CALL TO ORDER 1. ROLL CALL Present: Thomas Cole, Chair Bernadette Bolognini, Vice Chair Joni Dinges, Commissioner Helen Fokszanskyj-Conti, Commissioner Absent: Mark Fast, Commissioner Nicole Riley, Commissioner Also Present: Mojgan Vahabzadeh, Arts & Culture Program Manager Michael Beck, Chief Librarian Jana Weldon, Arts Coordinator 2. CITIZEN COMMENTS There were no public comments. 3. Arts Commission Minutes of December 6, 2018 and January 3, 2019. A motion was made by Vice Chair Bolognini to approve the minutes of the December 6, 2018 as amended. Commissioner Fokszanskyj-Conti seconded the motion, which carried unanimously. A motion was made by Vice Chair Bolognini to approve the minutes of the January 3, 2019, as written. Commissioner Fokszanskyj-Conti seconded the motion, which carried unanimously. 4. NEW BUSINESS a. ACTION: IN FLUX Temporary Public Art Project Concept Presentation — Mary Shindell Staff presented information on the IN FLUX arts project. IN FLUX showcases emerging artists who create site-specific temporary installations in a wide variety of locations that are presented within the context of viewing the Valley as one community. Glendale is participating along with Chandler, Phoenix, Peoria, Scottsdale, and Tempe. Mary Shindell was the artist selected for Glendale's IN FLUX site at Glendale City Hall by a selection panel on November 2, 2018. Ms. Shindell presented her concept for BLOOMING to the Arts Commission for approval. She stated that when touring the site, she noted that it was a very vertical space with a lot of glass and wondered what would be appropriated for that space. The concept she came up with involved saguaro blooms, which typically bloom when it gets hot and most winter visitors to Arizona miss seeing the beautiful flowers. The exhibit also incorporates hummingbirds around the blooms. Chairperson Cole called for a motion. A motion was made by Vice Chair Bolognini to approve the IN FLUX Temporary Public Art Project Concept "Blooming" by Mary Shindell. Commissioner Fokszanskyj-Conti seconded the motion, which carried unanimously. ACTION: Centerline District Arts & Cultural Initiative Project Proposal Presentation - WHAM Art Association Staff presented the next item. Mojgan Vahabzadeh, Arts and Culture Program Manager stated the Centerline Arts and Cultural Initiative is an application -based funding opportunity. As qualifying applications are received, the applicants are invited to present their proposals before the Glendale Arts Commission for funding consideration. Connie Whitlock of WHAM Art Association presented her project proposal. Upon completion of the presentation, Chairperson Cole called for a motion. A motion was made by Commissioner Bolognini to approve the Centerline District Arts & Cultural Initiative project by proposal by WHAM Art Association. Commissioner Fokszanskyj-Conti seconded the motion, which carried unanimously. STAFF UPDATES Staff provided updates on the following items: • The 24th annual Glendale Chocolate Affaire, Feb. 9-10 in Historic Downtown Glendale was well attended. • The 2019 Plein Air Painting Competition on Saturday, February 9, 8 a.m.-5:30 p.m. was well attended. • Glendale Heroes Regional Park Library on 83rd Avenue and Bethany Home Road is on track to be completed in April/May 2019. 6. COMMISSION COMMENTS Chairperson Cole welcomed new Commissioner Joni Dinges. NEXT MEETING The next regular meeting of the Glendale Arts Commission will be held on March 28, 2019 at 6:00 p.m., in the second floor Boardroom Room of the Glendale Public Library, 5959 W. Brown Street, Glendale, Arizona, 85302. 8. ADJOURNMENT Chairperson Cole asked for a motion to adjourn.
