2. PROCLAIM OCTOBER 2019 AS DOMESTIC VIOLENCE AWARENESS MONTH

Mayor Weiers proclaimed October 2019 as Domestic Violence Awareness Month in the City of
Glendale. Domestic violence, also referred to as intimate partner violence, was a pattern of
behavior which involved physical violence, sexual violence, stalking, and psychological
aggression by one person against another in a close relationship or domestic setting.
Mayor Weiers said domestic violence lethality assessment protocols had been implemented by
the Glendale Police Department, and in 2018 there were zero intimate partner homicides in the
City.
Mayor Weiers said recognizing October as Domestic Violence Awareness Month
provided citizens with an opportunity to increase their understanding of domestic violence and
recommit to ending domestic violence in homes, at work, in the community, and throughout the
country. It also allowed for the recognition and expression of gratitude to the people and
agencies that supported victims of domestic violence and educated the public about its
prevalence.
Mayor Weiers said City Hall would be lighted purple each night during the month of October in
support of Domestic Violence Awareness Month.

PUBLIC HEARING - LAND DEVELOPMENT ACTIONS
13. RESOLUTION NO. R19-109
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AMENDING THE GENERAL PLAN MAP OF THE CITY OF GLENDALE, ARIZONA,
BY APPROVING GENERAL PLAN AMENDMENT GPA19-03 FOR PROPERTY LOCATED AT
21360 NORTH 75TH AVENUE.
ORDINANCE NO. 019-76
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, REZONING PROPERTY LOCATED AT 21360 NORTH 75TH AVENUE, FROM A-1
(AGRICULTURAL DISTRICT) TO C-O (COMMERCIAL OFFICE), AMENDING THE ZONING
MAP; PROVIDING FOR AN EFFECTIVE DATE; AND ORDERING THAT A CERTIFIED COPY
OF THIS ORDINANCE IS RECORDED.

Mr. Fitzer said the proposed resolution would amend the General Plan for the property located at
21360 North 75th Avenue from LDR (Low Density Residential), 1-2.5 dwelling units/acre (du/ac)
to OFC (Offices) and the proposed resolution would rezone the property from A-1 (Agricultural)
to C-O (Commercial Offices). The action would accommodate a 9,600 square foot office building
on the 1.15 acre vacant site.
Mr. Fitzer said there was single-family residential development to the east and south and a
senior living facility to the north and west. A neighborhood meeting was held on June 4, 2019
and was attended by 2 members of the public. No comments were received regarding the
proposal.

Mr. Fitzer said the proposed amendment to the planned area development (PAD) was consistent
in substance and location with the development objectives of the General Plan. The proposed
uses and site development were compatible with the adjacent uses. Staff recommended
approval subject to conformance to the site plan, elevations and all preliminary staff review
comments; completion of sidewalk and landscaping along 75th Avenue; and replacement of curb
depression at the south corner of the site with vertical curb and gutter.

18. RESOLUTION NO. R19-110
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING THE ENTERING INTO OF A GRANT AGREEMENT WITH THE
GILA RIVER INDIAN COMMUNITY, AND THE ACCEPTANCE OF GRANT FUNDS IN THE
AMOUNT OF $9,500 TO PURCHASE EQUIPMENT FOR THE REDUCE, REUSE AND
RECYCLE PROJECT.

Ms. Rios said the proposed resolution was in support of the acceptance of grant funds in the
amount of$9,500 from the Gila River Indian Community for Glendale Community College. The
grant funds would provide equipment for the Reduce, Reuse, Recycle Project. The Gila River
Indian Community notified Glendale Community College and the City of the award in the amount
of$9,500 on August 9, 2019. The award was contingent upon a resolution from the City to act
as a pass through agency for Glendale Community College.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Aldama said Arizona Family News, Channels 3 and 5, had aired a program recognizing
long-standing restaurants in Arizona. One of the restaurants was Glendale's Bitz-ee Mama's, serving
customers since 1972.
Councilmember Tolmachoff requested that Council support moving the Citizen Comments item of the
agenda prior to Council Comments and Suggestions item.
Mayor Weiers reminded everyone that the Stand Up for Veterans event would be held on September 21,
2019 at Glendale Community College. He encouraged all veterans and their spouses to attend.
CITIZEN COMMENTS
James Deibler, Phoenix resident, commented on a homeless panhandling situation at 51st and Glendale
Avenues. He also commented on a recent use of force incident by a Glendale police officer.
William Demski, Sahuaro District, commented on the recent hiring of Rick St. John as Deputy City
Manager and police officer use of force incidents.
Cheryl Kappes, Ocotillo District, commented on the logos used by the Mayor's Office and the City. She
also commented on a Council Item of Special Interest regarding a policy for the sale of City-owned

property.

Mayor Weiers adjourned the meeting at 6:13 p.m.
