Mayor Renner called the Workshop Session of the GlendaleCityCounciltoorderintheWorkshopRoom, B-3, in theGlendaleCouncilChambers. Council members present were: Bellah, Huffman, Hugh, McAllister and Tolby. Member Absent: Scruggs. Also present were Gordon L. Pedrow, Assistant CityManager; Peter Van Haren, City Attorney and Linda Ginn, Deputy City Clerk. WORKSHOP SESSION 1. REGIONAL PUBLIC TRANSPORTATION AUTHORITY PRESENTATION ON REGIONAL PLANNING Ms. Deborah Linehan, Director of Strategy and Programs for the Regional Public Transportation Authority provided Council with an overview of the process that is melding the various local transit plans into one regional plan. She discussed the role of the Citizens Advisory Committee saying that the CAC consists of 110 citizen members, about half of whom were involved in developing local transit plans in their communities. The CAC members come from a wide range of community-based organizations representing such diverse interests as business and economic development, senior and disabled citizens, higher education, organized labor, bicyclists, highway users and homeowner and resident associations. The group is chaired by Tim Bray, who served as Chairman of Scottsdale's Transit Plan Citizens Committee. Bray is assisted by Vice -Chairs Eva Patten, Chairman of the Tempe Transportation Committee and Pat Cantelme, Chairman of the Phoenix Citywide Transit Committee. Ms. Linehan attributed the planning program's success to being citizen based as opposed to citizen reactive. Ms. Linehan stated that the CAC members have formed subcommittees and will address such issues as bus, custom transit, rail transit, finance, community education and ridership promotion and transit related policies. Ms. Linehan briefed Council on the issues raised by the new transportation legislation. This item is for information only. 21 2. REOUEST FOR PROPOSAL 90-20 - TOWING SERVICEMr. Van Haren, City Attorney, advised the Council thathisofficehadjustreceivedaletterofprotestonthisbidandsuggestedtablingthisitemtoafutureworkshop. He said that even though the contract had expired, theexistingvendorhadagreedtocontinuesupplyingtowingservicesuntilanewcontractisawarded. This item will be brought back to Workshop session inearlySeptember. 3. INTERGOVERNMENTAL REPORT Marion Porch, the Intergovernmental Liaison, briefed the City Council on state legislative issues and related matters. This item is for information only.
