3. CITIZEN COMMENTS
There were no public comments.
4. APPROVAL OF THE MINUTES
The Arts Commission minutes of February 7, 2019 and March 28th, 2019 wil be presented for
approval at the April 2019 meeting of the Arts Commission.
5. NEW BUSINESS
1. INFORMATION: Commission Introductions
The Commission took this opportunity to welcome three new members to the Arts Commission.
Commissioner Joni Dinges, recently retired and is now doing volunteer work with different
groups. She is representing the Cactus District. Commissioner Nicole Riley works at Petco
Headquarters and loves photography. She is representing the Sahuaro District. Commissioner
Cooki Peverini is a retired City of Glendale employee from the Finance Department and she
loves the arts. Commissioner Peverini is from the Barrel District and is the Mayoral appointment
to the Commission.
2. INFORMATION: Heroes Regional Park Library Public Art Project Installation Completion
Update
Mojgan Vahabzadeh, Arts and Culture Program Manager, provided a brief update about the
current public art project. Since there are new members on the Arts Commission, staff reviewed
the process for selection and placement of public art for the City of Glendale.
Jana Weldon, Arts Coordinator, provided an update to the Arts Commission about the final art
elements installation, and updated the Commission on developments following the design
presentation to the City Council. She noted that the fabrication and installation began after the
November 2018 City Council approval of artist Pete Goldlust's final design. The first element to
be installed was the terrazzo floor, followed by the sandblasted glass and on March 29, the
installation of the wall sculpture will be completed. She presented some photos of the art
elements.
Mike Beck, Chief Librarian, stated they were on track with still some finishing touches left to go
on the overall completion of the library construction project. He noted the first walk through was
coming up next week and they expect to open in late Spring. Mr. Beck noted that he was very
pleased with the artwork and believes it will be enjoyed for many years to come.
Ms. Vahabzadeh stated the name given for this amazing art project was "Neighborhood Roots —
Sugar Beets, Cotton and Beyond". She stated the design speaks to the history of the area.
Chairperson Cole noted he was very excited to see the progress and the finish product. He
stated this had been a great team collaboration from the Arts Commission, Library Board to City
staff.
3. INFORMATION: Municipal Capital Improvement Public Art Project Planning
Staff presented some proposed language for policy and guidelines implementation for review
and discussion. Jana Weldon, Arts Coordinator, stated the objective is to propose policy and
guidelines for current municipal capital project planning and to discuss the master plan.
Ms. Weldon explained the drafted language to implement policy and guidelines for development
of annual capital projects. She explained the policy will help to expand public experience with
the art in public works and spaces around the city. She stated that staff will develop an annual
evaluation process that prioritizes potential pubic art projects for upcoming city capital projects.
She noted that in keeping with developing this annual evaluation, the Glendale Public Art
Program will also seek to implement the goals consistent with the 2005 Guidelines for the Arts.
Ms. Weldon stated that this agenda item was for information and discussion only. The
Commission if they so wish, can take the information presented information to review prior tothe
next meeting. Staff intends to continue this discussion at the next Arts Commission meeting.
Chairperson Cole stated it was a good idea to look over the proposed draft before any input was
given. Everyone agreed.
6. STAFF UPDATES
Staff provided updates on the following items:
Currently the City of Glendale is going through the annual budget process for FY 2019-20.
The Annual Performing Arts Partnership Program - Now accepting proposals for projects that
would take place between July 1, 2019 and June 30, 2020. Project Budget: Up to $4,000 per
applicant. The application deadline is Thursday, April 18, 2019 at 5:00 p.m.
Public Safety Memorial Maintenance Update. The Memorial will be cleaned and polished next
week.

7. COMMISSION COMMENTS
Chairperson Cole expressed his appreciation for Staff's professionalism and dedication to the
City and Arts Commission. He said he was very pleased with the many opportunities being
offered through the arts department. He said his friend's daughter is taking advantage of the free
guitar lessons being offered. He noted he personally supports having security cameras installed
in the Public Safety Memorial area because it seems to be in a place that they are needed.
The Commissioners welcomed the new Art members.
8. NEXT MEETING
The next regular meeting of the Glendale Arts Commission will be held on April 25, 2019 at 6:00
p.m., in the second floor boardroom, Glendale Public Library, 5959 W. Brown Street, Glendale,
Arizona, 85302.
9. ADJOURNMENT
Chairperson Cole asked for a motion to adjourn. The meeting adjourned at 7:05 p.m.
