CALL TO ORDER 2. ROLL CALL Present: Thomas Cole, Chair Joni Dinges, Commissioner Mark Fast, Commissioner Helen Fokszanskyj-Conti, Commissioner Cooki Peverini, Commissionerr Nicole Riley, Commissioner Absent: Bernadette Bolognini, Vice Chair Also Present: Mojgan Vahabzadeh, Arts & Culture Program Manager Jana Weldon, Arts Coordinator 3. CITIZEN COMMENTS There were no comments. 4. APPROVAL OF THE MINUTES a. Chairperson Cole asked for a motion to approve the Arts Commission Minutes of February 7, 2019 and March 28, 2019. NEW BUSINESS a. Municipal Capital Improvement Public Art Project Planning Jana Weldon, Arts Coordinator, presented this item. She stated that at the March 28, 2019 Commission meeting, staff presented proposed language to implement policy and guidelines for development of annual arts capital project plans. She explained that after a review and discussion, the Arts Commissioners indicated they wanted more time to consider this item. Staff continued the discussion with the Commission about the proposed policy review and guidelines and asked for Commission input as to whether to pursue legal review and implementation of the policy proposal at this time. The Commissioners were in agreement to have city legal review of the document as the next step. Chairperson Cole asked for a motion to approve the proposed policy language for development of the annual arts capital projects plan for legal review for implementation. Peverini Commissioner Nicole Riley Passed b. Lettering on the US Military Emblems at the Glendale Veterans Memorial Jana Weldon, Arts Coordinator presented this item. She said this is an arts maintenance -related agenda item and an opportunity for the Commission to authorize a different process for upkeep of the lettering elements of the Glendale Veterans Memorial. The individual letters on the five military service emblems (Army, Navy, Air Force, Marines, Coast Guard) are often missing or damaged. Mojgan Vahabzadeh, Arts and Culture Program Manager, stated the letters are individual pieces of copper and are prone to bending. In Consultation with Joe Tyler, the artist, and the original fabricator, E2 Innovations, staff is recommending the replacement of the copper ring design on each emblem, which would remedy the issue of replacing individual damaged letters a few at a time. Ms. Vahabzadeh stated this would be a permanent solution. Chairperson Cole stated this permanent solution made a lot of sense. Chairperson Cole asked for a motion to approve the recommended option to replace the lettering rings for five emblems at the Glendale Veterans Memorial. The FY 2019-2020 Performing Arts Partnership Program Grant Applications Review Process Ms. Vahabzadeh stated that staff is seeking a meeting date in early May for the Commission to convene in order to review and select project proposals to receive funding as part of the Annual Performing Arts Partnership Program grants opportunity. Chairperson Cole asked for a motion to approve the Special Meeting date of May 9, 2019. Any changes will occur after July 1, 2019. • Tentative Grand Opening date for the Heroes Regional Park Library will be held Saturday, May 18, 2019 @ 9 a.m. Project artist, Pete Goldlust will be in attendance. • SoundBloom, a Gallery 37 project - There will be recognition event at the Elsie McCarthy Park for the high school students who helped with this project on May 4, 2019 at 10:30 a.m. 7. COMMISSION COMMENTS Commissioner Peverini stated she attended "As You Like It" and had a wonderful time and really enjoyed the great performance with many of her close friends. 8. NEXT MEETING The next regular meeting of the Glendale Arts Commission will be held on May 23, 2019 at 6:00 p.m., in the second floor boardroom of the Glendale Main Library, 5959 W Brown St., Glendale, Arizona, 85302. 9. ADJOURNMENT Chairperson Cole asked for a motion to adjourn.
