GLENDALE, ARIZONA 86307 AIRPORT CONFERENCE ROOM APRIL'17,2019 6:00 P.M. 1. CALL TO ORDER 2. ROLL CALL Present: Chair Larry Rovey Commissioner Terry Aramian Commissioner Edward McCall Commissioner Randal Kruger Commissioner Quentin Tolby Commissioner Tim Topliff Also Present: Joe Husband, Airport Administrator Attendees: Basil "Mike" Allen John Padilla Kurt Christianson Dave Barron 3. CITIZEN COMMENTS No comments. 4. APPROVAL OF THE MINUTES a. Aviation Advisory Commission Minutes of 20 March 2019. Motion by Commissioner Aramian, second by Vice Chair Tolby, to approve the March 20, 2019 Commission meeting minutes with the following changes on page 3: Fourth paragraph, second sentence:strike "a policy and" and change "held" to "handled". The motion carried 6 — 0. 5. AIRPORT BUSINESS Mr. Husband reported the following on re -opening of the process of updating the Airport Rules and Regulations: • Mr. Husband has reached out to a few people who had participated on the initial stakeholder group with the goal of rebuilding the sub -committee. • Feedback from the Commission was that the original sub -committee was too large. • A list of the proposed sub -committee participants will be brought to the next Commission meeting. • There have been changes in the FAA policy and therefore, there will be some changes needed to the Rules and Regulations.Sky Harbor Airport and Falcon Field have revised their Rules and Regulations recently and Mr. Husband has access to these documents. • Progress is being made on re -building this sub -committee. The agenda item was concluded. b. Glendale Airport Display Aircraft Project Vice Chair Tolby announced that he contacted the City of Peoria to inquire about the static Huey helicopter display in a Peoria park and was instructed to contact Mr. Dave Barron, of the veterans non-profit Light Horse Legacy. Vice Chair Tolby stated that he and Mr. Barron met to discuss the possibilities for the Airport Aircraft Display Project. Vice Chair Tolby asked Mr. Barron to speak to the Commission about the display in Peoria. Mr. Barron had previously presented the Take Me Home Huey project to the Commission, which was one of Light Horse Legacy's projects. Mr. Barron stated that the documentary on the project is played on PBS and that particular Huey, which was displayed at the Airport, is now on display in Palm Springs, California. Mr. Barron stated that the City of Peoria was interested in displaying another Huey. Light House Legacy worked to obtain a Huey from Porterville, California. The Huey was initially a shell and restored by Light Horse Legacy. Valley Rain performed all the architectural engineering for the display stand. Mr. Barron displayed photos of the Huey on the stand. Mr. Barron commented that although interest in a Huey at the Airport was expressed, there are a number of F16's at Davis Monthan which could possibly be obtained. Mr. Barron added that there are also several good-looking pedestals for which he could request the plans from the architects. Mr. Barron noted that Luke Air Force Base and Glendale have a longstanding partnership and having an F16 on display would be quite meaningful. Mr. Barron offered to assist on the project and to reach out to such resources as Veterans Groups, the Air Force, and the Frank Luke Museum. Mr. Barron explained that Light Horse Legacy is a 501(c)3 non-profit and so it can take donations specific to this project and work with the Airport. Vice Chair Tolby stated that the Airport is on the list for an F16 but is at the bottom of the list currently. Mr. Barron commented that he could reach out to the State Surplus Agency and the LAFB Commander. Mr. Barron clarified that he would focus on A -model F16's, because they are only being used for parts and scrap, so may be able to be obtained quicker than a C -model. Mr. Husband commented that Mayor Weiers is on board with the project and has signed the letter requesting to be placed on the national surplus aircraft list. Chair Tolby stated that this plan to work with local coalitions is a great plan and he would be surprised if it failed. Mr. Padilla stated that he would bring the plan and request to leadership at LAFB and will bring feedback to the next Commission meeting or directly to Mr. Husband. Commissioner Aramian stated that the pedestal on which the Huey is mounted in the Peoria park is one of the nicest he has seen. Chair Rovey agreed. Vice Chair Tolby commented that the City has an Arts Commission, which has a budget for the arts and could be contacted regarding funding for the project. Chair Rovey commented on the very touching Take Me Home Huey movie and other similar videos. Mr. Barron stated that these types of memorials have a lot more value than simply a piece of iron in the sky. Mr. Husband will send the Commissioners a YouTube link to view the Take Me Home Huey movie. 6. STAFF REPORTS Mr. Husband provided the staff report. Highlights included the following: AIRPORT FINANCIAL UPDATE: • Airport Financial Update — 75% of Fiscal Year through March 2019 • Projected Annual Revenue - $775,378.00 • Revenue YTD — $638,500.97 or 82.36% of budget • Annual Operating Budget - $775,378.00 • Expenses YTD - $601,011.73 or 77.51 % of budget • Aircraft Operations — March 2019: 9,011 (approximately 11 % below March 2018, which was 10,122) • 2018 Calendar Year:91,305 — 16% increase over 2017 (78,824) • It is still expected that the Airport will go over 100,000 operations this year. GENERAL AIRPORT UPDATES • Airport Projects and Outreach • Proposed Residential Development at Ball Park Boulevard:Mr. Husband checked with the City of Phoenix Planning Department. The developer has submitted a pre -application, but no formal application has been filed yet. • Some extra funding from the FAA for the Airport supplemental AIP for the Mill and Overlay project on Taxiway A was obtained. • Crack sealing and seal coating of the South Apron will be done and is scheduled to start next Monday. • The maintenance facility locks were re -keyed, and a new master key was made. • Landscaping: overgrown vegetation in the frontage area along Glendale Avenue was cut down and the area was sprayed.The same was done in the north parking lot. • All end -of -the -year projects came within budget. . FAA and ADOT GRANTS AND ACTIONS • The $1.8 million ADOT grant reimbursement for the Runway Protection Zone was approved and should be received in July. • AIRPORT NOISE COMPLAINTS • No noise complaints were received. Mr. Husband announced that the Experimental Aircraft Association is holding a pancake breakfast at the Airport on April 27th in the morning. All Commissioners are invited to attend. Commissioner Kruger noted that the ramp area in front of the Tower has not been re -done. Mr. Husband explained the shifting of projects due to funding and stated that it will be part of the South Apron reconstruction project, which will be done in phases in approximately two years with federal funds. Commissioner Aramian inquired about what exactly was sprayed along Glendale Avenue. Mr. Husband replied that the landscapers sprayed pre -emergent and post -emergent weed spray. Mr. Husband reported that Vice Chair Tolby invited him to speak at the Rotary Club and Mr. Husband gave a presentation last week to the group. 7. LUKE AIR FORCE BASE OPERATIONS Mr. Padilla reported that LAFB now has 87 F35's with the goal of 144 in total. Commissioner McCall stated that he has seen the F35 flying team pilot still practicing maneuvers. Mr. Padilla relayed that this will continue to occur until the airshow circuit begins in the summer. 8. COMMISSION COMMENTS AND SUGGESTIONS Vice Chair Tolby complimented Mr. Husband on his recent presentation to Council. Vice Chair Tolby thanked Mr. Barron for his assistance with the Aircraft Display Project. 9. FUTURE AGENDA ITEMS Mr. Husband announced the following upcoming agenda items: • Airport Aircraft Display Project • AirGo Update • Airport Rules and Regulations 10. NEXT MEETING The next regular meeting of the Aviation Advisory Commission is scheduled to be held on 15 May 2019 at 6:00 p.m., in the conference room on the second floor of the Airport terminal building, 6801 N. Glen Harbor Blvd., Glendale, Arizona, 85307. 11.
