Mayor Weiers proclaimed May 19 through May 25, 2019 as National Public Works Week in the
City of Glendale. Instituted as a public education campaign by the American Public Works
Association (APWA) in 1960, National Public Works Week (NPWW) called attention to the
importance of public works in community life.
Mayor Weiers said Public Works included programs and services such as land development and
flood control, environmental and facilities engineering, street design and maintenance,
equipment and facility maintenance, right-of-way beautification and graffiti removal, water and
sewer facilities, transportation and roadway systems, solid waste collection, and disposal. Public
Works personnel were among the first responders during emergencies and natural disasters,
often going above and beyond the call of duty to quickly maintain and restore needed City
services.

20. ORDINANCE NO. 019-41

Mr. Williams said the applicant was requesting to amend the existing West Pointe Estates
Planned Area Development (PAD). The original PAD allowed a maximum lot coverage of 45%
on single-family residential lots within the PAD. The proposed amendment to the PAD would
allow for a maximum lot coverage of 55% on single-family residential lots. Garrett-Walker homes
had been selected as the home builder for the project and the home products offered would not
meet the current maximum lot coverage standard of 45%.
Mr. Williams said the single-family residential portion of the PAD was comprised of 89
single-family lots, which were approved in a final plat in 2015 (FP15-02). Average lot size within
the development was approximately 6,849 square feet. Other than increasing the maximum lot
coverage for residential lots to 55%, no other development standards or existing PAD elements
were proposed to be changed with the amendment.

Mr. Williams said the Planning Commission conducted a public hearing on April 4, 2019. No
members of the public spoke in support or opposition of the request. The Planning Commission
unanimously recommended approval of the proposal.

21. ORDINANCE NO. 019-42

Mr. Beard said Stonehaven Residential JV, LLC, the developer of the new Stonehaven Planned
Area Development (PAD) located at the northeast corner of 91st Avenue and Camelback Road
was constructing new public roadways and associated improvements within the Montebello
Avenue and 87th Avenue alignments. The developer was dedicating the rights-of-way and
easements necessary for the City to maintain, operate, repair, replace and remove if necessary
the roadway, utility and other associated improvements. A small portion of land, approximately
1,050 square feet, was being dedicated by the City as the roadway alignment cuts through the
northwest corner of the City's Sunset Ridge Park. The corner of the park site was not developed
and there were no plans to develop that portion of the site.
Vice Mayor Clark asked if it was the practice of the City to dedicate right-of-way at no charge.
Mr. Beard said it was a unique situation. It was a small amount of land, approximately 1,050
square feet. He said there would be public benefit for the dedication.

Vice Mayor Clark did not believe that even though there was a minor public benefit, taking a
portion of a public amenity should not be done unless there was some form of gratuity for the
dedication.

22. ORDINANCE NO. 019-43
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AMENDING GLENDALE CITY CODE, CHAPTER 2, ARTICLE III, SEC. 2-54, TO
CREATE AN INDEPENDENT INTERNAL AUDIT PROGRAM AND AN AUDIT COMMITTEE.

Mr. Sweeney said the proposed ordinance would create an Independent Internal Audit Program
and an Audit Committee. The issue had been discussed at three workshops. Based on the
input from the workshop that morning, the following amendments were being made to the
proposed ordinance:
Section 2-54 (a) "and report final audit findings and recommendations to the directors"
Section 2-57 (E) "A majority of the committee's voting members shall constitute a quorum"
Section 2-58 (C) "Review and evaluate draft results of the independent, financial, contract
compliance, internal control and performance audits and forward the draft results to the
City Manager. Forward any final audit results to the City Council within thirty (30) days
receipt of the final audit results."
A motion was made by Councilmember Ray Malnar, seconded by Councilmember Ian
Hugh to adopt Ordinance No. 019-43 with the proposed amendments.
Councilmember Turner thought establishing an independent audit committee was wise,
prudent and would benefit the community. He was concerned that there were more members
of Council than members of the public on the committee. It should be the opposite and there
should be more qualified members of the community on the audit committee.
Councilmember Turner supported maintaining the current position of independent internal
auditor. He had not received a job description or list of qualifications for the proposed audit
program manager. The audit program was being changed but there were no provisions for
the handling of the ethics hotline. There could be several months of no audit committee or
audit program manager. The input he had received from the community had been to
recommend against the change.

Mr. Anaradian said state statute required a public hearing to introduce the public to the final Land
Use Assumptions (LUA) and the Infrastructure Improvement Plan (IIP). The LUA and IIP formed
the basis of the rationale for the Development Impact Fee (DIF) program. The plans were
founded on two principles that growth should pay its proportional share and the methodology
should be fair, transparent. defensible and sensible

RESOLUTIONS
25. RESOLUTION NO. R19-53
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, ENDORSING THE CREATION OF THE WILD HORSE RANCH COMMUNITY
IRRIGATION WATER DELIVERY DISTRICT.

