3. CITIZEN COMMENTS
There were no public comments.
4. APPROVAL OF THE MINUTES
a. Chairperson Richards called for meeting minute approval.
Arts Commission minutes of December 6, 2018 will be presented for approval at the February
2019 meeting of the Arts Commission.
5. NEW BUSINESS
a. ACTION: FY 2019-20 Arts Projects Plan
Mojgan Vahabzadeh, Arts and Culture Program Manager, stated this is an opportunity for staff
and the Arts Commission to discuss and review projects and programs for the purpose of
developing the FY 2019-20 Arts Projects Plan. She stated that at the December 6, 2018
meeting, staff engaged the Arts Commission in a discussion about projects, in order to develop
and approve the FY 2019-20 Annual Arts Projects Plan at the January 3, 2019 meeting.
She stated the approach with year was more generalized for flexibility. Therefore, projects such
as signature events and the Plein Air were combined under Community Art Activities. The
Commission will still have to provide a vote to approve funding. She indicated this will untie
specific dollar amounts from each individual project and allow for dollars to be moved to another
project if a specific event does not happen or changes occur. She added when a specific project
becomes concrete, staff will put forward to the Commission for a review and vote.
Ms. Vahabzadeh discussed the potential CIP projects indicating that because of the recent
turnover in Glendale management and procedure adjustments, it would be wise for staff will get
more involved in the CIP policy process. She indicated staff will be advocating for art projects
once CIP decisions are made. Evaluations will be based on whether the CIP project is a good fit
for art and whether the funding department has been served by art.
Commissioner Cole ask if each CIP project contributes to the Arts Commission fund. Ms.
Vahabzadeh replied yes. Although,
she noted federal and grant funded projects do not.
Jana Weldon, Public Art Coordinator, explained staff wanted to make the departments aware
that there was a process to request arts projects. She noted that some departments have
contributed funds that can be used for art projects but are not aware. This unawareness has
widened because of the gap in funding due to the 2008 downturn and significant staff
changeover since then.
Staff noted that CIP projects are approved individually when the projects manifest.
FY 2019-20 Proposed Projects and initiatives:
• IN FLUX Valley -wide Initiative - Temporary Art Installation $ 5,000
• Juried Fine Arts Show - Annual Art Purchase $ 2,000
• FY 2020-21 Performing Arts Partnership Program Grants $ 44,000
• Community Arts Activities $ 20,000
• Centerline District Arts & Cultural Activities $ 50,000
• Potential CIP Projects TBD
Chairperson Richards called for a motion.
A motion was made by Vice Chair Ndavu to approve the FY 2019-20 Annual Arts Projects Plan.
Commissioner Cole seconded the motion, which carried unanimously.

b. ACTION: Glendale Arts Council Juried Fine Arts Exhibit
The Arts Commission reviewed the Annual Juried Fine Arts Exhibit many artworks and selected
the purchase awards for the Municipal Art Collection. The artwork selected by the Commission
will be installed in city buildings. Per the adopted FY 2018-19 Arts Plan, the total purchase is not
to exceed $2,000.
The Commissioners commented on the outstanding art pieces at this year's arts exhibit. Each
member reviewed the exhibit and chose three selections for discussion. After reviewing each
Commissioners three selections, the Commissioners agreed to select "Feathered Friends" by
Marion Droge, which had appeared on every Commissioner's selection list. The cost was
$2,000 so the Commissioners did not consider any other purchases. The Commissioners
expressed satisfaction in the quality of the artwork and that each one had the art piece as one of
their preferred picks.

Chairperson Richards asked for a motion.
A motion was made by Vice Chair Ndavu to approve funding in the amount of $2000 to purchase
"Feathered Friends" by Marion Droge for the FY 2018-19 Glendale Arts Council Juried Fine Arts.
Commissioner Cole seconded the motion, which carried unanimously.

C. ACTION: Vote to Change the Date of the February 2019 Meeting of the Commission
Staff informed the Commission that due to a project timeline, the Commission should consider a
vote to move up the February 28 meeting to either February 7 or February 14, 2019.
Chairperson Richards called for a motion.
A motion was made by Commissioner Cole to change the February 28, 2019 Arts Commission
meeting to February 7, 2019. Commissioner Fast seconded the motion, which carried
unanimously.

6. STAFF UPDATES
Staff provided the Glendale arts Council Arts Exhibit ticket invitations to Commissioners able to
attend.
Staff delivered tickets to the Hockey Game to Commissioners able to attend.
Staff provided information and parking passes for the 2019 Plein Air Painting Competition on
Saturday, February 9, 8 a.m.-5:30 p.m. to the Commissioners able to attend. The artists will
begin and complete their paintings between 8-3:30 p.m. The paintings will remain on display until
5:30 p.m.
Ms. Vahabzadeh provided an update from the city clerk's office. She stated the city was putting
together a recognition for outgoing members, maybe a luncheon or dinner. She will give more
information on that matter as it comes forth. She explained that City Council wanted to
recognize the many members of the Commissions and Boards for their dedication to the city.
Ms. Weldon stated the Heroes Park Library is still on track and moving along nicely. Mike Beck,
Chief Librarian, reminded everyone of the Glendale's website link staff established to view the
library's progress with real time pictures.
Ms. Vahabzadeh stated she would like to give a huge thank you to Chairperson Carrie and Vice
Chair Ndavu. She thanked them for their contributions to the Arts Commission and the city as a
whole. She said this was their last meeting and they will be greatly missed.
Vice Chair Ndavu asked to say a few words. She stated this was a very difficult group to leave.
She said she has really enjoyed her time here and has learned a lot. She thanked each member
individually as well as Councilmember Ian Hugh for recommending her to the Commission. She
was proud to have been part of this Commission because everyone took their role seriously and
did their best for the city.
Chairperson Richards agreed with Vice Chair Ndavu comments and added that it was very hard
to leave. She said this had been a great experience and thanked everyone for putting up with
her unique approaches to master the rule of order. She stated it was great getting to know and
work with everyone and was sad to leave.
Commissioner Cole reminded them both that the Commissioners still needed their input so not to
become strangers. If possible, to attend the meetings as part of the public or reach out to one of
the members to give their input.

There were no comments.
8. NEXT MEETING
The next regular meeting of the Glendale Arts Commission will be held in February at a date to
be determined. The meeting will be held at 6:00 p.m., in the second floor Boardroom of the
Glendale Public Library, 5959 W. Brown St., Glendale, Arizona, 85302.
9. ADJOURNMENT
Chairperson Richards asked for a motion to adjourn.
The meeting adjourned at 7:05 p.m.
