Mayor Renner called the Workshop Session of the GlendaleCityCounciltoorderintheWorkshopRoom, B-3, in theGlendaleCouncilChambers. Council members present were: Bellah, Huffman, Hugh and Tolby. Members Absent: Falbo andMcAllister. Also present were Martin Vanacour, City Manager; GordonL. Pedrow, Assistant City Manager; Peter Van Haren, City Attorney and Linda Ginn, Deputy City Clerk. WORKSHOP SESSION 1. IRRIGATION PROPOSAL Staff briefed Council by stating the City has received an Irrigation Proposal for contracting water delivery during the 1990 irrigation season. The proposal has been evaluated and meets City's minimum requirements as stated in the Irrigation Request for Proposal. The irrigation proposal came in at a cost of $78,500 and was submitted by Salt River Irrigation. The company is a reputable company with several years of experience in irrigation. The cost of the irrigation proposal ($78,500) represents an unbudgeted expense but the contractual service does offer the City significant advantages. If the irrigation proposal is accepted three positions would be frozen resulting in permanent savings of $64,251. Three other positions would be absorbed by the Right -of -Way Division resulting in a net gain of 2,784 man hours or the equivalent of 1.33 positions. Pending a future Request for Proposal for maintenance/repair of irrigation lines, a full time position would be dedicated to irrigation line repair. This position would also monitor the contract and act as liaison to Glendale residents. Additional personnel will be provided as needed for situations requiring major repairs. The savings from the three frozen positions would offset a major part of the irrigation proposal and result in a net increase of $12,549. The net gain in employee man hours would be reflected in policing right of ways, mowing of right of ways, trimming trees in right of ways, cleaning alleys and landscape renovation. 154- Staff also assured Council that the same level ofservicethathadbeenhistoricallyprovidedwouldbemaintainedwiththiscompany. Mayor Renner asked staff if this company had anyaffiliationwithSaltRiverProject. Staff repliednegatively; they are a free-standing, private business. Mayor Renner asked if the same level of personal, individual contact would be maintained with the citizens. Staff replied that the city will go out with this company onthefirstcoupleofirrigationsandsupervisorsfromthecitythatarefamiliarwiththesystemwillmaintainaliaison with Salt River Irrigation throughout the season. Staff also stressed that individual problems would be initially addressed by city employees who in turn will introduce the contractors to the citizens. Council suggested that staff check all the references listed by the contractor to ensure that the company is totally prepared and capable. Staff replied that they were aware of this particular company's record and capability and highly recommended Council approving them for the contract. Councilman Huffman strongly suggested that some type of communication be done to let the citizens that will be affected know about the impending change in service. He said he felt that this would alleviate any uncertainties or misconceptions that they might have when the change is made. He suggested a letter or a meeting would be appropriate. Councilman Hugh asked staff if the contractors would be in some type of uniform or otherwise identifiable to the citizens. Staff replied negatively. Discussion ensued and Council suggested that for security purposes, some type of I.D. be provided and worn by the contractors at all times. Mayor Renner directed that after a decision is made by Council, Public Information provide plenty of publicity to keep the citizens abreast of the change. This item will be placed on the earliest possible Council agenda for formal consideration. 2.
