Ms. Chapin said the proposed ordinance authorized the City Manager to enter into a second amendment to the office lease agreement between the City and the Glendale Chamber of Commerce (Chamber) for Suite 275 in the City-owned Bank of America Plaza office building at 5800 West Glenn Drive. The amendment would designate an additional seven (7) reserved parking spaces in addition to the four (4) spaces in the original lease. Mr. Burke said the proposed ordinance authorized the City Manager to enter into Amendment No. 2 to the current agreement (C-3569-1) with Ready Golf, Inc., which waived up to $625 per month of the annual rent payment for a period of five (5) years; and authorized, at the discretion of the City Manager, an extension of the amendment for two (2) additional five-year periods. RESOLUTION NO. R19-137 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF AN IN LIEU OF FEE AGREEMENT WITH GWH NORTHERN FARMS, LLC; AND DIRECTING THAT THE CITY CLERK RECORD ANY AND ALL NECESSARY DOCUMENTS. Ms. Collins said the proposed resolution authorized the City Manager to enter into an In Lieu Fee Agreement between the City and GWH Northern Farms, LLC. Ms. Collins said prior to requesting a sewer connection from EPCOR, the designated water/sewer provider in the region, the property owner was required to provide an executed Pre-annexation Development Agreement (PADA) with the City or have successfully completed annexation into the City. Because the property was zoned medium density residential in Maricopa County, state law required a city to provide the most similar zoning designation to the property if annexed into the city. Residential home subdivisions were not ideally suited for the City's long-term public safety and infrastructure development goals along the Loop 303. Ms. Collins said GWH Northern Farms, LLC and the City acknowledged that the 255-home City Council Meeting Minutes - November 12, 2019 Page 8 of 12 residential subdivision would have an impact on the long-term public safety and roadway infrastructure planned for the Loop 303 area. GWH Northern Farms, LLC agreed to pay $1,529.00 per residential lot developed, to offset the impacts of the development. R19-139 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE ENTERING INTO OF A PARTIAL SATISFACTION OF DEVELOPMENT AGREEMENT AS TO COURTNEY VISTA APARTMENTS AT ZANJERO; AND DIRECTING THAT THE AGREEMENT BE RECORDED. Presented by: Michael D. Bailey, City Attorney Ms. Bower read the resolution by title. Mr. Bailey said the resolution authorized the City to enter into a Partial Satisfaction of Development Agreement ("Agreement") as to certain property, commonly known as Courtney Vista Apartments at Zanjero. It would also authorize the City Attorney to make final changes consistent with the intent of the Agreement. The City had received the reimbursement required under the development agreement. Furthermore, the Courtney Vista Apartments were constructed in accordance with the development agreement and Planned Area Development (PAD). It would be appropriate to record a satisfaction of the development agreement to clear any encumbrances associated with the development agreement. A motion was made by Councilmember Ray Malnar, seconded by Vice Mayor Joyce Clark to adopt Resolution No. R19-139. November 15, 2019 at 8:00 a.m. at the State Farm Stadium Board Room, 1 Cardinals Drive, Glendale, Arizona and a regularly scheduled City Council workshop on Tuesday, November 26, 2019 at 12:30 p.m. in City Council Chambers, to be followed by an executive session pursuant to A.R.S. 38-431.03. AYE: Mayor Jerry Weiers Vice Mayor Joyce Clark Councilmember Jamie Aldama Councilmember Ian Hugh Councilmember Ray Malnar Councilmember Lauren Tolmachoff Councilmember Bart Turner Passed COUNCIL COMMENTS AND SUGGESTIONS Councilmember Aldama thanked Council Assistant Janet Hidalgo for her assistance with the Ocotillo District meeting that was held last Thursday at the Glendale Women's Club. He thanked the Women's Club, City employees and community members for making it a successful event. Councilmember Aldama said Council would be conducting a City visioning meeting on November 15th and asked for community input, thoughts and suggestions on the direction of the City. Councilmember Hugh thanked City staff and Cactus District residents for participating in the Cactus Fall district meeting. It was a very successful and well-attended event. Councilmember Malnar thanked staff for the presentation at the morning workshop. It was truly awesome what was happening with the development along the Loop 303. The development was an important part of the future of the City and would bring great job and commercial opportunities. Councilmember Tolmachoff congratulated the City's partners and neighbors, the Tohono O'odham Nation. for its recognition as the Economic Engine in the West Valley for the Desert Diamond Casino at the Best of the West awards. The casino would open in early 2020 and was filling 1,300 jobs. Councilmember Tolmachoff reminded Cholla residents that the Cholla District Holiday Mixer would be held on December 12th at the Foothills Recreation and Aquatics Center from 5:30 p.m. to 7:30 p.m. Councilmember Turner thanked the Shangri La neighborhood for its 25th annual block party. It was a great event. Other neighborhoods interested in holding a similar event should contact his office for assistance. Councilmember Turner attended the Glendale University 101 graduation. It was a great way to learn about the business of the City. Vice Mayor Clark said the Yucca District meeting would be held Thursday evening at the Heroes Park Branch Library at 6:30 p.m. She said the meeting would be on Facebook Live for those residents who would not be able to attend. Mayor Weiers congratulated the Arizona Coyotes for its win last evening. It was an incredible game. Everyone did a remarkable job on the event. Mayor Weiers said the Glendale University program was coordinated by Kirsten Morgan of the Mayor's Office. There were 44 participants enrolled in this year's session. Ms. Morgan had done an incredible job with the program. Mayor Weiers said the City's Christmas Parade would be held on December 14th. The proceeds of the parade would go to Hope for Hunger. Councilmember Aldama invited the community to attend his 2nd annual Community Thanksgiving Dinner held in partnership with the Glendale Elementary School District and New Life Community Church. The dinner would take place on November 25th from 5:00 p.m. to 8:00 p.m. at Landmark School, 5730 West Myrtle Avenue. Everyone was invited and there was no cost to attend. CITIZEN COMMENTS James Baird, Ocotillo District, commented on abortion.
