CALL TO ORDER 2. ROLL CALL Present: Carrie Richards, Chair Eva Ndavu, Vice Chair Thomas Cole, Commissioner Helen Fokszanskyj-Conti, Commissioner Absent: Bernadette Bolognini, Commissioner Mark Fast, Commissioner Cheryl Gangemi, Commissioner Also Present: Mojgan Vahabzadeh, Arts & Culture Program Manager Michael Beck, Chief Librarian Jana Weldon, Associate 3. CITIZEN COMMENTS There were no comments from the public. 4. APPROVAL OF THE MINUTES Motioned by Vice Chair Eva Ndavu, seconded by Commissioner Thomas Cole A motion was made by Vice Chair Ndavu to approve the minutes of the Arts Commission meeting of April 26, 2018, as written. Commissioner Cole seconded the motion which carried unanimously. AYE: Chair Carrie Richards Vice Chair Eva Ndavu Commissioner Thomas Cole Commissioner Helen Fokszanskyj-Conti Passed Motioned by Vice Chair Eva Ndavu, seconded by Commissioner Helen Fokszanskyj-Conti A motion was made by Vice Chair Ndavu to approve the minutes of the Arts Commission meeting of May 7, 2018, as written. Commissioner Fokszanskyj-Conti seconded the motion, which carried unanimously. AYE: Chair Carrie Richards Vice Chair Eva Ndavu Commissioner Thomas Cole Commissioner Helen Fokszanskyj-Conti Passed 5. NEW BUSINESS a. GALLERY 37 PROJECT FOR ELSIE MCCARTHY SENSORY GARDEN Mojgan Vahabzadeh, Arts and Culture Program Manager stated that as previously discussed, the City of Glendale is partnering with the WVAC to conduct a Gallery 37 project for the Elsie McCarthy Sensory Garden. The Arts Commission has approved funding in the amount of $15,000 for the Gallery 37 project. She opened the floor to the presenters, inviting them to discuss the project. Bernadette Carroll, Executive Director of the West Valley Arts Council; project master artists, Betsy Etchart and Lichen Frank; and a several students were on hand to present details about this summer project for 2018. The group made a PowerPoint presentation providing details about the project. Ms. Carroll stated she was very excited to begin this project with the city. She said they had about 40 applicants for the Gallery 37 program and of those 13 students were selected. She explained that these teens came from all over the Valley. The students explained that the project is in keeping with the mission of the Elise McCarthy Sensory Garden as a place where the visually impaired are invited to enjoy nature and art. The students on hand to present were Victoria Loving, Alonzo Mejia, Alyssa Brandley, Meghan Saneway and Melina Zuniga. Chairperson Richards asked when this project was scheduled to be completed. Ms. Carroll stated the completion date will be sometime by the end of 2018. They will wait until the summer months pass to work on site. She said that other aspects such as the concrete and shade structure are being worked on now. Ms. Vahabzadeh stated this project was also presented to the Parks and Recreation Commission and it was very well received. Chairperson Richards asked for a motion. Motioned by Commissioner Thomas Cole, seconded by Vice Chair Eva Ndavu A motion was made by Commissioner Cole to approve funding for the Gallery 37 Summer Arts Design project for the Elsie McCarthy Sensory Garden. CITY HALL LOBBY ART OPPORTUNITY Staff discussed possible ways to utilize the empty space to the left of the security desk in the City Hall Lobby. Ms. Vahabzadeh stated this might be a great opportunity to utilize the space to display art. She said the intent is to use this vertical space in a way that will not only beautify the lobby for those visiting City Hall, but also offer artists a space to showcase their work. Art for this space will be commissioned through the INFLUX Initiative. She said Glendale Public Art has participated in IN FLUX in the past, which is a Valley -wide, multi -city initiative to activate public spaces with original art installations by local artists. She said the call to artist will begin in August. C. VOTE TO VACATE THE JULY 2018 MEETING Staff requested the Arts Commission consider a vote to vacate the July 26, 2018 meeting of the Commission. Chairperson Richards asked for a motion. Motioned by Commissioner Helen Fokszanskyj-Conti, seconded by Vice Chair Eva Ndavu A motion was made by Commissioner Fokszanskyj-Conti to vacate the July 2018 Arts Commission Meeting. STAFF UPDATES Ur,date on Arts Program Policy Staff will be reviewing the city's Arts Program policies to see if any updates are needed. They will research and gather information on what other municipalities are doing locally and across the country. Once the research is complete, staff will present the updated policies to the Arts Commission for a vote. COMMISSION COMMENTS AND SUGGESTIONS Vice Chair Ndavu commented she was glad she and Commissioner Fokszanskyj-Conti were able to attend the Heroes Regional Park Library's Groundbreaking Ceremony. She said it was a great time and well -attended. Vice Chair Ndavu said she recently attended the Driftwood Quintet event at the Glendale Civic Center Annex. She said she thought it was a great performance and wished more people would have attended. 8. NEXT MEETING The next regular meeting of the Glendale Arts Commission will be held on September 27, 2018 at 6:00 p.m., in the Boardroom on the second floor of the Glendale Public Library, 5959 W. Brown St., Glendale, Arizona, 85302. 9.
