The meeting was called to order at 1:57 p.m.

4. APPROVAL OF THE MINUTES
a. Business Council Committee Minutes of May 17, 2018.
Motioned by Member Yvonne Knaack, seconded by Member Councilmember Malnar to
approve the May 17, 2018 meeting minutes.

5. FOLLOW UP AND DISCUSSION ITEMS FROM MAY 17, 2018
Section 9.17
Chairperson Clark expressed concerns over whether the city considered how they would assist
a citizen to help them go about the repeal process.
Mr. Dudley responded that, to his knowledge, there have not been any issues with this where
there was not an easily, mutually acceptable deci-sion made between parties.
Mr. Shea added that the Board of Adjustment has been used success -fully in other cities.
Chairperson Clark continued by stating that some might not be aware of their appealing rights,
and she expressed her concerns with ensuring that citizens correctly interpret the code.
After a brief discussion between Mr. Dudley, Vice Mayor Tolmachoff, Mr. Shea, and
Councilmember Malnar on "technical expertise" and a comparison of Fountain Hill's code,
Chairperson Clark de-cided that, for the sake of time restraints, the group should revisit this topic
at a later time.
6. PROPOSED BUILDING CODE AMENDMENTS AND ADOPTION DISCUSSION
Section 903.2
Chairperson Clark asked if the types of renovated properties referenced in this code were solely
commercial, and Mr. Dudley responded that although the amendment does not print the entire
section of the code, this section solely relates to non-residential/commercial buildings.
Ms. Knaack asked if she would be required to sprinkler her own commercial building, and
Dudley confirmed this.
Section R401.4
Chairperson Clark was concerned with the vague wording of the phrase "this code" in section
R401.4.
Mr. Dudley explained that the previous code required this, but the way the current code was
written didn't require it; thus, the amendment was posed.
Section 602.2E
Chairperson Clark asked if this code was solely for commercial.
Mr. Dudley clarified that this code does not pertain to the one and two-family dwellings.
Chairperson Clark and Mr. Dudley agreed upon adjusting the wording of this amendment for
clarity.
Section 90.4
Chairperson Clark asked how it can be ensured that the newly revised technical bulletins are
correct.
Mr. Dudley explained that the adjustments in the codes are typically done for clarification of
information in the code, rather than entire rewrites of the codes.
Mr. Shea asked if there's a procedure for how the bulletins are written and who approves the
designs.
Mr. Dudley explained there are different procedures for the bulletins based on the type of
bulletin written. Mr. Dudley communicated that the building officials approve these
interpretations, and he indicated that the changes in codes are meant to make edits to the
diction of the codes, not the content.
Chairperson Clark asked if the council has permission to reject sections of the code, since she
recalled a time when they rejected a sprinkler code section in the past.
Mr. Dudley noted that a question of that nature would be a most suitable for the city attorney
office.
Section 406.4G
Chairperson Clark asked if the waste receptacles mentioned in this section were for commercial
buildings or all buildings?
Mr. Dudley noted that, due to the amendment referencing the national electric code, it does not
include non -single-family structures.
Chairperson Clark requested diction clarification, and it was granted.
Section 690
Chairperson Clark asked if the city has solar regulation codes.
Mr. Dudley explained that the city regulates per established electric codes. Car charging
stations were suggested as an item of discussion for a future meeting.
Chapter 16-17 Section 503.1
In reference to the section which states that "fire apparatus access roads shall be provided,"
Chairperson Clark asked if there are any exceptions.
Mr. Jenkins explained that it is indicated that this code is for commercial -only buildings; Mr
Jenkins then clarified that there are areas where fire access roads are not required, but
wherever they are required, the access roads are pro-vided.
Vice Mayor Tolmachoff asked about who decides on the roadway requirements.
Mr. Jenkins did not know for certain.
Chapter 18
In reference to the section which states, "everything can be stored for the purpose of
composting," Chairperson Clark was concerned with the omission of oversized trash pickup.
Ms. Woytenko explained 18.9 is an "unauthorized accumulation" section, and bulk trash is
covered in the subsequent section.
Chairperson Clark expressed concern over the appeal process because appeal is done with the
same administrator as the initial decision.
Ms. Woytenko explained that appeals can be done by the city manager. This change can be
considered when Chapter 18 is amended in autumn.
Section 903.2.13
Chairperson Clark asked questions about the fire codes which were skipped earlier.
Mr. Jenkins explained how the process with the developers works. A question was asked about
which chosen sprinkler designs would be implemented into these buildings.
Chairperson Clark inquired if it is still relatively easy to build speculative buildings in Glendale.
Mr. Dudley confirmed this.
7. OTHER BUSINESS
A presentation by Stephen Dudley to allow the Business Council Committee to provide input
into the proposed adoptions and amendments of the codes. Mr. Dudley explained that these
standards are being met already by new builders, and Mr. Dudley illustrated the reasons why
building codes are created and amended every three to six years. In addition to being available
at a city council workshop session, the building codes have been open to the public online and
to stakeholder organizations (American Institute of Architects, Arizona Homebuilders
Association, etc.) in an effort to seek input. Once there is input from the Business Council
Committee, the codes will be brought to a city council voting meeting. Mr. Dudley explained that
it must be clear why it's necessary to amend the codes, and it should be noted that the
annotations are not part of the final document.
There was an extensive discussion about Section 102.6, which pertains to the fact that existing
buildings, being vacant for a year or more, are deemed to have been vacated and their
certificate of occupancy has expired. This is an existing amendment that was intended to ensure
that build-ngs which were vacant for an extended period of time would be able to be occupied
again safely. Mr. Dudley explained that issues could arise with basic life safety systems
(sprinklers, exit signs, etc.)
Councilmember Malnar made a motion to change the vacancy code from one to two years in
this amendment. Motion was removed, and a motion to leave the code as is was presented. The
motion was made by Mr. Shea, second by Mrs. Knaack, and all members voted that the
amendment be stricken.
In an effort to expedite future amendment processes, it was suggested that having the original
codes (in addition to the amendments at the Business Council Committee meetings) would be
most efficient.
Mr. Coble began a brief discussion in hopes of clarification on the proposed 6 -foot fences in
amendment 105.5(2), but then it was suggested that this should be discussed further at the next
meeting.
8. STAFF REPORT
During the previous meeting, there was a concern about properties which require electrical
work. Mr. McAllen informed the committee that they've changed their procedure to inform the
utility provider immediately. Those in the committee were pleased with this update.
9. COMMITTEE COMMENTS AND SUGGESTIONS
No other business, committee comments or suggestions were made.
10. NEXT MEETING
The next regular meeting of the Business Council Committee will be held on August 16, 2018 at
2:00 p.m., located at 5850 W. Glendale Ave, Glendale, Arizona, 85301.
11. ADJOURNMENT
With no further business, Chairperson Clark called for a motion to adjourn.
The meeting was adjourned at 3:43 p.m
