HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 11/19/2015CITY OF GLENDALE ARTS COMMISSION MEETING GLENDALE PUBLIC LIBRARY THE BOARD ROOM — SECOND FLOOR 5959 WEST BROWN STREET THURSDAY, NOVEMBER 19, 2015 6:OOPM The meeting was called to order at approximately 6:06pm by Chairperson Carrie Richards. Vice Chair Ann Owens and Commissioners, Bernadette Bolognini and Eva Ndavu were in attendance. Representing city staff was Mojgan Vahabzadeh, Arts Coordinator, Erik Strunk, Director, Community Services Department and Jana Weldon, Part-time Associate. Commissioners Nadine Yuhasz and Thomas Cole were absent and excused. APPROVAL OF MINUTES — October 22, 2015 A MOTION was MADE by Vice Chair Owens to APPROVE the Arts Commission meeting minutes from the October 22, 2015 meeting, as written. Commissioner Bolognini SECONDED the MOTION, which carried unanimously. BUSINESS. FROM THE FLOOR There were no comments from the floor. IN FLUX CYCLE 6 PROJECT PRESENTATION Troy Moody, the competitively selected IN FLUX installation artist for Glendale, presented his project proposal to the Arts Commission for approval. He was selected from an artist selection process, which took place at the Tempe Public Library on October 5th. Mr. Moody introduced himself stating he was born in Texas and grew up in Tempe and creates art in his Tempe -based studio for both private and commercial commissions. He said that in 2006, he designed the terrazzo floor for the Phoenix Convention Center and was currently working on a 75,000 -square -foot terrazzo project for the Maricopa County Court Tower. He said that before finding glass, he worked mostly as a painter. Then while on a backpacking trip through Europe, he was introduced to abstract stained glass art and fell in love with it. He said he loves the play of light against the glass, which makes it seem magical. Mr. Moody presented the Commission with a variety of different color and texture glass material as samples of his work. He provided his plans for the IN FLUX project and discussed how he would use the different types of stained glass against the windows in the Gallery. Vice Chair Owens noted that Chairperson Richards and Ms. Weldon had done a great job in their selection of the artist. Chairperson Richards stated that she believes the project will be amazing. Commissioner Bolognini asked if they would be able to keep the installation. Mojgan Vahabzadeh, Arts Coordinator, stated the temporary art installation could stay until the next call to artist in October of next year. The Arts Commission approved funding in support of IN FLUX Cycle 6, a partnership of Valley cities and organizations working together to bring renewed vitality to each participating city through a series of multidisciplinary temporary art installations in storefronts and within public buildings. Chairperson Richards asked for a motion. A MOTION was MADE by Commissioner Bolognini to APPROVE the Funding in Support of IN FLUX CYCLE 6 PROJECT. Vice Chair Owens SECONDED the MOTION, which carried unanimously. THE FY 2016-17 ARTS PROJECTS PLANNING DISCUSSION Mojgan Vahabzadeh, Arts Coordinator, stated that this was being done in an attempt to align with the city of Glendale's FY 2016-17 budget process, it is requested that the Commission work with staff to consider projects and programs for the purpose of developing the FY 2016-17 Arts Projects Plan. She passed out a copy of the power point presentation being presented. She stated the Commission would have an opportunity to vote to approve the FY 2016-17 Arts Projects Plan discussed today at the next Arts Commission meeting. She asked that after the presentation, they take the information home and study it over the next month. Staff and the Commission opened discussions and reviewed the FY 2016-17 Arts Project Planning in preparations for formal approval at the January 2016 meeting of the Arts Commission. The Commission discussed the proposed projects, including a proposed item for the Centerline District, which Erik Strunk, Director, Community Services Department commented on. Mr. Strunk stated that the Centerline District was a redevelopment area. He explained that one of the things that can create excitement and enthusiasm downtown was arts and cultural activities. Therefore, the idea was to find a way to increase arts and cultural activities in the downtown area. The idea was to have a sort of line of credit for when projects become available. He said that all such proposals would go through the Arts Commission for their recommendation. He reiterated that the idea was to create excitement downtown. He stated that the events would be free to the public. The Commission