1. CALL TO ORDER
The meeting was called to order at 6:00 p.m. by Chair Rovey

4. APPROVAL OF THE MINUTES
a. Aviation Advisory Commission Minutes of 21 August 2019.
(Commissioner Topliff entered the meeting.)
Motion by Commissioner Zomok, second by Commissioner Aramian, to approve the August 21,
2019 Commission meeting minutes as written. The motion carried 5 — 0 — 2. [Commissioner
McCall and Commissioner Topliff abstained.]
5. Airport Business
a. Glendale Airport Display Aircraft Project. Project Update and Committee Reports.
Chair Rovey announced that agenda item b. and c. would be covered before agenda item a.
pending the arrival of Vice Mayor Clark.
Glendale Airport Display Aircraft Project — Update and Committee Reports - Revisited
(Vice Mayor Clark entered the meeting.)
Vice Chair Tolby announced that approximately one month ago, Vice Mayor Clark met with him so
he could explain the Airport Display project and at the time, she mentioned that she would like
Vice Chair Tolby to meet with Sgt. Turney.
Vice Mayor Clark gave a brief history of Vice Chair Tolby's service to Glendale. Her comments on
the project included the following:
• The project is a super idea.
• Glendale is home to Luke Air Force Base.The project is a great way to recognize the
partnership with LAFB.In honor of LAFB, the project is worthy.
• The Airport itself is under-utilized.A monument sign at this intersection would go a long way
toward making people realize the Airport is at this location.
• She would like to see some sort of directory sign.This would be helpful in promotion of an
Airport cafe.
• She offered to be part of the project and help fundraise.
• She lent her name and support to help make the project happen.
Vice Chair Tolby stated that obtaining the airplane may be the toughest part.
Sgt. Turney shared an example of the mountain flagpole project that his Committee has
spearheaded and completed. Sgt. Turney noted the airplane graveyard at Davis Monthan and will
ask if they have an F-1 6's. Sgt. Turney expressed his support for the project as well.
Vice Mayor Clark will also contact her congressional delegation to see if their muscle could be
used to help acquire aircraft. Sgt. Turney commented on his network and will reach out to them.
Sgt. Turney will need to bring this item to his Committee first though.
Chair Rovey stated that assistance for approval from the City with the location and parking spaces
is a concern.
Vice Mayor Clark will bring this topic up as an Item of Special Interest at the next Council
Workshop meeting in two weeks.
Mr. Barron proclaimed his support of the project and shared his expertise and experience in
aircraft display projects.
Vice Chair Tolby asked if Mr. Barron thought that a congressman could make this project happen.
Mr. Barron replied in the positive, noting that the City is already on the list for an aircraft.
Vice Mayor Clark inquired if anyone had reached out to the Base Commander at LAFB. No one
replied in the positive. Mr. Barron tried to contact LAFB. Vice Mayor Clark asked if anyone
spoken to the Long Family regarding the site and if they are willing to donate some land for
parking. Chair Rovey relayed that he and Vice Chair Tolby met with Mr. Jake Long and they are
aware of what the Commission would like to do.
Chair Rovey stated that a contrast of early planes and an F16 would be great and a conceptual
design would be needed.
Vice Mayor Clark asked if a conceptual design or a visual could be done for when she brings the
project to Council. Commissioner Topliff asked if Mr. Barron could provide a copy of the
architectural drawings for what was done in Peoria.
Commissioner Zomok wondered if anyone had information on the origination of the display at
Bonsall Park. Vice Mayor Clark will see if she can obtain information.
Vice Chair Tolby noted that there were not very many F16's that have been released.
Sgt. Turney suggested reaching out to the Thunderbirds organization.
Commissioner Aramian stated that it may be worthwhile to not say anything to Council at this time,
rather than be premature. Vice Mayor Clark replied that a picture is worth a thousand words and
Council will have to authorize the land that will be ultimately used for the project. She said that a
visualization would help Council better understand the project. Commissioner Aramian was
skeptical about a premature concept. Vice Mayor Clark commented that if Council was told that it
was a conceptual design at this time, they will understand what the Commission is trying to do.
Mr. Barron relayed that, for the display at Peoria, they used a design from a display in California.
Mr. Barron suggested finding an existing concept that the Commission likes rather than an original
design at this time.
Vice Mayor Clark stated that she can introduce the item when the Commission is ready with the
design and the Council workshops are held every two weeks.
Commissioner Topliff offered to assist with preparing the conceptual design.
Mr. Husband announced that the participation of the Planning Administrator on the project
committee has been secured and since the last meeting, he spoke with the Base Historian at
LAFB who is also willing to participate. Mr. Husband stated that there has been a long-time
development plan for the space behind the proposed site and the original plans that he has seen
reveal parking along the adjacent property line. Vice Chair Rovey asked Mr. Jake Long for any
plans he had at this time and Mr. Long had indicated he did not have any.
Chair Rovey thanked Vice Mayor Clark and Sgt. Turney for attending the meeting.
The agenda item was concluded.
Chair Rovey excused himself from the meeting.
b. Airport Restaurant RFP Process.
Mr. Husband provided the following information regarding the Airport Restaurant RFP-
• RFP Issued August 15, 2019
• Pre -Offer Conference will be held on August 23, 2019. One entity attended.
• Responses came in on September 4, 2019 — one offer was received.
• The evaluation review panel is underway. The panel meets tomorrow to score the proposal.
• If the panel approves, the intention is to bring the offer to the Commission at the next
meeting and to City Council in November.
Vice Chair Tolby asked for any comments on why there was only one proposal. Mr. Husband
replied that there was only one proposal last time as well. Mr. Husband noted that there were
three parties originally interested, but only one party submitted a proposal.
Commissioner Zomok wondered how the RFP was advertised. Mr. Husband explained that a
notice was posted in the Glendale Star, on the City's website, a list of parties who expressed
interest, and the realtor who gave a presentation to the Commission. Vice Chair Tolby felt this
was a weakness. Commissioner Zomok suggested expanding the advertising scope if this RFP is
not accepted.
The agenda item was concluded.
C. Airport Gate 2 Traffic
Mr. Husband announced this topic was placed on the agenda at Commissioner Kruger's request.
Mr. Husband displayed aerial photos of the gate location and general area.
Commissioner Kruger stated that he uses this gate frequently as his hangar is located near the
gate and is exposed to various activities. Commissioner Kruger shared two dangerous incidents
that occurred at the gate. He stressed that there is quite a potential for accidents and that cars
driving through the hangar parking lot to get to West -MEC creates a dangerous situation.
Commissioner Zomok asked if there was an issue with other drivers tailgating behind students in
order to get through the gate. Commissioner Kruger had not seen this occurring.
Vice Chair Tolby suggesting having the City's Traffic Department take a look at the layout and
perhaps cut into the existing median to create a left turn. Mr. Husband recalled that there may
have been an issue with having a left turn lane within a short distance of the intersection;
however, he will contact Engineering. Chair Rovey thought this could be considered along with
any access for the Airport Display Aircraft Project.

