CALL TO ORDER
The meeting was called to order at approximately 5:00 p.m.
ROLL CALL
Commissioners Present: Commissioners Crow, Harper, Lenox, Wilfong, Froke (arrived at
5:17pm), and Acting Chairperson Hirsch were present.
Commissioner Absent: Commissioner Moreno.

WORKSHOP ITEM:
ZTA19-XX - COMMISSION INITIATIVE FOR ZONING TEXT AMENDMENTS FOR
FLAGPOLE REGULATIONS, MEDICAL MAMJUANA INFUSION FACILITIES,
MOBILE HOME SUBDIVISIONS,OFFICE DISTMCTS AND
SCRIVENERS/TYPOGRAPHICAL ERROR CORRECTIONS - DAVID WILLIAMS,
AICP, PLANNING ADMINISTRATOR
Thomas Ritz, AICP, Senior Planner, presented this item. He said this is a request for the Planning
Commission to initiate a Zoning Text Amendment for flagpole regulations, medical marijuana
infusion facilities, mobile home subdivisions, office districts and scriveners/typographical error
corrections.
Mr. Ritz stated the Planning Commission must decide whether to initiate the requested Zoning
Text Amendment. In doing so, the Commission should consider whether or not a public purpose
would be served.
At the May 17, 2016 City Council Workshop, M^ayor Weiers identified a Council Item of Special
Interest requesting for staff to research flagpole regulations and standards be reviewed for
residential and commercial properties. Staff initially presented this topic at the City Council
Workshop on September 20, 2016. At the August 15, 2017 City Council Workshop, City Council
provided guidance to proceed with the 5 items included in the attached proposed ordinance
(flagpoles, medical marijuana infusion facilities, mobile home subdivisions, office districts, and
other typographic issues). He noted that other items for a proposed Zoning Text Amendment
discussed at that Workshop did not achieve Council consensus and are not included in today's
Zoning Text Amendment.
Mr. Ritz stated the Planning Administrator has requested one amendment to this proposed text
amendment to place a three-year limit on the length of time that a flagpole can be at a model home
complex. He stated that it is similar to the permitting process required in the city of Phoenix and
staff feels that was a reasonable recommendation. He said the Planning Commission should
initiate the request.
Acting Chairperson Hirsch asked for questions.
Commissioner Lenox asked if they were to sell the house, does the flagpole sell with it. Mr. Ritz
replied no. He said that as part of the model home complex requirements, the house has to be
completely turned back into residential as represented in the approve subdivision. He said
ever^hing has to be stripped including parking spaces, walkways and office space for it to be sold.
Acting Chairperson Hirsch inquired as to the change regarding residential and car dealers. Mr.
Ritz stated there was no change in residential but there was change to commercial. The change is
going from the current requirement of matching the height allowed in the district to 60 feet.
Commissioner Harper inquired as to a medical marijuana facilities item with distance requirements
from schools. Mr. Williams stated that item is not yet ready to come before the Commission for
consideration.
Acting Chairperson Hirsch noted he will continue to be a dissenting vote on the marijuana issue.
He recognizes this was a voter-approved issue. However, in his view, they should also be in
compliance with federal law, which they are not. Therefore, he will continue to have a problem
with the marijuana issue until this relationship with the state and federal government is addressed.
The Planning Commission moved to initiate Zoning Text Amendment ZTA 19-01 in preparation
of a future public hearing.
ZTA19-XX - COMMISSION INITIATIVE FOR A ZONING TEXT AMENDMENT
RELATING TO LUKE 303 SPECIAL DEVELOPMENT STANDARDS - DAVID
WILLIAMS, AICP, PLANNING ADMINISTRATOR
David Williams, AICP, Planning Administrator, presented this item. He stated this is a request for
the Planning Commission to initiate a Zoning Text Amendment to create the Loop 303/Luke Air
Force Base (AFB) Area Employment Overlay.
Mr. Williams stated the Planning Commission must decide whether to initiate the requested
Zoning Text Amendment. In doing so, the Commission should consider whether or not a public
purpose would be served. As a component of Economic Development efforts, the City desires to
encourage the development of employment, industrial and similar land uses in the area along the
Loop 303 Corridor and surrounding Luke AFB. The area affected would include properties within
the City ofGlendale corporate limits, west ofDysart Road and areas that would be annexed in the
future.
He explained the proposed Loop 303/Luke AFB Area Employment Overlay, if adopted, would
permit building heights up to 80 feet, floor area ratios up to 0.6 and parking requirements for M-l
and M-2 industrial uses at a rate of one space per 2,000 square feet of industrial use. Additional
setbacks from residential uses would be required along with compliance with the Luke Compatible
Land Use Area as described in the Glendale General Plan. He indicated staff had an initial meeting
with Luke to discuss this request and receive their input. He noted the Planning Commission
should initiate the request.
Acting Chairperson Hirsch asked for questions.
