Mayor Renner called the Workshop Session of the GlendaleCityCounciltoorderintheWorkshopRoom, B-3, in theGlendaleCouncilChambers. Council members present were: Bellah, Falbo, Huffman, Hugh, McAllister, and Tolby. MembersAbsent: None. Also present were Martin Vanacour, City Manager; GordonL. Pedrow, Assistant City Manager; Peter Van Haren, City Attorney and Linda Ginn, Deputy City Clerk. WORKSHOP SESSION 1. 1989 ANNUAL WATER USE AND GROUNDWATER WITHDRAWAL REPORT Mr. Vanacour introduced this item by saying that staff was present to brief Council on the accomplishments of the City in water use and groundwater withdrawal. Mr. Vanacour stated that he felt that the City was doing as much if not more than most cities in order to meet the groundwater standards set by the Department of Water Resources. Mr. David Iwanski, City Water Resources Director, reported to Council that significant progress in water resource development and conservation continues to be made, as evidenced by: a) a one gallon per person, per day (1 GPCD), reduction in water use in a year where record temperatures of extended duration and low precipitation were realized; b) a six percent (6%) reduction in groundwater pumping as compared to calendar year 1988; and, c) a stabilization in the lost and unaccounted for water total. He further stated that during 1989, City staff was also more active in attempting to work with multi -family developments and large turf facilities in improving site-specific water management practices. (See attached report). Mr. Iwanski reported that the council needs to be aware that the continued reduction in groundwater pumping will probably not occur in calendar year 1990. He said the reasons are: (1) without the increased treatment capacity at Pyramid Peak the city will not be able to use their full CAP allotment of 14,000+ acre feet and (2) because the SRP reservoirs are about 40% of normal capacity, water will have to be pumped to meet SRP delivery demands met. He stated in light of these two items, the city will re -focus from 156- reducing groundwater pumping to becoming even more pro -activewithwaterconservationtoseeifthecitycancontinuetoimproveit's water management practices.
