Vice Mayor Hugh called the Workshop Session of theGlendaleCityCounciltoorderintheWorkshopRoom, B-3, intheGlendaleCouncilChambers. Council members presentwere: Bellah, McAllister, Scruggs and Tolby. MembersAbsent: Huffman and Renner. Also present were Tim Ernster, Deputy City Manager; Peter Van Haren, City Attorney and Linda Ginn, Deputy City Clerk. WORKSHOP SESSION 1. COMMUNITY PROGRAM IN CONJUNCTION WITH FORD MOTOR COMPANY Chief Forry prefaced the explanation of the program by stating he was very excited about this program in that it promotes one of the aspects he supports; community policing. He said he also supports this program because it promotes a partnership between the police department and the business community, namely Sanderson Ford. He stated that the third reason he supports this program is because it was brought to him by a line level employee and helps promote police morale. John Singleton, Accident Investigator and originator of the program, stated that he had been in law enforcement about 12 years and two of the inherent characteristics of young drivers are their love of fast, colorful, glamourous cars and an unceasing resistance to authority. He said that staff had designed a program that hopefully would bridge that gap. Operation Safe Streets" is a program designed to educate the motoring public about traffic safety issues and encourage safe driving behavior. The program is targeted at the 16-24 year old age group. The program will consist of drag race" equipped vehicles donated by the Ford Motor Company and Sanderson Ford. These vehicles will be used primarily as visual aids to the program, but will also be used in actual drag races held at the Firebird Raceway on Friday nights. The theme of the program will be "Drag racing at a properly authorized drag strip is legal. Illegal street racing on the roadways is lethal!" The motto for the program will be "Be legal, not lethal". The program will also incorporate other traffic safety issues such as Seat Belt Safety; Driving While Impaired; and Bicycle Safety. The Ford Motor Company has agreed to participate in this program and will provide vehicles and equipment as support to the program. 192- Police Department employees, volunteering their time, will develop a team to promote, race and maintain thevehicles. The Ford Motor Company has agreed to donate thevehiclesalongwithreplacementparts, maintenance materials, assistance from their mechanics and the use of theirfacilitiestomaintainthevehicles. All participants inthisprogramwillberequiredtocompleteadrivertrainingprogram. Vice Mayor Hugh asked Mr. Singleton how they happened togetaffiliatedwithSandersonFord. Mr. Singleton repliedthatthroughcontactsatFirebirdRaceway, Mr. Kimmerle ofSandersonFordwasrecommendedbecauseheisverycommunity minded. Mr. David Kimmerle of Sanderson Ford stated that he was very excited and supportive of the program because it is so positive. He said he also felt it might be a way of breaking through to the young people and opening the lines of communication. Councilmember Tolby stated that he, too, was very excited about the program and said that the best way to get a message across to young people is to get their attention first. He feels that these cars will be an excellent way to do that. He also complimented Mr. Kimmerle for getting involved and supporting the program. Chief Forry stated that they had checked with the City Attorney's office and the Risk Management department and were informed the program is fine liability wise. This item will be placed on a future Council agenda for formal consideration. 2. FOURTH OF JULY CELEBRATION Recreation staff briefed Council by stating that the City of Glendale's family style Fourth of July Celebration will take place on Wednesday, July 4, 1990. The event location is the stadium at Glendale Community College, 6000 West Olive Avenue. This year's event will begin at 6:30 p.m. and continue until approximately 9:30 p.m. Igor's Cowboy Jazz Band will provide musical entertainment. Other groups performing will be The Sundance Cloggers, Arizona Aerials, and The Skylight Drill Team. Staff also stated that a group of four, F -16's will perform a fly -over at 7:15 p.m. A variety of refreshments will be available from the eight non-profit vendors. Staff stated that they had cut down on the ground display fireworks and put money toward more aerial fireworks. 193- The former item is for information only. 3. THUNDERBIRD PASEO PROJECT UPDATEValleyCrestLandscapingbegan construction on February20, 1990. The U.S. Corps of Engineers, project managers forthePaseo, has informed the city that the contractor hascompleted17percentoftheproject. There have been someminordelays, because of water in the channel, but none thattheCorpsbelieveswillimpactontheestimatedcompletiondateofNovember15. Staff showed Council a brief, four -minute video portraying the construction in progress in the Paseo. Work completed or in progress includes repairing the eroded areas, rough grading of parking areas and bicycle path, installing of the concrete low flow channel, laying the main irrigation lines, etc. This item is for information only.
