CITIZEN COMMENTS None 4. APPROVAL OF THE MINUTES a. Aviation Advisory Commission Minutes of October 18, 2017. Motioned by Commissioner Randal Kruger, seconded by Commissioner Leonard Escudero to approve the October 18, 2017 Commission meeting minutes as written. AYE: Commissioner Terry Aramian Commissioner Leonard Escudero Commissioner Randal Kruger Commissioner Quentin Tolby Passed 5. AIRPORT BUSINESS a. Arizona Department of Transportation (ADOT) Grant E8M10 01 C. Mr. Potts stated that the City of Glendale made a request for a Federal match grant from the Arizona Department of Transportation, Multi Modal Planning Division, Aeronautics Group in the amount of $153,417 for the North Apron Reconstruction/Rehabilitation Project. Mr. Potts added that the State Transportation board approved ADOT Grant E8M10 01C in the amount of $153,417 on October 20, 2017 for this project. The Airport received the grant on October 31, 2017. The City of Glendale signed FAA grant 3-04-0064-026-2017 on August 9, 2017. Mr. Potts reported that this total cost of the project is $3,432,146 with a federal share of $3,135,313 and a local share and state share of $153,417 each. Mr. Potts announced that that project began on November 6, 2017. Motion by Commissioner Kruger, second by Commissioner Aramian, to recommend that the City Council waive reading beyond the title and adopt a resolution authorizing the City Manager to enter into a Grant Agreement with the Arizona Department of Transportation (ADOT) in the amount of $153,471 for the reimbursement of the North Apron Rehabilitation Phase 1 B at the Glendale Municipal Airport. Mr. Potts presented information on a possible zoning change request for the 64 -acre parcel north of the Camelback Ranch Baseball Park. Mattamy Homes is exploring potential development of the area to construct single-family, residential homes on the parcel, which is adjacent to the Airport. Mr. Potts announced that the potential request is to rezone from S-1 to R1-10, which would allow single family residential homes to be built on a parcel adjacent to the Airport. Mr. Potts stressed that single family homes so close to the Airport would generate many noise complaints. Mr. Potts explained that he contacted Phoenix Sky Harbor International Airport for assistance in opposition of the rezoning change. Mr. Potts stated that attorney for the developer maintains that Mattamy Homes has not submitted a rezoning request and that it is premature to bring the discussion before the Aviation Advisory Commission. Mr. Potts shared an email communication and a flyer from Mattamy Homes to neighbors of the parcel which indicate that Mattamy is interested in developing the site for single family homes. Mr. Potts stated that Mr. Jon Froke, the City of Glendale Planning Director, suggested removing the agenda item if and until Mattamy Homes files for rezoning. Commissioner Tolby disagreed and felt that the Commission needs to stay on top of the issue and that the Commissioners should also attend the neighborhood meetings and meetings held by Mattamy Homes. Commissioner Aramian agreed. Commissioner Tolby stated the last time a development was proposed, a few Commissioners attended the neighborhood meetings in opposition to the proposal. Commissioner Tolby noted that Vice Chair Rovey was very instrumental in assisting the opposition. Mr. Christenson advised the Commission to put the matter on a future agenda and invite Mattamy Homes and neighborhood to attend the meeting as well. All agreed. C. Airport Veteran's Memorial Update. Mr. Kruger gave an update on the proposed Veteran's Memorial on Airport property along Glendale Avenue. The update included the following: The proposed site along Glendale Avenue is approximately one-half acre and is sufficient in size for the display. The site is east of the power pole and the property belongs to the City. The FAA has not been contacted yet regarding the site and proposed plans. Commissioner Tolby inquired if the letter the Commission sent to the Mayor, in regards to requesting aircraft for the display was approved. Mr. Christenson relayed that the letter is either in the Mayor's or the City Manager's office under review. Mr. Potts stated that Council may request a presentation on the proposed Memorial, which he would certainly do. Mr. Ebersole stated that the proposed site for the memorial could be part of the recent deed release of 75 acres east of the Airport. The City is currently in talks with airport -industry realtors for marketing the 75 acres east of the Airport and therefore, this proposed memorial needs to be carefully considered. Mr. Ebersole stated that the Commission may want to propose a different location to Council, such as along Glen Harbor Blvd. as the property along Glendale Avenue may become very financially valuable to the City. Commissioner Tolby felt that it was important