AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH KIMLEY HORN AND ASSOCIATES FOR ASSESSMENT OF EXISTING PARKS AND AMENITIES Presented by: Jim Burke, Director, Public Facilities. Recreation and Special Events Ms. Bower read the item by title. Mr. Burke said the request was for Council to authorize the City Manager to enter into a professional services agreement with Kimley Horn and Associates for an amount not to exceed $210,000 to complete an assessment of existing parks and recreation infrastructure. The initial term of the contract would be for one year with authorization for the City Manager to renew the agreement for one additional year. Councilmember Tolmachoff said the contract was for an assessment of needed infrastructure in the parks. She asked if it was specifically for irrigation. Mr. Burke said it was principally for irrigation but other amenities would be assessed. Councilmember Tolmachoff said Council had previously approved the telemetry program for the parks and asked if that program would be rolled into the assessment. Mr. Burke said the contract with Water Centric would provide software and infrastructure adjustments and monitor water use at 19 high water use parks and would eventually be expanded to 55 parks. The Kimley Horn contract would provide an assessment of park infrastructure for the Capital Improvement Program (CIP) which would be extrapolated for all parks. Councilmember Tolmachoff clarified that both contracts would be used for the park master plan. Mr. Burke said that was correct. Councilmember Aldama asked if the assessment included anything besides irrigation. Mr. Burke said the contract did call for assessment of other amenities besides irrigation however, items such as electrical or lighting were not included. Councilmember Aldama had requested an item of special interest regarding park amenity disparity. He asked if that would be part of the master plan process. Mr. Burke said as part of the master plan process, the consultant would complete a park equity analysis. Councilmember Turner said the proposed contract had an initial term of one year and an amount City Council Meeting Minutes -August 13, 2019 Page 4 of 16 not to exceed $210,000. The contract could be renewed for one additional year. He asked if that meant an additional $210,000. Mr. Burke said the total amount would not exceed $210,000 but would allow additional time to complete the assessment if needed. Councilmember Tolmachoff confirmed that only nine parks were included in the assessment. Mr. Burke said it would include ten parks. The parks were: Murphy Park Sahuaro Ranch Park Paseo Sports Complex Foothills Park Bonsall Park O'Neil Park Rose Lane Park Chaparral Park Glendale Youth Sports Complex Northern Horizon Park Vice Mayor Clark wanted to make sure that Windsor Park was on the list of City-owned parks. Mr. Burke would make sure. 16. Mr. Anaradian said the request was to hold a legislatively-required public hearing prior to the consideration of the ordinance to adopt the Development Impact Fees. ORDINANCE NO. 019-69 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS FOR THE ACQUISITION OF REAL PROPERTY FROM FERRANTINO ENTERPRISES - ARIZONA, LLC FOR THE BALL PARK BOULEVARD EXTENSION PROJECT AND DIRECTING CITY CLERK TO RECORD A CERTIFIED COPY OF THE ORDINANCE. RESOLUTION NO. R19-101 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, TO AMEND THE COUNCIL MEETING RULES AND PROCEDURES TO MOVE THE PRAYER/INVOCATION BEFORE THE POSTING OF COLORS AND TO MOVE THE CITIZEN COMMENTS TO THE END OF THE REGULAR COUNCIL VOTING MEETINGS. Presented by: Brent Stoddard, Deputy City Manager Ms. Bower read the resolution by title. Mr. Stoddard said the proposed resolution would amend the Council Meeting Rules and Procedures to move the Prayer/Invocation before the Posting of Colors and to move the Citizen Comments to the end of the regular Council voting meetings. Councilmember Turner said the prayer had been before the pledge on recent agendas. He asked if the policy was being aligned with practice. Mr. Stoddard said that was correct. Councilmember Turner said there were two changes being proposed, moving the prayer and moving citizen comments. He thought the changes should be considered separately and asked if two motions could be made. Councilmember Hugh did not object to two motions but there was only one resolution. City Council Meeting Minutes -August 13, 2019 Page 13 of 16 Vice Mayor Clark said the request to move the citizen comments made sense. When the item was moved to the beginning of the meeting, Council was meeting at 7:00 p.m. The meetings now convened at 5:30 p.m. It would not disenfranchise anyone because in most cases, it would still be at an earlier time compared to the 7:00 p.m. meetings. Councilmember Malnar had been contacted by a citizen who had concerns about the change. For a working person, the 5:30 p.m. start time could make it difficult for the person to get to the meeting in time for citizen comments and moving the item to the end of the agenda would make it easier and more open for the citizens of Glendale. Mayor Weiers said the City had been inundated with businesses wanting to locate in Glendale. Representatives from those businesses were forced to sit and listen to City business that had nothing to do with bringing businesses and jobs to Glendale. The meetings used to run longer and start later. It made more sense for the business representatives to get their business completed quickly. Moving citizen comments to the end of the agenda allowed a better opportunity for the citizens. Councilmember Tolmachoff had previously supported the move of citizen comments to the beginning of the meeting because the meeting did not convene until 7:00 p.m. The meetings now convened at 5:30 p.m. and were usually over by 6:30 p.m. which gave more people an opportunity to speak to Council regarding issues that were not on the agenda. She supported moving it and if it caused problems, it could be moved again. Councilmember Turner had received comments from four or five citizens regarding the change and none were in support. At the previous 10 voting meetings, there had been 33 speakers, an average of over 3 per meeting or approximately 10 minutes of public comment. He did not think that was too long for anyone who had other items on the agenda to wait. The change would require residents to wait one to three hours or longer to speak to Council on topics that mattered to the community. The comments should be heard at the beginning of the meeting. Councilmember Aldama said it was not just working people who addressed Council. It was also retired people who wanted to make their comments and get home early. He did not agree that it was a problem for developers and business owners to listen to the citizen comments. It was great that they got to listen to the passion of the community. He did not support the change. A motion was made by Councilmember Ian Hugh, seconded by Vice Mayor Joyce Clark to adopt Resolution R19-101. Councilmember Aldama urged residents to check out the expansion of JJ's Louisiana BBQ restaurant at 5601 W. Glendale Avenue. Councilmember Aldama congratulated Chris Briggs for his appointment as Interim Police Chief. Councilmember Tolmachoff reminded everyone that school was back in session and to watch out for children. Councilmember Turner thanked Firehouse Subs for its grant to the Glendale Fire Department in the amount of$37,974 for the purchase of firehose nozzles. Vice Mayor Clark urged residents to attend the upcoming Glendale University 101 to find out how the City operated. Vice Mayor Clark congratulated Mayor Weiers on his election as Vice Chair of the Maricopa Association of Governments (MAG) Executive Committee and Chair of MAG's Transportation Policy Committee. Mayor Weiers reported the upcoming Glendale University class was full but there might be another session offered in the spring. Mayor Weiers recognized Boy Scout Tori Schuman, Troop No. 3030, who was in attendance. Mayor Weiers said the Mayor's Youth Advisory Commission was accepting applications from Glendale high school students. Mayor Weiers said the 7th Annual Stand Up for Veterans event would be held on Saturday, September 21, 2019, 7:30 a.m. to 1:00 p.m. at Glendale Community College.