Commissioner Harper noted he was glad staff had met with Luke Air Force since that was his first
concern. Mr. Williams agreed. He explained that after meeting with them, staff had to modify a
few items regarding heights. He stated a neighborhood meeting is planned for next week. Staff
will report any feedback from that meeting regarding this proposal.
Commissioner Wilfong noted that Luke Air Force Base was very important to the city. He was
glad the city is working closely with them on this issue. He suggested that whatever Luke
recommends, staff should consider exceeding it in order to make them feel comfortable.
Commissioner Froke inquired as to the Maricopa Association of Governments study. Mr. Ritz
explained the study which was a growth management plan with five major elements. Mr. Williams
added many new jobs would be coming to Luke AFB due to the new F35. He said there would be
coordination with Luke regarding this effort.
Acting Chairperson Hirsch said modern, commercial, industrial facilities no longer need parking
for as many employees as previously needed due to factors such as automation, artificial
intelligence, etc. He suggested the city look into the nearby, large parking lots that are available
for additional space.
The Plaiming Commission moved to initiate Zoning Text Amendment related to Loop 303 Luke
Area Employment District (ZTA19-XX) in preparation of a future public hearing.
ZTA19-XX - COMMISSION INITIATIVE FOR A ZONING TEXT AMENDMENT
RELATING TO ADAPTIVE REUSE AND INFILL PROJECT - DAVID WILLIAMS,
AICP, PLANNING ADMINISTRATOR
David Williams, AICP, Planning Administrator, presented this item. He said this is a request for
the Planning Commission to initiate a Zoning Text Amendment related to infill and adaptive reuse
development in the City of Glendale. The Planning Coinmission must decide whether to initiate
the requested Zoning Text Amendment. In doing so, the Commission should consider whether or
not a public purpose would be served.
Mr. Williams stated that as a component of Economic Development efforts, the City desires to
encourage infill development and adaptive reuse of existing developed properties in the City. The
proposed amendments to various sections of the Zoning Code relate to proposed benefits for
qualifying infill and adaptive reuse development projects. Infill projects must be located in the
central part of the City and, if qualified, will have specific benefits related to required parking,
landscaping, site design and similar items. In addition, adaptive reuse projects may be located
anywhere within the City, however, it must also qualify in order to obtain benefits from the
proposed program. He explained that proposed benefits relate to required parking, landscaping,
building design and other required improvements.
He indicated the purpose of the amendments is to encourage infill and adaptive reuse projects
within the City of Glendale. He said the Planning Commission should initiate the request. He
explained that there is nothing available to put out publicly on this item; however, they would like
to get started looking at opportunities. He added they will be working with other departments
including the city manager on this project. He explained this item will be on hold and may not
return for a few months.
Acting Chairperson Hirsch asked for questions.
Commissioner Wilfong recommended initiating a turn in lane when developing infill projects
located next to busy streets. He stated this should be a stipulation for the developer or applicant
on this project.
The Planning Commission moved to initiate Zoning Text Amendment related to Infill and
Adaptive Reuse (ZTA19-XX) in preparation of a future public hearing.
ZTA19-XX - COMMISSION INITIATIVE FOR A ZONING TEXT AMENDMENT
RELATING TO SOBER LIVING HOME REGULATIONS - DAVID WILLIAMS, AICP,
PLANNING ADMINISTRATOR
David Williams, AICP, Planning Administrator, presented this item. He said this is a request for
the Planning Commission to initiate a Zoning Text Amendment related to sober living homes in
Glendale.
The Planning Commission must decide whether to initiate the requested Zoning Text Amendment.
In doing so, the Commission should consider whether or not a public purpose would be served.
Mr. Williams commented on the concerns Sober Living Home facilities have on the residents and
neighborhoods. He said the city was working to limit the amount of facilities in one area. Staff is
also working to have them regulated and licensed since many are not. He stated the proposed
amendments to various sections of the Zoning Code would relate to the definition of sober living
homes and place controls on the number and locations of such facilities in a manner consistent
with Federal and State laws. Sober living homes will be regulated similarly to Group Homes in
the Zoning Code. He noted the intent is to provide reasonable protections for neighboring
residential properties while allowing such group homes as required by Federal law. He said the
Planning Commission should initiate the request.
Acting Chairperson Hirsch asked for questions.
Commissioner Wilfong asked if this had anything to do with Assisting Living Homes. Mr.
Williams responded no.
Commissioner Wilfong asked if the city will have to monitor them for now. Mr. Williams
responded yes.
The Planning Commission moved to initiate Zoning Text Amendment related to Sober Living
Homes (ZTA19-XX) in preparation of a future public hearing.
REPORTS AND COMMENTS
Acting Chairperson Hirsch said he would like to hear more information on opportunity zones for
Manistee Ranch and opportunity zones throughout Glendale. He would like to know more about
these zones and how they work.
NEXT MEETING
The next workshop of the Planning Commission is scheduled for Thursday, February 7, 2019 at
5:00 p.m.