also discussed the potential relocation of a sculpture currently located at the Glendale Public Library. "Whirlwind" by Gary Slater was originally placed at the Foothills Public Safety Facility at 6255 Union Hills Drive, but in the summer of 2005, the piece was relocated to the North -facing entry lawn of the Main Library, 5959 W. Brown Street. At a previous meeting, the Arts Commission had requested a review to consider relocation of this piece back to its original location. The Commission asked staff to research the logistics and costs associated with such a move. THE PORTABLE ART COLLECTION DEACCESSION POLICY DISCUSSION Jana Weldon, Part-time Associate presented and engaged the Arts Commission in a discussion in order to develop the criteria that the Arts Commission shall consider in the future when deaccessioning works from the municipal portable art collection. The Commission will formally approve the updated "Guidelines for the Arts" by the end of the current fiscal year. Ms. Weldon reviewed the information regarding the City's art collection. She said the City's largest and most valuable artworks will not be relocated or deaccessioned from their original commissioned locations. However, occasionally there are circumstances that warrant the relocation or deaccessioning of a permanent artwork. This process includes trade, sale, donation, and as a last resort, destroying the piece. She noted that the City should allow relocation or deaccessioning only under circumstances that cannot be mitigated in any other manner. She discussed the likelihood that gifts of art will be offered. She stated that responding to such offers would be a delicate matter, for the proposed gifts represent acts of generosity, usually by individuals and organizations with an emotional attachment to the gift. However, the first priority must be to obtain a professional evaluation of proposed gifts of art. She indicated that proposed gifts would be reviewed by a selection panel that will make a recommendation to accept or decline the gift to the Arts Commission. STAFF UPDATES Gallery Glendale The Phoenix Artists Guild Fine Art Exhibition being held from Nov. 4 to Dec. 27, 2015 November opening night reception Friday, Nov. 13, from 6 to 9 p. in December opening night reception: Friday, Dec. 11, from 6 to 9 p.m. Grand Opening of STEAM Center will be held Saturday Dec. 5`h, 5pm-9pm at 14075 N. 59th Ave Glendale, AZ 85306. Transportation Department Handout Staff provided information on Glendale's Transportation Master Plan. The City of Glendale is undergoing an update to its 2009 Transportation Master Plan, which will define how the City's transportation system will improve and changes over the next 25 years and how investments will be prioritized, and how decisions will be made. Plans are generally updated 5 to 10 years. The more that residents, businesses, community organizations and other entities are involved in the development of Glendale's Transportation Plan, the better the plan will be. The City is preparing a Public Involvements Plan that defines how input will be obtained on goals, needs, priorities, and recommendations for the Transportation Plan. The Plan kicked off in July 2015 and is scheduled to last 18 months. VOTE TO VACATE THE DECEMBER 24th MEETING Staff asked the Commission to vacate the December 24th meeting of the Arts Commission due to the Christmas holiday. Chairperson Richards asked for a motion. A MOTION was MADE by Commissioner Ndavu to VACATE the December 24th Arts Commission meeting. Commissioner Bolognini SECONDED the MOTION, which carried unanimously. VOTE TO CHANGE THE DATE OF THE JANUARY MEETING Staff asked the Commission to vote to move the January 28th meeting to January 5th or 6th to be held at the Fruit Packing Shed each January. The Commission holds its meeting at the Fruit Packing Shed at Sahuaro Ranch Park, in order to preview and select artwork for purchase from the Annual Glendale Arts Council's Juried Fine Art Exhibition. Chairperson Richards asked for a motion. A MOTION was MADE by Commissioner Ndavu to MOVE the Arts Commission meeting to Tuesday, January 5, 2016. Vice Chair Owens SECONDED the MOTION, which carried unanimously. COMMISSION COMMENTS The Commissioners all wished everyone a Happy Thanksgiving. ADJOURNMENT Chairperson Richards asked for a motion to adjourn. A MOTION was MADE by Commissioner Bolognini to ADJOURN the meeting Commissioner Ndavu SECONDED the MOTION, which carried unanimously. The meeting adjourned at 7:40 pm The next meeting of the Glendale Arts Commission will be held on Tuesday, January 5, 2016 @ 6:00p.m., at the Fruit Packing Shed at Sahuaro Ranch Park in Glendale.
