CALL TO ORDER
Mayor Weiers called the meeting to order at 10:01 a.m.

1. REVIEW RECOMMENDATION OF COUNCIL COMPENSATION COMMISSION
Presented by: Julie K. Bower, City Clerk
Ms. Bower read the item by title.
Ms. Bower said the Council Compensation Commission's report and recommendation was
distributed to Council. Staff was requesting direction for the acceptance, modification or rejection
of the recommendation. She said Commission members were present to answer questions.
Commission Chair Diane McCarthy said the Commission held two meetings and explained the
process used to determine the unanimous recommendation. She noted there had not been a
Council salary increase since 2006.
Commission Member Vern Crow said members had conducted additional research for discussion
during the meetings. He thanked the staff liaisons, City Clerk Julie Bower and Deputy City
Attorney James Gruber, for their assistance. He supported the recommendation.
Commission Member Jack Rose agreed with the other members' comments. He appreciated the
assistance provided by the City Clerk because it was important to collect the proper information
for discussion. He supported the final recommendation.
Commission Member Tom Traw thanked Council for its work in the City. He said the salary
formula would allow for continued salary adjustments in the future and it was easy for the voters
to understand.
Commission Member John Crow said the objective of the Commission was for the outcome to be
consistent, efficient and fair. He believed the new formula was consistent, the adjustments were
efficient and tying it to the median household income and median salary of City employees was
fair.

A motion was made by Councilmember Ian Hugh, seconded by Vice Mayor Joyce Clark to
accept the recommendation of the Council Compensation Commission.

RESOLUTIONS
2. RESOLUTION NO. R19-81
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, ACCEPTING THE RECOMMENDATIONS OF THE COUNCIL COMPENSATION
COMMISSION, AND REFERRING A PROPOSED GLENDALE CITY CHARTER AMENDMENT
TO THE QUALIFIED ELECTORS OF THE CITY OF GLENDALE FOR THEIR APPROVAL OR
REJECTION AT A SPECIAL ELECTION.

Ms. Bower read the resolution by title.
Ms. Bower said in order for the question to appear on the ballot of the November 5, 2019 election,
it must be referred to begin the process.
Mayor Weiers asked if the question was not referred during the meeting, then the item could not
appear on the November 5, 2019 ballot.
Ms. Bower said that was correct.
Mayor Weiers said it would be moved into the spring election.
Ms. Bower agreed.
Mayor Weiers said there was not a rush but to meet the Maricopa County deadline, Council was
required to meet and refer the question for the next election.
Ms. Bower said the deadline for the ballot layout was approaching quickly.
Councilmember Malnar asked if there was an item related to updating the City Charter regarding
the date of primaries.
Ms. Bower said it was the next item on the agenda.
A motion was made by Councilmember Ian Hugh, seconded by Vice Mayor Joyce Clark to
adopt Resolution No. R19-81.

3. RESOLUTION NO. R19-82
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA REFERRING A PROPOSED GLENDALE CITY CHARTER AMENDMENT TO THE
QUALIFIED ELECTORS OF THE CITY OF GLENDALE FOR THEIR APPROVAL OR
REJECTION AT A SPECIAL ELECTION.

Ms. Bower read the resolution by title.
Ms. Bower said recent legislation changed the primary election date to the first Tuesday in
November, which conflicted with the date in the Charter. The referred question would amend the
Charter to align with current State law and any future changes to State law.
Mayor Weiers asked if the item was to comply or conform to the State.
Ms. Bower confirmed it was to conform with State law.
Councilmember Malnar clarified primary elections were held in August, not November as Ms.
Bower had stated earlier.
Ms. Bower confirmed primary elections were held in August.
A motion was made by Councilmember Ray Malnar, seconded by Councilmember Ian
Hugh to adopt Resolution No. R19-82.
Mayor Weiers said the City did not want to be opposing or conflicting with State law. The vote
in a primary election had the potential to be extremely close. The City did not want a challenge
based on the conflicting primary dates.

4. RESOLUTION NO. R19-83
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF AN AGREEMENT WITH
THE MARICOPA COUNTY ELECTIONS DEPARTMENT FOR ELECTION SERVICES.

Ms. Bower read the resolution by title.
Ms. Bower explained the item would authorize the City Clerk to enter into an agreement with
Maricopa County to conduct the election.
Mayor Weiers confirmed that there were also school district questions on the ballot.
Ms. Bower said that was correct. Several school districts within the City had questions on the
ballot and the cost would be shared with other participants.
Ms. Bower said 2019 was a non-election year for Glendale and there was no allocated funding in
the Clerk's budget. Future action would be required to provide funding for the election.
A motion was made by Vice Mayor Joyce Clark, seconded by Councilmember Ian Hugh to
adopt Resolution No. R19-83.
