GLENDALE, ARIZONA 85302 OCTOBER 26, 2017 6:00 P.M. 1. CALL TO ORDER 2. ROLL CALL Present: Eva Ndavu, Vice Chair Bernadette Bolognini, Commissioner Thomas Cole, Commissioner Helen Fokszanskyj-Conti, Commissioner Absent: Carrie Richards, Chair Mark Fast, Commissioner Cheryl Gangemi, Commissioner Also Present: Mojgan Vahabzadeh, Arts & Culture Program Manager Jana Weldon, Associate 3. CITIZEN COMMENTS If citizens wish to speak on a matter concerning the Glendale Arts Commission that is not on the printed agenda, please complete a Citizen Comments Card and provide it to the designated staff person prior to the beginning of the meeting. Once your name is called by the Chairperson, please proceed to the podium and state your name and address for the record. Please limit your comments to a period of three minutes or less. 4. APPROVAL OF THE MINUTES Arts Commission Minutes of September 28, 2017. Motion: Approval of the Arts Commission meeting minutes of October 26, 2017. Motioned by Commissioner Thomas Cole, seconded by Commissioner Bernadette Bolognini Vote: 4 - 0 Passed 5. NEW BUSINESS a. Centerline District Arts & Cultural Initiative Staff explained that the Centerline Arts and Cultural Initiative is an application -based, competitive funding opportunity, which is part of this year's Arts Projects Plan. The applicants are invited to present their proposals before the Arts Commission for funding consideration. A representative from the applicant organization, Spotlight Youth Theatre presented a project proposal to the Arts Commission for funding consideration. Ms. Deb Czajkowski, Managing Director of Spotlight Youth Theatre, provided a brief summary of their proposal. She stated Spotlight Youth Theatre is a non-profit youth theatre serving the Valley since 2007. If funded, they will present a holiday show, the Best Christmas Pageant Ever, at Murphy Park Amphitheater on December 9, 2017 at 2:00 p.m. She explained that mobile set pieces, costumes, and props will be built and designed during the 9 weeks. The cast will include youth ages 5 to 18. Motion: Approval of funding in the amount of $3,000 for Spotlight Youth Theatre's presentation of The Best Christmas Pageant Ever. Motioned by Commissioner Thomas Cole, seconded by Commissioner Bernadette Bolognini Vote: 4 - 0 Passed b. Public Art for the Heroes Regional Park Library - 20 minutes Staff stated that at the September 28, 2017 meeting, the Arts Commission voted to recommend up to $200,000 in funding for commissioning and inclusion of public art for the new Heroes Regional Park Library. The Arts Commission reviewed the options and voted on the locations and forms of art for the library. Motion: Approval of primary interior public art in the form of artist -designed terrazzo flooring with design elements extended through glass on entry doors and the exterior concrete entryway, and exterior public art in the form of a metal sculptural piece for the exterior entry wall with an optional free-standing metal sculpture in the front landscape area. Motioned by Commissioner Thomas Cole, seconded by Commissioner Bernadette Bolognini Vote: 4 - 0 Passed C. Update on the Interactive Arts "Call to Artists" for Upcoming Festivals and the Teen Summer Arts Project The Commissioners reviewed the open artist opportunities for the upcoming City signature festivals/events and discussed the plan for the teen summer arts project. Mojgan Vahabzadeh, Arts and Culture Program Manager, stated that Gallery 37, was a Summer Arts project opportunity they had discussed last year. She explained Gallery 37 was the West Valley Art Council's award-winning youth arts employment program that places students ages 15 to 18 years -old with professional artists in order to design, develop and install a permanent piece of public art for display in the West Valley. She said a master artist will lead the six-week program and provide all necessary training and support in each phase of the project. She said the program starts May 29, 2018 for 5 weeks. The kids will receive college credits from Estrella Mountain Community College. Ms. Vahabzadeh stated she is working with Bernadette Carroll, West Valley Arts Council Executive Director, to secure a professional artist to lead the classes. She noted that once the artist is selected, the Arts Commission and the Parks and Recreation Department will approve the recommendation for the project to be created at the Elsie McCarthy Sensory Garden. Ms. Vahabzadeh stated she met with the Special Events staff to talk about arts projects at the upcoming Chocolate Affaire Festival. They are requesting to have a "Paint Night" activity at the festival.. Commissioner Cole stated that Paint Night was a good idea and a very popular event. The Commissioners agreed to move forward with these initiatives and will review and approve recommended projects at upcoming Arts Commission Meetings. d. Vote to Change the Date of the November Meeting of the Commission and to Vacate the December Meeting The Commission discussed and voted to move the November 23, 2017 meeting of the Arts Commission due to the Thanksgiving holiday, to December 7,2017. The Commission also voted to vacate the December 28, 2017 meeting of the Arts Commission due to the Christmas holidays. Motion: Move the November 23, 2017 Arts Commission meeting to December 7, 2017 and vacate the December 28, 2017 Arts Commission meeting. Motioned by Commissioner Bernadette Bolognini, seconded by Commissioner Helen Fokszanskyj-Conti Vote: 4 - 0 Passed 6. STAFF UPDATES • Staff will email any significant updates to Commissioners over the holiday break. • Reminder- Arts Commission Annual Meeting @ Sahuaro Ranch Fruit Packing Shed will be in January. • Veteran Memorial Sculpture — Cleaned and repaired for annual Veterans Day ceremony • Annual Veterans Day Ceremony- Saturday, November 11, 2017 at Glendale Public Library Auditorium @ 9:00 a.m. 7. COMMISSION COMMENTS There were no comments. 8. NEXT MEETING The next regular meeting of the Glendale Arts Commission is to be determined. 6:00 p.m., in the Boardroom, on the second floor of the Glendale Public Library, 5959 W. Brown St., Glendale, Arizona, 85302. 9. ADJOURNMENT The meeting adjourned at 7:02 p.m. Motion: Adjourn the meeting.
