1. CALL TO ORDER
The meeting was called to order at 6:00 p.m. by Chair Rovey.

4. APPROVAL OF THE MINUTES"

5. AIRPORT BUSINESS
a. AirGo Flight Academy
Mr. Modeste gave an update on the resumption of training activities and proposed
business/operations plans at the Airport. Mr. Modeste provided a briefing on the topic, which
included the following highlights:
• The FAA's onsite inspection was held on May 22, 2019.
• Approval by the Springfield, Illinois FSDO was given.Central operations are held in Illinois
and the Airport is now a satellite operation.
• The flight school is under Part 141 with a structured curriculum.
• The school will have distinct arrival and departure procedures.
• The school will have two turbo -charged Piper Seminoles.
• Twenty students arrived in Illinois yesterday.
• Mr. Modeste is the DSO, Designated School Official to liaison with ICE, the Department of
Homeland Security, and other similar agencies.lf a student does not report to school, Mr.
Modeste must report this to the appropriate agencies.
• The school will also begin with approximately three leased Cessnas, which will eliminate
the need to self -fuel right away.Therefore, there will be approximately five aircraft initially,
which will gradually be increased.
• Safety always comes first.
• Mr. Modeste has been a flight instructor for Pan Am and Lufthansa in the valley, so he has
experience with training in Arizona.
• The lines of communication will be kept open with the Airport and LAFB.
• AirGo wants to be reasonable with expectations, but anticipates planned growth and
success.
Commissioner Aramian inquired as to what the FAA inspected. Mr. Modeste explained that the
FAA inspected the facility, classrooms, and flight simulators.
Mr. Sanders, a member of the public, inquired as to how long AirGo expected students to train.
Mr. Modeste replied that it takes an average of two years for training at the Centralia location,
however, estimated that it would be less than two years in the valley.
Mr. Husband asked about the estimated number of students in a year at the Airport. Mr.
Modeste anticipated that there would be about sixty students and six to ten aircraft by the end of
the year at the Airport. Mr. Modeste relayed that the students will go to Centralia first for initial
ground training and then to Glendale for flight training.
Chair Rovey inquired about the spacing of the groups of students. Mr. Modeste stated that the
spacing is at the discretion of China Southern Airlines.
Chair Rovey asked if there were any issues with getting the students into the country. Mr.
Modeste explained the importance of a smooth process.
Mr. Husband announced that he received a report from AirGo indicating that while they are not
interested in pursuing self -fueling at this time, they still might be at a later time and they are still
interested in pursuing student housing. Mr. Modeste commented that currently student housing
is in an apartment complex near West Gate, however, AirGo is still looking at some type of
student housing on site.
Mr. Husband displayed an aerial property map of the Airport, with emphasis on the entrance to
the Airport at Sky Harbor Boulevard.

