Bower, City Clerk Chris Anaradian, Assistant City Manager Vicki Rios, Assistant City Manager WORKSHOP SESSION 1. LOOP 303 DEVELOPMENT AND ANNEXATION UPDATE Presented by: Chris Anaradian, Assistant City Manager Ms. Bower read the item by title. Mr. Anaradian provided a brief summary of the previous discussion and explained the presentation was an update to Council's direction. Randy Huggins, Economic Development Officer, reviewed the goals related to the development along the Loop 303 Freeway (303). The first component of the presentation was: Annexation Previous annexations Current annexations Pre-annexation development agreement Mr. Huggins said the second component was market interest: •Where properties were sold •Where properties were for sale •Where the City knew there was interest Mr. Huggins said the third component was: •Areas not likely to develop or redevelop • New infrastructure and construction in the area Councilmember Tolmachoff asked if skipping the pre-annexation development agreement (PADA) was within policy. Mr. Anaradian said that was correct. The pre-annexation development agreement was a separate City Council Meeting Minutes - November 12, 2019 Page 2 of 7 instrument than the annexation process. Councilmember Tolmachoff asked what the advantage to the property owners was to skip the PADA, besides time. Mr. Anaradian said it would depend on the content of the PADA. Mr. Phelps said developers who proceeded without a PADA, were on a fast track to development. It was consistent with policy. Councilmember Turner said the area should be developed in a manner that would be an asset to the City, not a drain on the City. He asked why more frontage area along the 303 was not being annexed and strategic annexation was not being pursued. Mr. Phelps said staff had not received direction to move forward with hostile annexation. During the previous annexation discussions, staff had not received Council direction to move in that direction. Mr. Bailey said in the scenario, the landowner had generally been a developer who wanted to move quickly. If other parcels were added which could become hostile, it would become more complicated for annexation and the requestor's development plans would be slowed down. Mr. Anaradian said staff worked with builders on a case-by-case basis such as the two parcels at Northern Parkway. Staff had worked to accomplish the task Council set out to create a revenue source to support the rest of the City and its operations and limit residential to the fullest extent possible. Residential parcels were also dealt with on a case-by-case basis. Councilmember Tolmachoff asked how many job centers were needed before interest for retail would be generated. Mr. Anaradian said it depended on the nature of the centers. Retail was more closely linked to living centers. The future businesses in the area were centered around manufacturing, distribution, and logistics. The 101 Corridor was more office centers and shopping. Without residential, it would be more of a destination job than a live, work, play environment where retail flourished. Councilmember Tolmachoff said it was another reason against residential. There would not be the retail in the area to offset the expense for the existing tax base to support rooftops. She asked how the City could make sure properties did not get zoned residential by the County. She asked if a policy against annexing properties that were already zoned residential was needed. Mr. Anaradian said there were two parcels at Northern and the 101 Freeway and one at Cotton Lane and Camelback that fell into that category. Vice Mayor Clark asked if a manufacturing facility or a distribution facility was more beneficial to the City. Mr. Huggins replied manufacturing was usually more beneficial because it provided more jobs. Most of the buildings were being constructed as shell buildings because the developers did not know what the use would be. The goal for the builder was to get the highest value possible and a distribution center was not the highest value. Councilmember Turner clarified that the commercial he referenced was the typical freeway frontage type commercial that would generate tax revenue for the City. City Council Meeting Minutes- November 12, 2019 Page 3 of 7 Mr. Huggins said the Barclay Group and Cotton Properties, had both included commercial along Glendale Avenue in its zoning. The Lincoln property included retail, designed specifically to meet the needs of the local area. 2. BARCLAY GROUP ANNEXATION AN-212 Presented by: Lisa Collins, Planning Administrator Ms. Bower read the item by title. Ms. Collins provided background information on the annexation of Barclay Group AN-212 and the details of the parcel. Vice Mayor Clark asked about the preliminary fiscal impact analysis. Mr. Huggins said the parcel included retail and industrial and provided a positive fiscal impact. Vice Mayor Clark said there was a desire to go vertical