GLENDALE, ARIZONA 85302 SEPTEMBER 27, 2018 6:00 P.M. 1. CALL TO ORDER 2. ROLL CALL Commissioner Bernadette Bolognini and Commissioner Mark Fast participated in the meeting telephonically. CITIZEN COMMENTS There were no citizen comments. 4. APPROVAL OF THE MINUTES Arts Commission Minutes of June 28, 2018. NEW BUSINESS a. Centerline District Arts & Cultural Initiative Project Proposal Presentation — Brelby Theatre Company Mojgan Vahabzadeh, Arts and Culture Program Manager reported the Centerline Arts and Cultural Initiative is an application -based funding opportunity. She said the city has developed this funding opportunity to motivate, increase and support free cultural events in the Centerline District. As qualifying applications are received, the applicants are invited to present their proposals before the Glendale Arts Commission for funding consideration. Brian Maticic, Brelby Theatre Company, presented a project proposal to the Arts Commission for funding consideration. Mr. Maticic stated that for the last two years, Brelby has produced a Shakespeare in the Park event in conjunction with this grant offer in downtown Glendale. He said the goal is to make the performing arts accessible to the community as a free event open to the public. He noted this production provides local artists and technicians the opportunity to collaborate on a project, bringing together the best, brightest, young and old artists from all over the Valley. Mr. Maticic stated they were requesting funding to support their production of Shakespeare's "As You Like It". He said the performances will take place at the E. Lowell Rogers Amphitheatre in Murphy Park, right in the heart of Glendale's Centerline District. He explained there will be five performances in March 2019 at 7:30 p.m. He noted the performances will be free and open to the public and they are appropriate for audiences of all ages. Ms. Vahabzadeh asked for details on the the marketing aspect. Mr. Maticic explained they will offer strong social media on Facebook, Instagram and Twitter. He said they will also organize ad purchases, Google ads, and will also look into digital billboards. Ms. Vahabzadeh inquired if they plan to reach out to schools in the area for marketing. Mr. Maticic responded yes. He stated they will be pushing hard to reach out to theater and humanities teachers. Commissioner Bolognini said she was glad they were working with schools. She was also pleased that they were part of the downtown Glendale area. Ms. Vahabzadeh asked if Brelby is a member of the Glendale Chamber of Commerce. Mr. Maticic responded yes. She recommend they work with the Chamber in order to reach as many people and businesses as possible. He agreed. Chairperson Richards asked for a motion. A motion was made by Commissioner Fokszanskyj-Conti to approve funding in the amount of $10,000 for the Brelby Theatre Performances as part of the Centerline District Arts & Cultural Initiative. Commissioner Bolognini seconded the motion, which carried unanimously. ACTION: Centerline District Arts & Cultural Initiative Project Proposal Presentation — Pro Musica This grant application was pulled prior to the meeting. C. ACTION: Centerline District Arts & Cultural Initiative Project Proposal Presentation — WHAM Art Association This application was tabled until a future meeting of the Arts Commission. d. Heroes Regional Park Library Public Art Project - Final Designs Jana Weldon, Program Coordinator, presented this agenda item. She said this i an opportunity for the Arts Commission to review and vote on the final designs for the Heroes Regional Park Library public art project. Ms. Weldon stated that on February 22, 2018, the Arts Commission recommended Pete Goldlust to the City Council as the public artist for the Heroes Regional Park Library capital project. On April 24, 2018, City Council authorized the the public art agreement with Pete Goldlust for the project. Mr. Goldlust met with community members at Council Member Joyce Clark's Yucca District Meeting on May 3, 2018 to gather input for the project. Additionally, staff hosted two public meetings, one on August 16, 2018 and the second on August 18, 2018, for the artist to present his preliminary concept and to receive questions, suggestions, concerns or support in response. She noted outreach for the community was conducted with postings on the event pages of the city's website. The meetings were attended with 13-15 attendees at each of the public meetings. Mr. Goldlust was provided feedback both verbal and on comment cards. As a result, he has refined his designs in response. Ms. Weldon provided a PowerPoint presentation of Mr. Goldlust's final designs for the terrazzo floor, the entry glass, the entry concrete, and wall sculpture. The title of the project is "Neighborhood Roots: Sugar Beets to Cotton and Beyond". She said the art featured imaginative renderings of historical and regional flora, fauna and aeronautical icons, all interconnected by swirling line work. . Mr. Goldlust was asked to complete and continue the design on the outer walkway, as well this design element is outside of the original scope and will only be implemented if possible within the existing project budget. In conclusion, Ms. Weldon stated the purpose of this agenda item is for the Arts Commission to formally vote to approve the finalized designs. Commissioner Bolognini said the design was very beautiful. Ms. Vahabzadeh thanked Commissioners for attending the public meetings held during the month of August. Ms. Weldon remarked on Commissioner Fast's suggestion of including lighting. She said the Commission could consider that as a separate future funding item. Ms. Vahabzadeh explained the process moving forward. The Arts Commission will conduct a vote to approve, then the designs will be presented to the LibraryAvisory Board for a vote in October. Next, the City Council will review the designs at a City Council Workshop in November to provide their consent. Chairperson Richards asked for a motion A motion was made by Commissioner Fokszanskyj-Conti to approve the final designs for Heroes Regional Park Library Public Art Project. IN FLUX Temporary Public Art Project Update Jana Weldon, Arts Program Associate, presented this agenda item. She update the Arts Commission regarding the program's renewed participation in the IN FLUX Temporary Public Art Project. As a result, Scottsdale Public Art launched IN FLUX in 2010, in response to the economic downturn as a strategic partnership of six organizations for temporary art installations in vacant storefronts. She said the initiative has evolved and grown. Ms. Weldon stated IN FLUX utilizes a holistic approach to temporary public art projects. She noted that it also show cases emerging artists who create site-specific temporary installation in a wide variety of locations. She stated that Glendale has participated in the past, most recently with Troy Moody's A Veiled Aesthetic and Mary Neubauer's Weather Room. Glendale started participating in Cycle 3. She said Cycle 8 will be launching its Call to Artist in September 2018 with a deadline of October 12, 2018. She revealed that coffee talks will be held to answer questions from artist interested in participating. She explained that they will have a review panel selection in early November followed by artist approval scheduled for early December. Followed by artist design in early January and February with installation for the end of March and ending with a kickoff event in mid-April. Ms. Weldon stated their new location for the INFLUX project will be the lobby of city hall, which is to the left of the security information desk. She noted this will be more of a civic space this time around. She explained that this year, only one person per city will be on the selection panel. Staff recommended Ms. MB Finnerty as their selection representative; however, this will still be brought before the Arts Commission for approval. 6. STAFF UPDATES Ms. Weldon stated that at next month's meeting, there may be citizen comments regarding a potential community project item. 7. COMMISSION COMMENTS AND SUGGESTIONS There were no comments. NEXT MEETING The next regular meeting of the Glendale Arts Commission will be held on October 25, 2018 at 6:00 p.m. in the second floor Boardroom of the Glendale Public Library, 5959 W. Brown St., Glendale, Arizona, 85302. 9. ADJOURNMENT Chairperson Richards asked for a motion to adjourn.
