1, CALL TO ORDER
Vice Mayor Clark called the meeting to order at 2:30 p.m.
2. ROLL CALL
Present: Joyce Clark, Vice Mayor

Also Present: Julie K. Bower, City Clerk
Michael Bailey, City Attorney
Councilmember Aldama attended the meeting telephonically.
3. CITIZEN COMMENTS
None
4. APPROVAL OF THE MINUTES
1. Approval of the minutes of the October 9, 2019 Government Services Committee meeting
Motioned by Councilmember Lauren Tolmachoff, seconded by Councilmember Jamie
Aldama to approve the minutes of the October 9, 2019 Government Services Committee
meeting.

5. RESIGNATIONS
• Janet Dayer, Ocotillo District, Human Relations Commission, effective October 22, 2019
• Alan Dayer, Mayoral, Human Relations Commission, effective October 22, 2019
6. NEW BUSINESS
1. Residency requirements for teen members of boards and commissions
The Committees consensus was that no change be made to the residency requirements for
teen members of the City's boards and commissions.
2. Review of Annual Board and Commission Member Survey Questions
Ms. Bower distributed copies of the questions used for the previous survey and the survey
results.
Vice Mayor Clark asked members to review the questions and provide Ms. Bower with
feedback for the next Committee meeting.
3. Human Relations Commission draft ordinance regarding a reduction in the number of
members and changing the name of the Commission
Vice Mayor Clark would be attending the Human Relations Commission (HRC) meeting next
Wednesday, November 13th. She would address the following items and ask for feedback
from the HRC:
• Reduction in the number of members
• Renaming the Commission
• Liaising with the Employee Inclusion Network
Vice Mayor Clark would inform Committee members, via a memo, regarding the discussion and
if a consensus was reached. If a consensus was reached, it would be brought back to Council
for consideration.
Councilmember Aldama asked who would determine the Commission's new name.
Vice Mayor Clark said HRC members could make suggestions as well as Council. She had
spoken with HRC member Kelly Carbello about the three items and Ms. Carbello had been
supportive of all three.
Councilmember Tolmachoff had discussed the issues with the HRC Chair, Sandra Truelove.
Ms. Truelove had suggested the membership reduction and renaming the Commission.
Councilmember Aldama confirmed that the HRC would not be directed and that only feedback
was being requested.
Councilmember Tolmachoff said the suggestions had initially come from Ms. Truelove, Chair of
the HRC.
Vice Mayor Clark confirmed that she would be asking for feedback. If a consensus was
reached by the HRC, it would then be taken to Council in executive session or at a workshop.
Councilmember Tolmachoff reported that Brittany Leslie of the City Attorney's Office, was the
new HRC staff liaison. She clarified that the concept was to have a member of the Employee
Inclusion Network also staff the HRC.
Vice Mayor said that was correct.
7. MOTION TO ENTER INTO EXECUTIVE SESSION
Motioned by Councilmember Lauren Tolmachoff, seconded by Councilmember Jamie
Aldama to hold an executive session.

8. EXECUTIVE SESSION
The Government Services Committee entered into executive session at 2:43 p.m. for
discussion and consideration of appointments to various boards and commissions pursuant to
A.R.S. 38-431.03(A)(1).
Motioned by Councilmember Lauren Tolmachoff, seconded by Councilmember Jamie
Aldama to adjourn the executive session.

Vice Mayor Clark adjourned the executive session at 2:51 p.m.
9. NEXT MEETING
Ms. Bower said the next regular meeting of the Government Services Committee was
scheduled for December 3, 2019 at 2:00 p.m., in the Council Conference Room of City
Hall, located at 5850 W. Glendale Ave, Glendale, Arizona, 85301.
Councilmember Aldama would not be available to attend.
The next regular meeting of the Government Services Committee was rescheduled
to December 9, 2019 at 2:00 p.m. in the Council Conference Room.
10. ADJOURNMENT
The Government Services Committee meeting minutes of November 5, 2019 were
submitted and approved this 9th day of December, 2019.
