Mayor Renner called the Workshop Session of the GlendaleCityCounciltoorderintheWorkshopRoom, B-3, in the GlendaleCouncilChambers. Council members present were: Bellah, Huffman, Hugh, McAllister, Scruggs and Tolby. Members Absent: None. Also present were Martin Vanacour, City Manager; Gordon L. Pedrow, Assistant City Manager; Peter Van Haren, City Attorney and Linda Ginn, Deputy City Clerk. WORKSHOP SESSION 1. DEVELOPMENT PLAN APPLICATION 90-0098 (ARROWHEAD MALL) City staff briefed Council by stating this request is for Development Plan approval of the Arrowhead Mall at 7700 West Bell Road. City Council approval is required for this development as a stipulation of Z-89-09. The mall includes: six anchor department stores, totaling 858,000 square feet; smaller retail areas, totaling -353,000 square feet; and: 213,000 square feet of walkways, open public areas, offices, and other service areas. Total building area is 1,424,000 square feet. The six anchor department stores will not be built byWestcorPartners. They will be designed in accordance to design guidelines. The Community Development Group has reviewed the site plan, elevations, conceptual landscape plans, bicycle/pedestrian plans, and other related conceptual plans for the mall. These plans were also available for review by neighbors and other interested parties at an "open house" at the Foothills Public Safety Facility on May 12, 1990. There were no significant concerns raised at that open house which would affect approval of this project. Representatives of Westcor presented renderings and summarized the project by stating that the mall will have major entrances near the middle of the project on both the south and north sides. There will also be three large interior plaza areas and a food court area. All interior areas will have considerable natural lighting from special windows. The bicycle plan, pedestrian access and equestrian trail were illustrated to the Council. Westcor staff also explained and detailed the landscaping plan that is proposed for the project. 33 Mr. Don Karner and Ms. Kathie Krushinsky, representativesofsurroundingresidentgroups, were present and stated theirsupportforthedevelopmentplanaspresented. Mr. Karner didregisterconcernwiththeomissionofsomelandscapebufferingfeaturesfromtheproposedimprovementdistricttobeformedinconjunctionwiththisproject. Staff stated that theimprovementdistrictplanthatisavailableatthepresenttimeisverypreliminaryanddidcontainseveralomissionsthatwouldbecorrectedwhenthefinalimprovementdistrictisformed. This item will be on tonight's Council agenda for formalaction. 2. STORM DAMAGE Mr. Ken Reedy, Deputy City Manager Public Works, briefed Council on some of the storm damage that was done in last week's storms. He said that Glendale appeared to be the hardest hit area within the Valley and that the area of 47th and Maryland, in particular, was pretty severe. Mr. Reedy said that even though the City has implemented several new detention basins and storm drains, the volume of rain that the area received over the period of time was far too much for some of them to handle. The ground was so saturated after the first rain that the next couple of rains could not be absorbed and caused the flooding in several areas. ftr Council discussed some of the preventative measures that could be implemented to alleviate future flooding. A suggestion was made that the citizens in afflicted areas could be informed on methods of how to do some preventative berming in order to stem potential flooding. The Mayor and Council thanked staff for the excellent job they had done in providing emergency service during the recent flooding. This item is for information only.
