CITIZEN COMMENTS 4. APPROVAL OF THE MINUTES a. Arts Commission Minutes of January 3, 2018. NEW BUSINESS a. Centerline District Arts and Culture Initiative Mojgan Vahabzadeh, Arts and Culture Program Manager, presented this item. She stated that as qualifying applications were received, the applicants are invited to present their proposals before the Glendale Arts Commission for funding consideration. She explained that the Centerline Arts and Cultural Initiative is an application -based, competitive funding opportunity, which is part of the FY 2017-18 Arts Projects Plan. The applicant organization, Cirque Roots, provided a project proposal to the Arts Commission for funding consideration. Ms. Vahabzadeh noted that the applicant was not able to present at the meeting. She said applicants were not required to present in person for funding consideration. Vice Chair Ndavu asked if this project was for FY 17/18 or 18/19 funding. Ms. Vahabzadeh replied it was for this April. Ms. Vahabzadeh noted the time frame was an issue for this project and hopes applicant organizations try to apply ahead of time since it takes a substantial amount of time from approval for funding to execution of a contract. The marketing potential can also be limited when there is just a brief period between funding approval and the presentation of a project. Commissioner Cole suggested they table this proposal for future consideration due to time constraints. He explained this would allow the grantee organization enough time to review their proposal and work on a suitable marketing strategy. Commissioner Gangemi agreed the applicant needed to better define the marketing plan for the project. The Commissioners discussed accepting applications for these types of projects up to a year in advance, as well as, requiring the applicants to make themselves available so the Commissioners can have a chance to ask questions of them in person. Mike Beck, Glendale Chief Librarian, recommended also having Skype meetings with the applicants as an option. Everyone agreed. The Commission may consider in person or Skype presentations by applicant organizations as requirement for future funding years. Chairperson Richards asked for a motion. Artist Recommendation to Council for the Heroes Regional Park Library Capital Project Jana Weldon, Arts Program Associate presented this item. She stated that on February 7, 2018, the Selection Panel for the Heroes Regional Park Library Public Art Project met. The Selection Panel was comprised of 12 people. Eleven people were present. Arts Commission members, Eva Ndavu and Tom Cole represented the Arts Commission. She said the Selection Panel reviewed the images of past works of approximately 99 artists. Through a series of rounds of voting process, the panel reduced it to six finalist. The Selection Panel met earlier on this day and the finalist presented via Skype in half hour interviews. After the Selection Panel's discussion and votes, a finalist and alternate where chosen by the panel. The six recommend finalist were Ray King, Steve Garner, the team of Shane Allbritton and Norman Lee, Blessing Hancock, Pete Goldlust and Joan Weissman. One of the finalists, Joan Weissman, was unable to participate because of international travel. Therefore, the first alternate, Carol Braaksma, was invited to be a finalist. Commissioner Cole stated it had been a very educational experience to participate in this project. He said he was so grateful and proud of staff efforts in organizing of the process. He noted staff made the process fair and offered reasonable exposure to every artist yet made it very simply and understandable. Commissioner Cole stated that after they concluded the skype interviews and discussion among the panelist, they selected Pete Goldlust as the principal artist for the Heroes Regional Park Library Public Art Project. The Team of Shane Allbritton and Norman Lee was selected as the alternate. Staff provided slides of Pete Goldlust's artwork, as well as, artwork done by the team of Shane Allbritton and Norman Lee. Ms. Weldon stated that this recommendation shall be forwarded to City Council for approval. If approved, the artist will be placed under contract for this project. Chairperson Richards asked for a motion to recommend approval of artist of Pete Goldlust for the Heroes Regional Park Library Public Art Project, and the team of Shane Allbritton and Norman Lee as the alternate. STAFF UPDATES The 2018-19 Performing Arts Partnership Program Application Deadline: Thursday, April 19, 2018. This program was developed to motivate, increase and support the performing arts in the City of Glendale. Once the applications are compiled, the Commissioners will meet to review and select projects for funding recommendation to City Council. 2018 Glendale Plein Air Painting Competition On Saturday, February 10, artists were invited to paint outdoor scenes throughout Glendale as part of the Glendale Chocolate Affaire. Winning artists received Purchase Awards and their paintings became part of the City's permanent art collection. Staff provided a slide presentation of the winners. 7. COMMISSION COMMENTS Vice Chair Ndavu commented that she had been invited to attend a play reading at the Black Theatre Troupe in Downtown Phoenix. She said they will be in collaboration with Childsplay with a production called "And in this Corner: Cassius Clay" in October at the Herberger Theater. Commissioner Cole thanked staff for their hard work and for the amount of time and effort they put forth for the artist selection process for Heroes Regional Park Library. 8. NEXT MEETING The next regular meeting of the Glendale Arts Commission will be held on March 22 at 6:00 p.m., in the Boardroom, second floor, Glendale Public Library, 5959 W. Brown St., Glendale, Arizona, 85302. 9. ADJOURNMENT Chairperson Richards asked for a motion to adjourn.
