Mayor Renner called the Workshop Session of the GlendaleCityCounciltoorderintheFourthFloorConferenceRoom, in the Municipal Complex. Council members present were: Bellah, Falbo, Huffman, Hugh, McAllister, and Tolby. MembersAbsent: None. Also present were Martin Vanacour, City Manager; Gordon L. Pedrow, Assistant City Manager; Peter Van Haren, City Attorney and Esther Raasch, Senior Secretary. WORKSHOP SESSION 1. CITY OF GLENDALE CIVIL DEFENSE PROGRAM Staff briefed Council by stating this item was presented to the Budget and Finance Committee on January 25, 1990. Staff received direction to examine the requirement procedures, and financial arrangements for the City of Glendale to conduct it's own Civil Defense Program. A staff review was conducted of the many issues facing the Glendale Fire Department. A concern was noted regarding the cost effectiveness of the current Civil Defense Program. After extensive research it was concluded that Fire Department staff could not only provide the necessary Civil Defense efforts, but could also upgrade the Emergency Operation Center for less money than the city is paying Maricopa County. Approximately $210,000 in federal funds was provided in 1989 to support local emergency planning in Maricopa County. These funds are directed to the State Office of Emergency Services which allocates the funds to the agency responsible for coordinating emergency preparedness. The current agency receiving these funds is the Maricopa County Civil Defense. The City of Glendale has the ability to provide this service itself and thereby qualify for federal funding. The City of Glendale's assessment for 1990-91 is $17,500. This amount can be matched by the Federal Emergency Management Agency (FEMA). To be eligible for local funding, it will be necessary for the City of Glendale to terminate its 1966 joint civil defense and disaster agreement with Maricopa County which provides for both the city and federal supporting funds to be used by the County Office of Civil Defense on behalf of the City of Glendale. This agreement 152- also requires notification to the County by April 1, 1990, ifwearetoterminatetheagreementbyJuly1. If a decision is made to assume responsibilities forCivilDefensepreparedness, the Glendale Fire Department willcoordinatethecivildefenserequirementsfortheCitywithassistancefromotherdepartmentswhohavearoleincity-wide disaster operations and the Emergency OperationCenter. The cities of Tempe, Chandler, Mesa and Phoenix are alsoconsideringtakingovertheirowncivildefenseprogram. Thedecisionwillbedecidedbytherespectivecitycouncils. Chief Nunes briefly provided a past history of the Civil Defense Program. He advised that the City of Glendale can qualify for matching funds by itself and provide it's own program at one-half of the cost the city pays Maricopa County thus, providing better services for Glendale at a lower cost. This item will be placed on the April 3rd Council agenda for formal consideration.
