's executive session regarding the option of amortizing the pension. The amortization had been
approved by Council but not yet implemented by PSPRS. He had been asked to explain the intent of
Council regarding the issue and would report back to Council.
Mr. Phelps received an unsolicited offer for Glendale Memorial Park from Amassment Corporation. The
offer would be brought to Council at the January 28th executive session.
Mr. Phelps said Consent Agenda Item 8 regarding parks, would be removed from that night's voting
meeting agenda.

Mayor Weiers requested the item be placed on a workshop agenda for discussion.
Mr. Phelps said the agenda item on tonight's voting meeting agenda regarding the sale of Glen Lakes to
Homes by Towne, was no longer necessary. Homes by Towne had agreed to the earlier conditions as
stipulated by Council.
Mr. Phelps said long-time Glendale firefighter Kevin Thompson had been doing well and was back on
light duty.
Councilmember Tolmachoff asked Mr. Phelps to clarify his comments regarding Glen Lakes.
Mr. Phelps said Council had requested that the agreement be amended by the addition of two items: the
area set aside for a linear park; and a maximum number of 173 home sites. Homes by Towne had
agreed to the amendments and the authorization had been granted. The size of the park area was
approximately ten acres.
Councilmember Turner asked when Council would receive more information on the park.
Mr. Phelps said the information would be provided once more details were received.
CITY ATTORNEY'S REPORT

COUNCIL ITEMS OF SPECIAL INTEREST
Councilmember Turner requested information on firework complaints, including data and reports from
public safety, and better methods of community education regarding what was legal.
Vice Mayor Clark would pursue the issue of the timing of fireworks with the Intergovernmental
Department.

Council met in executive session at 1:46 p.m. for:
Discussion/consultation with the City Attorney and City Manager to receive an update, to
consider its position, and to provide instruction/direction to the City Attorney and City Manager
regarding Glendale's position in connection with contracts, agreements and/or development
agreements of the area in, near and surrounding the SEC of Reems Road and Peoria Avenue
that are the subject of negotiations pursuant to A.R.S. §§ 38-431.03 (A)(3)(4);
Discussion/consultation with the City Attorney and City Manager to receive an update, to
consider its position, and to provide instruction/direction to the City Attorney and City Manager
regarding Glendale's position in connection with contracts, agreements and/or development
agreements of the area in, near and surrounding the SEC of Sarival Ave and Glendale
Avenue that are the subject of negotiations pursuant to A.R.S. §§ 38-431.03 (A)(3)(4);
Discussion/consultation with the City Attorney and City Manager to receive an update, to
consider its position, and to provide instruction/direction to the City Attorney and City Manager
regarding Glendale's position in connection with contracts, agreements and/or development
agreements of the area in, near and surrounding the SWC of Sarival Ave and Glendale
Avenue that are the subject of negotiations pursuant to A.R.S. §§ 38-431.03 (A)(3)(4);
Discussion/consultation with the City Attorney and City Manager to receive an update, to
consider its position, and to provide instruction/direction to the City Attorney and City Manager
regarding Glendale's position in connection with a contract relating to property in the area of
Agua Fria River and Beardsley Road pursuant to A.R.S. §§ 38-431.03 (A)(3)(4)(7);
Discussion/consultation with the City Attorney and City Manager to receive an update, to
consider its position, and to provide instruction/direction to the City Attorney and City Manager
regarding Glendale's position in connection with a property at 4705 W. Glendale Avenue pursuant
to A.R.S. §§ 38-431.03 (A)(3)(4)(7); and
Discussion of appointments and matter relating to various City boards, commissions and other
bodies pursuant to A.R.S. §§ 38-431.03 (A)(3)(4).
A motion was made by Councilmember Jamie Aldama, seconded by Councilmember Bart
Turner to adjourn the executive session.
