RECOMMEND APPROVAL OF LIQUOR LICENSE NO. 5-25916, TRIBUTES 5. AUTHORIZATION TO ENTER INTO AMENDMENT NO. 1 TO THE LINKING AGREEMENT WITH CDW GOVERNMENT, LLC 6. AUTHORIZATION TO ENTER INTO AMENDMENT NO.1 WITH CDW GOVERNMENT, LLC 7. RESOLUTION NO. R19-126 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE ENTERING INTO OF A SUB-RECIPIENT AGREEMENT (NO. 190808-01) WITH THE ARIZONA DEPARTMENT OF HOMELAND SECURITY AND AUTHORIZING THE ACCEPTANCE AND EXPENDITURE OF AN URBAN AREA SECURITY INITIATIVE GRANT PROGRAM AWARD IN THE APPROXIMATE AMOUNT OF $12,195 FOR EQUIPMENT AND TRAINING FOR THE "GLENDALE POLICE 2019 UASI TLO SUSTAINMENT" PROJECT. 11. RESOLUTION NO. She did not support 5-year contracts for ordinary and usual items and services. RESOLUTION NO. R19-130 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AMENDING THE GENERAL PLAN MAP OF THE CITY OF GLENDALE. ARIZONA, BY APPROVING GENERAL PLAN AMENDMENT GPA19-01 FOR PROPERTY LOCATED AT THE SOUTHWEST CORNER OF CITRUS WAY AND 67TH AVENUE (6208 NORTH 67TH AVENUE). ORDINANCE NO. 019-85 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, REZONING PROPERTY LOCATED AT THE SOUTHWEST CORNER OF CITRUS WAY AND 67TH AVENUE (6208 NORTH 67TH AVENUE) FROM R-4 (MULTIPLE RESIDENCE) TO R1-4 PRD (SINGLE RESIDENCE, PLANNED RESIDENTIAL DEVELOPMENT) FOR A DEVELOPMENT PLAN ENTITLED "GLENDALE 10 SUBDIVISION," AMENDING THE ZONING MAP; PROVIDING FOR AN EFFECTIVE DATE; AND ORDERING THAT A CERTIFIED COPY OF THIS ORDINANCE IS RECORDED. Presented by: Lisa Collins, Interim Planning Administrator City Council Meeting Minutes - October 22, 2019 Page 6 of 9 Ms. Bower read the resolution and ordinance by title. Ms. Collins said the vacant subject property was approximately 10 acres. The proposed General Plan amendment was from the current designation of HDR 20 (High-Density Residential, 12-20 du/ac), to MDR 5 (Medium-Density Residential, 3.5-5 du/ac). The proposed rezoning was from the current R-4 (Multiple Residence) to R1-4 PRD (Single Residence, Planned Residential Development). The requests were necessary in order to allow for the construction of the 47-lot single-family residential development known as "Glendale 10 Subdivision." Ms. Collins said the requested general plan designation and rezoning request were appropriate for the in-fill site. If approved, the new land use designation would allow for single-family residential lots to be developed at a density of approximately 4.7 dwelling units/acre with an average lot size of 5,743 square feet. It would also allow future residential opportunities in an established part of the City with nearby infrastructure, services, and neighborhood amenities. Ms. Collins said the Planning Commission recommended approval of the general plan amendment as filed and the rezoning application, subject to the one stipulation contained in the ordinance. Mayor Weiers opened the public hearing. No one wished to speak. Mayor Weiers closed the public hearing. A motion was made by Councilmember Jamie Aldama, seconded by Councilmember Ian Hugh to adopt Resolution No. R19-130. AYE: Mayor Jerry Weiers Vice Mayor Joyce Clark Councilmember Jamie Aldama Councilmember Ian Hugh Councilmember Ray Malnar Councilmember Lauren Tolmachoff Councilmember Bart Turner Passed COUNCIL COMMENTS AND SUGGESTIONS Councilmember Aldama invited Ocotillo District residents to his Fall District meeting on November 6, 2019, from 5:00 p.m. to 7:00 p.m. at the Glendale Women's Club, 7032 N. 56th Avenue. Councilmember Hugh invited Cactus District residents to his Fall District meeting on October 23, 2019 at Manistee Ranch, 51st Avenue and Northern Avenue. Councilmember Malnar recognized Interim Police Chief Briggs for the "Be Alert, Crashes Hurt" program. Councilmember Turner thanked everyone who attended his District meeting last week at Sahuaro Ranch Park. Councilmember Turner attended the Touch-a-Truck event at Westgate on Saturday. It was a great event. Councilmember Turner thanked the Glendale Fire Department, the Arizona Burn Foundation and the Arizona Red Cross for its smoke detector walk last Saturday to keep residents safe. Vice Mayor Clark also attended the Touch-a-Truck event and agreed that it was a fun event. Vice Mayor Clark reminded Yucca District residents of her District meeting at 6:30 p.m. on November 14, 2019, at the Heroes Park Library. Mayor Weiers also attended and enjoyed the Touch-a-Truck event at Westgate. CITIZEN COMMENTS Bill Demski, Sahuaro District, addressed concerns regarding taxes, employee salaries and pensions. Anthony Pratcher, Cholla District, addressed concerns regarding police interaction with teenagers. Eddie Cook, Gilbert Vice Mayor, provided information on Gilbert's Policy of Civility.
