Phelps, City Manager From: Candace MacLeod, City Auditor Subject: Audit Follow-up: Glendale Fire Department Payroll Process An audit of the Glendale Fire Department’s (GFD) payroll process was conducted by the City Auditor’s Office in 2014. Subsequent follow-up audits were performed in August 2015, which identified five open items, and April 2017, which identified one open item. In December 2017, an additional follow-up was conducted to ensure action was taken by management on the outstanding recommendation relating to updating internal procedures for entering and approving payroll. We noted this item was addressed through the updating and approval of the applicable General Order in December 2017. Please contact me if you have any questions. Attachment cc: Michael D. GFD staff met with Human Resources staff to identify the issues with payroll transactions. Human Resources agreed with our plan to convert to the use of Telestaff and implement the migration into Peoplesoft. Human Resources approved the plan to have verbal counseling as the first step in addressing issues with employees. The Operations Chief is updated after every pay period of any accrual issues and low leave balances. The GFD has drafted General Order 104.08 (Time & Labor) which should receive approval from the Fire Chief by June 30, 2017. The Glendale Fire Department updated General Order 104.01, which was merged with General Order 104.08, on December 20, 2017. Closed