Chair Rovey stated that he and Vice Chair Tolby met with Mr. Jake Long and Mr. Tim Wright
regarding the parcel of land on the west side of Glen Harbor Boulevard, who had revealed that
the City does own property on both sides of the Airport entrance.
[Commissioner Kruger entered the meeting.]
Chair Rovey commented that there would be enough space for the Airport to install some type of
Aircraft display at the entrance area.
The agenda item was concluded.
C. Glendale Aviation Advisory Commission
Mr. Husband reported that there are three new policies which were adopted by the Government
Services Committee and provided a briefing as follows:
1. The first new policy formalizes and standardizes training for new Commissioners,
describes the mission, function, and duties of each Commission, explains attendance
requirements, and describes the roles of the Commissioners as well as staff.This policy
was adopted on June 4, 2019.
2. The second new policy establishes a uniform process for the selection of Chair and Vice
Chair, with some exceptions.This policy was adopted on May 17, 2019.
3. The third new policy establishes a uniform process for annual Commission goal
setting.This policy was adopted on May 7, 2019.
Mr. Husband will send the policies by email to all Commissioners. Mr. Husband will meet with
new Commissioner Zomok for training in July and will ask Mr. Christianson to provide a refresher
on Open Meeting Law at an upcoming Commission meeting.
Mr. Husband welcomed new Commissioner Zomok, who then shared a brief background of
himself.
6. STAFF REPORTS
Mr. Husband provided the staff report. Highlights included the following:
AIRPORT FINANCIAL UPDATE:
• Airport Financial Update — 92% of Fiscal Year through May 2019
• Projected Annual Revenue- $775,378.00
• Revenue YTD — $780,007.34 or 100.6% of budget
• Annual Operating Budget - $775,378.00
• Expenses YTD - $759,298.35 or 94.22% of budget
AIRPORT OPERATIONS UPDATE
• Aircraft Operations— May 2019: 8,365 (approximately 8% below May 2018, which was
9,126)
GENERAL AIRPORT UPDATES
• Airport Projects and Outreach
• RFP for Pad 11 in South Box Hangar Area — One respondent, proposed to submit for
approval next month.
• There still has not been an application filed for the proposed Residential
Development at Ball Park Boulevard, only a pre-application.Commissioner Aramian
wanted to motion that the Commission recommends that Council look into
purchasing the parcel of land in the location along Ball Park Boulevard.Mr. Husband
explained that action cannot be taken during his staff report as it has not been
agendized, but it can be placed on an upcoming agenda for action.
• The City has a newly designed website.Mr. Husband gave an interactive overview
and tutorial of the new website, with specific focus on the Airport webpage.Mr.
Husband asked all Commissioners to visit the website and provide feedback.
• Airport restaurant RFP — proposed to be issued in July and will include some of the
Commissioners' suggestions.Chair Rovey inquired about the potential of acquiring a
new Airport sign and wondered if it might be good timing to install a new Airport sign
at the same time that the Aircraft Display Project is eventually installed.
• End -of -Year Projects: Projects are complete, and payments have been made.The
approximate value of all projects is $190,000.
• No progress this month on the Rules and Regulations document update.
• Gate improvements and Gate 2 modifications have been made.
• FAA and ADOT GRANTS AND ACTIONS
• FAA FYI Grant request was submitted — awaiting notice and proposed amount.
• ADOT FY20 Grant Application materials submitted for $1.62 million.
• The Supplemental FAA grant requests were awarded. Glendale did not receive a
grant.Only two Arizona airports received a grant:Coolidge and Holbrook.Mr.
Husband explained that the intent of this grant was to ideally assist rural airports as
there was no match required, so the intention was well -served.
• The FAA conference in Los Angeles is upcoming.
• The FAA — ADOT Annual Planning Meeting/Proposed ACIP is coming up next month.
• AIRPORT NOISE COMPLAINTS
• No noise complaints were received.
Commissioner McCall inquired about the status of the Contract Tower Program. Mr. Husband
replied that the program was fully funded this year and it is healthy, strong, and under no
immediate threat. Mr. Husband noted that it is a financially and fiscally effective program. Chair
Rovey asked for an explanation of the program. Mr. Husband provided details.
Commissioner Kruger stated that a few pilots are planning to write a letter to the City or to Mr.
Husband indicating their dissatisfaction, for example, that if there is an aircraft downwind going
27 mph, the tower will not clear a pilot to take off and it gets very hot waiting. Commissioner
Kruger inquired about the City's involvement in this type of issue. Mr. Husband replied that the
FAA is responsible for air traffic control and all of the procedures need to be approved by the
FAA. Mr. Husband added that the Airport does not have control over the air traffic control
management function. Mr. Husband stated that the Airport does have the ability to share its
concerns, first with Serco who manages the tower, and then with the FAA. Mr. Husband
announced that tomorrow, at 9:00 a.m., the local Runway Safety Action Team meeting is being
held that will be run by Mr. Mike Allen - the Tower Manager, all are welcome to attend, and this
may be an opportune forum to raise this concern.
7. STAFF REPORTS
8. LUKE AIR FORCE BASE OPERATIONS
Mr. Padilla reported that LAFB now has four squadrons of F35's, not six as reported in the May
2019 Commission meeting minutes. Mr. Padilla explained the types of noise complaints that
LAFB generally receives.
9. COMMISSION COMMENTS AND SUGGESTIONS
None.
10. FUTURE AGENDA ITEMS
Future agenda items were suggested as follows:
Recommendation for the City to acquire the potentially available Richmond parcel near Ball Park
Boulevard.
Airport signage, report on sign ordinance, and if there are limitations for using the City -owned
parcels of land at the Airport entrance for a static aircraft display.
11. NEXT MEETING
The next meeting of the Aviation Advisory Commission is scheduled to be held on July 24, 2019 at
6:00 p.m. in the Conference Room on the second floor of the Airport terminal building, 6801 N.
Glen Harbor Blvd., Glendale, Arizona 85307.
