GLENDALE AVE. GLENDALE, ARIZONA 85301 MARCH 27, 2019 9:30 A.M. 1: CALL TO ORDER THE LOCAL POLICE BOARD Chair Charles Erickson called the meeting to order at 9:45 a.m. 2. ROLL CALL Present: Mayor Jerry Weiers City Manager Kevin Phelps Chair Charles Erickson Board Member Cody Carmichael Board Member Justin Harris Staff Present: Jim Brown, Board Secretary and Director of Human Resources & Risk Mgmt. Kurt Christianson, Assistant City Attorney Charlotte Beadles, HR Specialist, Benefits Lisa Chill, HR Management Assistant Police Officer Michele Blanco Other Attendees: Attorney Carrie O'Brien 3. CITIZEN COMMENTS No citizens were present. 4. APPROVAL OF THE MINUTES Public Safety Personnel Retirement System - Local Police Board Minutes of February 27, 2019 Motioned by Board Member Justin Harris, seconded by Board Member Cody Carmichael AYE: Mayor Jerry Weiers City Manager Kevin Phelps Chair Charles Erickson Board Member Cody Carmichael Board Member Justin Harris Passed 5. NEW BUSINESS A. DISCUSSION AND POSSIBLE VOTE ON BOARD MEMBER TERM Board Secretary Jim Brown read this summary of the issue to consider and discuss. According to statute (A.R.S. § 38-847 (B)), the term for PSPRS Local Board Members is four years. The Glendale City Clerk's office is responsible for monitoring the Board Members' expiration dates for all of the City's Boards and Commissions. In an effort to streamline this process, an ordinance was passed in the Fall of 2017 by the City Council to set a standard expiration date for all Boards and Commissions of January 31 st. Any term expirations during the year were in essence "extended" to January 31 st. Board Member Justin Harris' term that began 7/1/16 was affected by this. His term expiration date should be 6/30/20; however, because of this ordinance, his term was "extended" to 1/31/21. The Board discussed several options of possible actions to take on this issue. The Board agreed on a solution and voted to keep the original term expiration date of 6/30/2020 for Board Member Justin Harris' term. At that time, the Police members will elect a Board member for a term of 7/1/2020 and ending 1/31/2021. A second election will take place before the shortened term expires to elect an employee Board member for a full 4 -year term beginning 2/1/2021 and ending 1/31/2025. DISCUSSION AND POSSIBLE VOTE ON BOARD'S REVIEW PROCESS FOR PRE-EMPLOYMENT PHYSICAL EXAMS Mr. Brown explained the issue to be considered and discussed. According to the recently adopted PSPRS Local Police Board Rules, the Local Police Board shall review the physician's report for any pre-existing conditions noted during pre-employment physical exams for new employees ( Rules D.5.d.). However, the Rules do not require the Board to be furnished with copies of every test conducted during the pre-employment physical exam. Mr. Brown suggested that the Board no longer receive all of the detailed medical reports and results (EKG, blood work, etc.), but instead would receive the Pre -Employment Medical Examination Summary provided by Glendale Police Department Personnel Management Unit, along with the completed AZPOST medical forms completed by the physician and employee, and the Pre -Existing Medical Condition Form completed and signed by the physician, and signed by the employee. The Board agreed and voted to approve this change to the pre-employment medical paperwork that they receive for new employees. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of records exempt by law from public inspection (A.R.S. § 38-431.03(A)(2)); (ii) discussion or consultation for legal advice with the Local Board's attorney (A.R.S. § 38-431.03(A)(3)); The Board voted to go into Executive Session. Cody Michael Alloway B. Jared Michael Ellis C. Joseph Martin Madlock II D. Estrellita Salas E. Brenda Anthea Sazonova 7. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION 8. CONSIDERATION AND POSSIBLE VOTE ON EXECUTIVE SESSION ITEMS Police Officer Michele Blanco confirmed that the following new Police Personnel met the standards of the Glendale Police Department and the Arizona Peace Officer Standards and Training Board. The Board voted to accept the five (5) New Police Personnel into the Public Safety Personnel Retirement System (PSPRS) with any pre-existing conditions noted on the Pre -Existing Medical Condition Form: A. Cody Michael Alloway B. Jared Michael Ellis C. Joseph Martin Madlock II D. Estrellita Salas E. Brenda Anthea Sazonova Motioned by Board Member Cody Carmichael, seconded by Board Member Justin Harris AYE: Mayor Jerry Weiers City Manager Kevin Phelps Chair Charles Erickson Board Member Cody Carmichael Board Member Justin Harris Passed 9. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 10. NEXT MEETING The ne)d regular meeting of the Public Safety Personnel Retirement System Local Police Board will be held on April 24, 2019 at 9:30 a.m., in the 4th Floor Conference Room, located at 5850 W. Glendale Ave., Glendale, Arizona, 85301. 11.