Mr. Johnson said the proposed resolution would authorize the City Manager to support formation
of the Wild Horse Ranch Irrigation Water Delivery District (IWDD) through Maricopa County. The
proposed IWDD included the single-family residential properties bounded by portions of
Sunnyside Drive to the South, Cactus Road to the North, 59th Avenue to the West, and 57th
Avenue to the East.
Mr. Johnson said the City received a formal written request on March 8, 2019 from Glendale
resident Michael Bohannan, representative for the Wild Horse Ranch neighborhood, to pursue
Council approval to form an IWDD with Maricopa County. The City also received a copy of
consent documentation from Salt River Project (SRP)to the Board of Supervisors, for the
formation of said IWDD.
Mayor Weiers asked for an explanation of the benefit of forming an IWDD.
Mr. Bohannan said currently the subdivision had a voluntary maintenance fund for the irrigation
system and not all residents contributed to the fund. The system was beginning to deteriorate,
and it was necessary to establish a tax base to pay for repair and maintenance of the system.
Councilmember Malnar asked if the residents had been petitioned and what were the results.
Mr. Bohannan said that was a future step. If the City gave its support, the next step would be
approval from Maricopa County and then a vote by the residents for approval.

POWER DISTRICT FOR CITY IMPROVEMENTS ON 67TH AVENUE BETWEEN GLENDALE
AVENUE AND ORANGEWOOD AVENUE.

Mr. Beard said the proposed resolution authorized the City Manager to accept a Property Use
License from Salt River Project Agricultural Improvement and Power District (SRP) for the right
to install driveways, sidewalks, paving, curbs, gutters and manhole adjustments over SRP
irrigation pipes, as part of the the improvements to 67th Avenue from Glendale to Orangewood
Avenues (project 161742). Staff recommended accepting the Property Use License from SRP.

27. RESOLUTION NO. R19-55
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, ADOPTING A TENTATIVE BUDGET OF THE AMOUNTS REQUIRED FOR THE
PUBLIC EXPENSE FOR THE CITY OF GLENDALE FOR THE FISCAL YEAR 2019-2020;
SETTING FORTH THE REVENUE AND THE AMOUNT TO BE RAISED BY DIRECT
PROPERTY TAXATION FOR THE VARIOUS PURPOSES; ADOPTING CITY COUNCIL'S
FINANCIAL POLICIES; AND GIVING NOTICE OF THE TIME FOR HEARING TAXPAYERS
AND FOR FIXING TAX LEVIES.

Ms. Bower read the resolution by title.
Ms. Rios said the proposed resolution authorized the adoption of the Fiscal Year 2019-2020
(FY19-20) Tentative Budget, including the proposed Capital Improvement Plan (CIP) and gave
notice of the date for public hearings on the following items:
The FY19-20 Final Budget and property tax levy on June 11, 2019 at 5:30 p.m. in the
Council Chambers;
The FY19-20 property tax levy adoption on June 25, 2019 at 5:30 p.m. in the Council
Chambers

Ms. Rios said the proposed Tentative Budget for FY19-20 was $736 million and included an
operating budget of$430 million, a capital improvement budget of$181 million, a debt service
budget of$87 million, and a contingency appropriation of$38 million. The budget did not include
an increase to the primary property tax rate.
A motion was made by Councilmember Ray Malnar, seconded by Councilmember Lauren
Tolmachoff to adopt Resolution No. R19-55.
Councilmember Turner said the adoption of a budget was more than just the allocation of
dollars to departments. In the proposed budget, new positions were being created. He had
yet to receive job descriptions for two deputy city manager positions which would provide
information regarding the qualifications, objectives and performance standards required for
the positions.
Councilmember Turner said it was also important to safeguard taxpayer funds. He did not
believe the change to the Audit Program would do that. For those reasons, he would be
voting no.
Mayor Weiers said the City was doing an outstanding job and was heading in the right
direction. There were questions that people would like answered but overall the City was on
an incredible trajectory.

A motion was made by Vice Mayor Joyce Clark, seconded by Councilmember Lauren
Tolmachoff to hold the next regularly scheduled City Council workshop on Tuesday, May 28,
2019 at 12:30 p.m. in the City Council Chambers, to be followed by an executive session
pursuant to A.R.S. 38-431.03.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Tolmachoff reminded Cholla residents of the Cholla District meeting on June 5th at the
Foothills Recreation and Aquatics Center from 5:30 p.m. to 7:30 p.m. The topic was Summer Safety.
Vice Mayor Clark invited everyone to attend the grand opening of the Heroes Park Branch Library on
Saturday, May 18th at 9:00 a.m.