with office space and asked if it would occur in the area. Mr. Huggins said it was less likely that there would be a tall office building in the area because of low market interest. Vice Mayor Clark was in support of the project as it fell in line with industrial and retail along the 303. Councilmember Tolmachoff asked who would pay for extending Maryland to the 303. Mr. Huggins said the developers were responsible for the cost of the road. Councilmember Malnar supported the project because bringing in commercial and high-tech jobs was a great opportunity. Retail would support long-term endeavors. Mayor Weiers confirmed that although there were no plans for it, there could be hotel development. Mr. Huggins said the compatible land use for Luke Air Force Base (LAFB) did not allow for a hotel in that specific area. 3. MOSS PROPERTY ANNEXATION AN-208 Presented By: Lisa Collins, Planning Administrator Ms. Bower read the item by title. Ms. Collins provided details regarding the Moss property, a 76-acre parcel proposed for industrial distribution. The property met the City's development standards, was consistent with anticipated development in the area and the preliminary fiscal impact analysis had determined a positive net gain. Councilmember Tolmachoff asked about the ingress/egress plans for the parcel. Mr. Huggins explained Sarival Road would be developed as a five-lane road with bike lanes on each side and a center turn lane. City Council Meeting Minutes - November 12, 2019 Page 4 of 7 Councilmember Tolmachoff asked if the Sarival improvements were a City project. Mr. Huggins explained the roadway would be annexed and the cost of improvements would be paid by each of the developers. Councilmember Tolmachoff asked if Sarival would become a main thoroughfare in the area. Mr. Huggins said it would. Councilmember Tolmachoff asked if high speed fiber would be installed when the roads were constructed, for potential development in the future. Ms. Collins said the requirement had been included. 4. PRESENTATION REGARDING THE ZONING CODE REWRITE Presented By: Lisa Collins, Planning Administrator Ms. Bower read the item by title. Ms. Collins introduced the consulting team form Michael Baker International.The team had been retained by the City to draft the Zoning Code rewrite. The City was beginning the comprehensive effort to update the Zoning Code and the goal was to produce an innovative, user-friendly Zoning Code that advanced the City's goals and vision for the future. The consultant team had met with the Council Business Committee and the Code Review Committee. Matthew Klyszeiko, Community Planning Practice Lead, Michael Baker International, provided an outline of: •Overarching goals of the project •The approach to the project •The process to achieve the goals •The process for draft of the Code • Public review and final adoption Mayor Weiers asked if the team would provide comparisons between the current version versus the proposed draft. Mr. Klyszeiko said a comparison would be provided. CITY MANAGER'S REPORT Mr. Phelps said the ribbon cutting for Ball Park Boulevard was planned for February 2020. CITY ATTORNEY'S REPORT No report COUNCIL ITEMS OF SPECIAL INTEREST Councilmember Tolmachoff asked for the Public Facilities, Recreation, and Special Events Department to make sure appropriate staffing levels were included in the budget, referencing an issue during the last budget cycle. She stressed budgeting for overall part-time temporary staffing for the aquatic season. AYE: Mayor Jerry Weiers Vice Mayor Joyce Clark Councilmember Ian Hugh Councilmember Ray Malnar Councilmember Lauren Tolmachoff Councilmember Bart Turner Other: Councilmember Jamie Aldama (ABSENT) Passed EXECUTIVE SESSION Council entered into executive session at 1:53 p.m. for the following: • Discussion of appointments and matters relating to various boards, commissions and other bodies pursuant to A.R.S. § 38-431.03(A)(3)(4) • Discussion/consultation with the City Attorney and City Manager to receive an update, to consider its position, and to provide instruction/direction to the City Attorney and City Manager regarding Glendale's position in connection with contracts, agreements and/or development agreements of the area in, near and surrounding the NEC of Reems Road and Olive Avenue that are the subject of negotiations pursuant to A.R.S. §§ 38-431.03 (A)(3)(4) • Discussion/consultation with the City Attorney and City Manager to receive an update, to consider its position, and to provide instruction/direction to the City Attorney and City Manager regarding Glendale's position in connection with contracts, agreements and/or development agreements of the area in, near and surrounding the SWC of Glendale Avenue and Sarival Avenue that are the subject of negotiations pursuant to A.R.S. §§ 38-431.03 (A)(3)(4) A motion was made by Vice Mayor Joyce Clark, seconded by Councilmember Ian Hugh to adjourn the executive session.