to continue to move forward with the letter to secure aircraft and then the location could be determined at a later time. Commissioner Kruger agreed and stated that the City has not done anything with the property for a very long time. Mr. Ebersole stated that the City is working with real estate brokers who specialize in airport property and the area is very promising for marketing. Mr. Ebersole suggested considering the corner of Glen Harbor Blvd. and Glendale Avenue. Commissioner Kruger stated that the City does not own the property at that location. Commissioner Tolby explained that the J.F. Long estate owns the property and did not think it would be difficult to obtain the property, however, only one aircraft might fit on the site. Mr. Ebersole commented that it would be helpful if the Commission had a drawing or rendition of what the Commissioners would like to see on the site. Mr. Potts stated that the item will be on next month's agenda. d. FAA Hangar Policy/Stakeholder Group Update. Mr. Potts stated that there was no update at this time. 6. STAFF REPORTS Mr. Potts provided the staff report. Highlights included the following: CONSTRUCTION PROJECTS/GRANT STATUS The ALP Workshop was scheduled with the City Council on November 7th. The previous presentations that afternoon went very long and the Airport presentation was cancelled until a later date. After the workshop, the ALP will be sent to the FAA and ADOT for final review. Staff has the final request for payment for North Apron Rehabilitation Phase 1A. All other documents have been sent. A close out letter will be sent when receive the final payment is received. The Apron Rehabilitation Project Phase 1 B started on November 6th. A meeting with the tenants was held on November 3rd. Eight people were in attendance. Mr. Potts thanked Commissioner Aramian for attending the meeting. The workers have been hauling dirt over the last few days. The milling took only one day versus the two days scheduled. OPERATING BUDGET/EXPENSES/REVENUES Mr. Potts presented detailed financial information for the month of October, year-to-date October, and comparisons to prior year. Graphs for revenues and expenses were displayed. AIRPORT BUSINESS ACTIVITY/LEASE UPDATES Monday, February 12, 2018 is the next Boards & Commissions Appreciation Night with the Coyotes playing the Chicago Blackhawks. The only RFQ for land to construct a hangar next to maintenance bay was reviewed by the committee. The committee recommended to award the contract to Fox Aviation. Fox Aviation has been notified and this was posted on the City website. If no protests are received, the contract will be finalized and returned to the Commission for a recommendation. Thanks to Commissioners Topliff and Aramian for their assistance in the review. Mr. Potts is working with the Engineering Department to complete asphalt repairs in the south apron, which will occur in the spring. The Airport continues to be short-staffed with two persons out. A new employee started on Monday with orientation and on site at the Airport on Tuesday. The other employee will be out for a while longer. Mr. Potts' retirement date is January 5, 2018. LAND USE PLANNING/ZONING DEVELOPMENT No further update besides what was previously presented regarding the potential Camelback Ranch Residential Development. AIR TRAFFIC OPERATIONS/AIRSPACE/COMMUNITY RELATIONS Due to issues with Mr. Mike Allen's computers, a traffic report was not available for the meeting. Eleven noise/low flying aircraft complaints were received in October. One of the frequent complainers called to thank staff for the decrease in noise. The Airport Open House is set for November 3, 2018. SOLAR PANEL UPDATE Commissioner Aramian stated that the analysis phase is continuing and hoped to have information to present at the December Commission meeting. 7. LUKE AIR FORCE BASE OPERATIONS Mr. Gillies gave an update on LAFB operations, which included the following highlights: LAFB will be flying weekends beginning December 1 through the third week in December. The southern airspace will be active until close to December 25th. The LAFB Airshow will be held in March 2018. 8. COMMISSION COMMENTS AND SUGGESTIONS The Commissioners were provided an opportunity for open comment. No comments were made. 9. FUTURE AGENDA ITEMS The following future agenda item was suggested: A standing agenda item for the proposed single-family housing developments adjacent to the Airport property. Commissioner Tolby requested at discussion on Commissioner attendance at the Commission meetings. Mr. Potts will add this to the next agenda as well. 10. NEXT MEETING The next regular meeting of the Aviation Advisory Commission will be held on December 20, 2017 at 6:00 p.m., in the conference room on the second floor of the Airport terminal building, 6801 N. Glen Harbor Blvd., Glendale, Arizona, 85307. 11.
