1. CALL TO ORDER
The meeting was called to order at 5:02 p.m.
2. CITIZEN COMMENTS
Kathy McClain, Glendale Resident from the Sahuaro District, stated she is
speaking on behalf of Joyce Capson, expressed concerns regarding the
abatement program that Officer Buffington spoke about. She asked why this
program has not been implemented. She recognized Warren Wilfong and
Officer Buffington for a job well done. She asked Chairperson Malnar why the
current codes are not being enforced.
James Greeley, Glendale Resident from the Sahuaro District, expressed
concerns about the rental properties in his neighborhood. He asked why the
owners of the properties were not being ticketed sooner when compliance is
not attained. He asked if a property owner needed to obtain a license to rent a
property. He stated the bulk trash is being placed out at the wrong times.
3. APPROVAL OF THE MINUTES
A motion was made by Member Knaack and seconded by Vice Mayor
Clark to approve the minutes from the May 23, 2019 meeting.

4. ITEMS FOR DISCUSSION AND POSSIBLE ACTION
a. 1993 PARKING MEMO INTERPRETATION
Mr. Williams said he prepared a power point presentation so there would be
better understanding of the parking issues and to hear from the City Code
Review Council Committee to make sure the interpretation re -write addresses
as many issues as possible. He stated that the zoning ordinance applies to
front yard parking and parking surface requirements and the City code applies
to side yard parking, large vehicles, trailers, and "toys" (boats, etc.).
Mr. Williams gave his power point presentation. He asked the committee if
there were items beyond what was presented in the power point that needed
to be added.
Member Socaciu asked Mr. Williams to clarify how the "pie" shaped lots will be
addressed.
Mr. Williams said he will consult the attorney about the "pie" shaped lots.
Vice Mayor Clark recommended that the re -write be simplified for the average
Glendale resident to understand clearly.
Vice Chairperson Turner stated that there should be an interpretation and
diagram that will address the corner properties that have driveways that enter
in from the side of the property.
There was a discussion among committee members and City staff regarding
the residential parking surface requirements.
Chairperson Malnar asked that the subcommittees meet on a regular monthly
basis and come back to the next meeting with recommendations of what
should be reviewed. These recommendations will be forwarded on to the City
and to the outside consultants. He also asked the committee to make
recommendations regarding the definition of "long term parking".
Vice Mayor Clark said that RV's should be separate from the definition of
other vehicles.
Vice Chairperson Turner said the zoning classification should be considered
when the code is written. He said that the areas where the lots are larger,
circle drive parking wouldn't be an issue where it could be in areas that have
smaller lots.
Member Knaack said there are homes where the residents are parking on the
circle drive and not the actual driveway and this should not be allowed.
Chairperson Malnar said that a circular driveway, in his opinion is not a
problem. He said that vehicle size should be considered within this code as
well as the size of the lot and the neighborhood zoning.
Mr. Williams says all of this will be considered in the re -write of the code.
Member Lilly asked if the circular driveway is included when the calculations
are done for the total amount of parking space.
Mr. Williams said this would depend on how the lot is situated. The intent of
the code is for the resident to have the driveway, but it cannot be parked on
long term. He said if this is something that the committee wanted to change it
can be done through the code update process.
Chairperson Malnar asked if there needs to be a permit to add a circular
driveway.
Mr. Williams said there is no need for a permit at this time.
There was a discussion among committee members and City staff regarding
the residential parking requirements for circle driveways.
b. SITE PLAN REVIEW
Mr. Fitzer stated that the City of Glendale has a site plan review in place
through the Development Services Department. He gave information on what
the process is for a site plan review.
Vice Mayor Clark said that there should be more education provided to the
public so they are aware of what should be done when changes are made to
the property.
Vice Chairperson Turner asked if there should be standards that could be
developed as part of the site plan review.
Mr. Fitzer said there are brochures and pamphlets that give information. He
said the current process is utilized to give information to the public.
A motion was made by Chairperson Malnar and seconded by Vice Mayor
Clark to make a formal request for Mr. Fitzer come back to the Code Review
Council Committee with information regarding an education program to be
implemented for the site review process.

There was further discussion among committee members and City staff
regarding the implementation of a formal education program.
5. UPDATES
5. SUBCOMMITTEE REPORTS AND POSSIBLE ACTION
a. CHRIS ANARADIAN, ASSISTANT CITY MANAGER
There were no updates at this time.
a. RESIDENTIAL SUBCOMMITTEE
Vice Chairperson Turner read aloud from a handout titled "Neighborhood
Issues Subcommittee Topics 6/27/19". He said these are the topics his
subcommittee is considering at this time. Some of the items he mentioned are
the abatement process, where a violation can be viewed, yard sale concerns,
and overnight parking.
There was discussion among committee members regarding the topics that
will be addressed by the Residential Subcommittee.
Chairperson Malnar read aloud a list of topics to be considered by the
Residential Subcommittee. The topics are abatements, where a violation can
be viewed, required setbacks from alleys, flagpoles, bulk trash out at
non -approved times, chain link fence slats, overnight parking, no parking in
front of communal mailboxes, overgrown grass and weeds and clean-up of
overgrown grass and weeds near/around transformers.
b. COMMERCIAL SUBCOMMITTEE
There was discussion among committee members regarding the topics that
will be addressed by the Commercial Subcommittee.
Vice Mayor Clark and Member Knaack agreed the Commercial Subcommittee
will address the following topics: dead trees, limbs, and palm fronds,
Christmas Lights, Fireworks, neighborhood ROW, and a possible ordinance
that would require utility companies to be responsible for maintenance of the
area around their equipment.
b. CITY ATTORNEY'S OFFICE
There were no updates at this time.
c. RENTAL SUBCOMMITTEE
Member Short said he reviewed the yard sale regulations and they looked
fine. He stated that the home occupations regulations section 7.304 is fine.
Member Short said the barking dog regulations section 25-24 (F)(G)(H)(I) are
adequate.
Chairperson Malnar asked Member Short to list recommendations of the items
his committee will address.
Member Short said they will address yard sales, barking dogs/birds, business
and home occupations (including auto sales).
Chairperson Malnar asked that each subcommittee make a list of the codes
that they will be addressing and email it to him.
d. PARKING SUBCOMMITTEE
Member Wilfong distributed and read aloud from a handout titled
"Recommended Changes for Resident Parking Code".
There was discussion among committee members regarding the parking
definitions and codes listed on the handout.
Chairperson Malnar said there are too many changes to vote on today. He
suggested that the subcommittees discuss these changes and have a new
discussion at the next meeting to address any questions or concerns.
Chairperson Malnar said some concerns need to be identified and given to the
consultants to review. They will make recommendations with the proper legal
language. The items to be addressed by this committee will be car canopies
and expired plates on inoperable vehicles.
9. STAFF REPORT
There were no staff reports.
This report allows the City Staff to update the Committee. The Committee is
prohibited from discussing or acting on any of the items presented by the Staff
since they are not itemized on the City Code Review Council Committee
Agenda.
10. COMMITTEE COMMENTS AND SUGGESTIONS
There were no comments or suggestions.
11. NEXT MEETING
The next regular meeting of the Code Review Council Committee will be held
on August 22, 2019 at 5:00 p.m., in conference room B3, located at 5850
West Glendale Avenue, Glendale, Arizona, 85301.
12. ADJOURNMENT
Chairperson Malnar adjourned the meeting at 7:16 p.m.
The City Code Review Committee meeting minutes of June 27,
2019 were submitted and approved this 26th day of September, 2019.
