Mayor Renner called the Workshop Session of the GlendaleCityCounciltoorderintheWorkshopRoom, B-3, in theGlendaleCouncilChambers. Council members present were: Bellah, (arrived late) Huffman, Hugh, McAllister, Scruggs andTolby. Members Absent: None. Also present were Martin Vanacour, City Manager; GordonL. Pedrow, Assistant City Manager; David Pennartz, Deputy City Attorney and Linda Ginn, Deputy City Clerk. WORKSHOP SESSION Mayor Renner announced that Council would take the next item first; out of agenda order. 1. UPDATE: 1990 DIMENSION CABLE THUNDERBIRD BALLON CLASSIC Staff presenters: Tim Ernester, Deputy City Manager, Community Services Staff reported that very early information and preliminary numbers said there was substantially more people attending this year's races than last year. Staff thanked all the volunteers that helped during the races this year and thanked everyone for attending. This item is for information only. Assistant City Manager Pedrow introduced Ms. Barbara Ohlert the new City Auditor and Mr. William McCool the new Court Administrator. 2. GREATER PHOENIX ECONOMIC COUNCIL UPDATE Other presenters: Ioanna Morfessis Dr. Roy Herberger Dr. Herberger stated that GPEC had been a very effective mechanism to secure resources that will be of benefit to each organization that is involved. Dr. Herberger said he thinks that Glendale is very well represented in the processes but does think that the uniquenesses of the educational systems in Glendale should be brought out for Glendale's benefit. He said that ASU West, Glendale Community College and AGSIM being in this area make it a particularly gifted area in terms of education. Ms. Morfessis stated that last year GPEC had a material role in assisting twelve companies in locating in this region. She said that these companies generated eleven 65 million dollars in new annual revenues for the county and forthemembercommunities. Ms. Morfessis stated that more than half of thecompanieslookingtorelocatearemanufacturingandresearch/development. She said this says a lot for this areainthatitisstillviewedasamanufacturingcenter, i.e. lower cost operating center with a fairly productive workforce. She said that California is the largest source forcompanieslookingtorelocate/expand. Ms. Morfessis said that GPEC's goals for 90-91 are topromoteregionaleconomicdevelopmentcooperation, build a strong business climate and promote a strong image for greater Phoenix, qualify and assist new companies to locate here and to build a strong, effective organization. Ms. Morfessis said that GPEC's priorities were determined through consensus by all of the economic development representatives from each community who is a member of GPEC. She said the geographic areas with whom GPEC would target their publicity would come primarily from the California, Baltimore, Washington D.C. corridor, and Chicago in the Midwest. GPEC's marketing goals are to provide 7500 business contacts, cultivate 150 qualified prospects and assist the communities in locating 50 companies in the area. Ms. Morfessis detailed the financing arrangements for GPEC. She said that in the beginning they had proposed that GPEC receive one third their funding from the county, municipalities and private sector. However, she said that this year they are planning to get almost half of their funds from the private sector. This item is an update to the Council for their information. 3. REZONING APPLICATION Z-90-28: 5902 W. GARDENIA AVENUE Staff presenters: Bob Coons, Planning Director Jerry Swanson, Deputy City Manager, Community Development Staff stated this request is to rezone an 18,750 -square -foot parcel from R1-6 (Single -Family Residential) to C-0 (Commercial Office). The request is in conformance with the General Plan designation of Limited Office. There is no specific use proposed at this time in conjunction with this rezoning request. On August 9, 1990, the Planning and Zoning Commission unanimously recommended approval of this request, subject to six stipulations. The stipulations are intended to protect the existing neighborhood to the west, and to eliminate the encroachment of commercial office zoning, further west into theneighborhood. A written protest to this rezoning request was submittedtotheMayor's office on September 8, 1990. The protestconstitutesmorethan20percentofthepropertyownerswithin150feetoftheproperty. Therefore, a favorable voteofthree-fourths of all members of the City Council will benecessarytoapprovetherezoning. On September 10, 1990, staff conducted a neighborhood meeting with Councilmember BobHuffman. All property owners within 300 feet were notifiedofthisneighborhoodmeeting, and approximately eightneighborsattended. The purpose of the meeting was to inform the neighbors of the proposed rezoning and the staff recommendation and stipulations. A public hearing on this rezoning application before the City Council is scheduled for November 27, 1990. Councilmember Huffman stated he does not think the time is right to allow business to encroach into a residential neighborhood and especially such an established old-time residential area. Councilmembers McAllister and Scruggs both reiterated they did not support turning this parcel into office property and ruining the residential character of the neighborhood. This item will be on the November 27th Council agenda for formal conderation. 4. INTERGOVERNMENTAL REPORT Marion Porch, the Intergovernmental Liaison, briefed the City Council on state and federal legislative issues and related matters. This item is for information only.