6. Staff Report
a. Airport Staff Report for September 2019
Mr. Husband provided the staff report. Highlights included the following:
AIRPORT FINANCIAL UPDATE:
• Airport Financial Update — 16.6% of Fiscal Year through August 2019
• Projected Annual Revenue - $854,916.00
• Revenue YTD — $99,136.08 or 11.6% of budget
• Annual Operating Budget - $854,915.65
• Expenses YTD - $116,532.86 or 13.63% of budget
AIRPORT OPERATIONS UPDATE
•.August 2019 Aircraft Operations: 6,714 (approximately 10% above August 2018, which
was 6,109)
*Trending to 95,000 for Calendar Year 2019
• 2018 Calendar Year:91,305 — 16% increased over 2017 (78,824)

GENERAL AIRPORT UPDATES
• Airport Projects and Outreach
• Glen Harbor Boulevard has been included in the City's right-of-way plan, is in the
process of expanded landscaping maintenance, and the roadway will be included in
the Glendale Pavement Maintenance Plan.
• Mr. Husband will attend an event on November 1 st at the Glendale Chamber of
Commerce, where he will be doing a presentation on the airport.
• The EAA will be hosting another pancake breakfast on October 26th.
• Next month's meeting will have an agenda item for the selection of Commission Chair
and Vice Chair, which will be submitted to the Government Services Committee for
assignment in January.
AIRPORT NOISE COMPLAINTS
• Eight noise complaints were received for the month.
• One was received from a resident at 99th Avenue and Thomas.
• The other seven came from one individual in County Meadows.
• Mr. Husband replied to all.
7. Luke Air Force Base Airspace and Operations
Mr. Padilla reported that there are now 93 F35s at LAFB.
8. Commission Comments and Suggestions
Commissioner Zomok noticed in one of the newspapers that the City was working on plans for
development of the Airport and the Airport property and wondered if information would come
through to the Commission. Mr. Husband stated that the City did engage a consultant to look at
the 100 acres on the east side of the Airport for development ideas. Mr. Husband met one time
with the consultant to provide the ALP and Master Plan and has not met with him since. Mr.
Husband was aware of a project being worked on but has had little involvement.
9. Future Agenda Items
Future agenda items were suggested as follows:
• Chair and Vice Chair recommendations for 2020
10. NEXT MEETING
The next regular meeting of the Aviation Advisory Commission is scheduled to be held on 16
October 2019 at 6:00 p.m., in the conference room on the second floor of the Airport terminal
building, 6801 N. Glen Harbor Blvd., Glendale, Arizona, 85307.
11. ADJOURNMENT
The meeting was adjourned at 6:54 p.m.
The Aviation Advisory Commission Meeting minutes of September 25, 2019 were submitted and approved
this 16th day of October, 2019.
