Mayor Renner called the Workshop Session of the GlendaleCityCounciltoorderintheWorkshopRoom, B-3, in theGlendaleCouncilChambers. Council members present were: Bellah, Falbo, Huffman, Hugh, McAllister, and Tolby. MembersAbsent: None. Also present were Martin Vanacour, City Manager; GordonL. Pedrow, Assistant City Manager; Peter Van Haren, City
Attorney and Linda Ginn, Deputy City Clerk.
WORKSHOP SESSION
1. ALTERNATIVE EXPENDITURE LIMITATION (HOME RULE OPTION
Staff briefed Council by stating that Arizona State law
requires an election every four years which sets the option
for determiniation of the city's budget process for the
succeeding four years. Glendale voters overwhelmingly
approved the Alternative Expenditure Limitation option in
1982 and 1986. Staff continued by stating there was a
citizens committee appointed that went through and looked at
all the departments through a series of public meetings with
the final outcome to recommend to the Council to place the
issue on the ballot for March 20, 1990.
Ms. Lavergne Behm, City Clerk explained the AEL process
in terms of the electoral requirements stating that the
publicity pamphlets were in the mail. The next step will be
the election and then the canvass of votes. She continued
that she had distributed a publicity pamphlet to the Auditor
General and said that after the election she would send the
results to them as required.
Mayor Renner thanked all who had participated on the AEL
committee.

2. APPEAL OF GENERAL PLAN AMENDMENT GP -89-07: 6691 WEST
THUNDERBIRD ROAD
Staff briefed Council by stating that this is a request
to amend the General Plan from Residential: 1-2.5 units per
acre and 8-12 units per acre to Shopping Center and General
Office on 19.7 acres. The northerly 13.5 acres are proposed
as Shopping Center and the southerly 6.2 acres are proposed
as General Office. No specific development is proposed in

conjunction with the request. General Plan amendments shouldbereviewedinabroadercontextthanarezoningrequest. There are a number of issues to be discussed such as: amountofcommerciallandinthearea, traffic generation, what willlikelybebuiltandtiming, question of conservingresidentialareas, master planning of adjoining property, etc. The Mayor and City Council will be hearing an appeal ofthePlanningandZoningCommission's action (GP -89-07) at apublichearingscheduledforMarch27, 1990. The Commissionvoted3-3 on a motion to approve the applicant's request attheirFebruary8, 1990 meeting. The City Attorney has
advised that this action is, in effect, a denial of the
request.
Mr. Bob Coons gave a brief summary of the request and
stated that the following issues were important in the
consideration of this request: (1) amount of neighborhood
commercial land in the area; (2) the Thunderbird Road Office
corridor; (3) traffic generation and street/intersection
capacity; (4) low density residential area; (5) potential for
neighborhood shopping center at this intersection; and (6)
master plan of remaining adjoining property.
He also stated that staff believes that the applicant
has failed to demonstrate any need for additional shopping
center and general office use in this area, and has not
provided supporting technical information which would warrant
a reconsideration of the land uses identified on the adopted
General Plan as being appropriate for this parcel. Ample
commercial land is zoned and identified in the General Plan
to support the low density population in this area, and the
general office request is inconsistent with the General Plan
policy to establish Thunderbird Road Corridor, between 51st
Avenue and the Arizona Canal, as an employment and activity
center. Therefore, staff is recommending denial of GP -89-07.
Vice Mayor Tolby stated that he disagreed with staff's
recommendation and asked why staff would recommend a shopping
center on the corner right across the street from the
proposed one. Staff replied that the reason that shopping
center (Basha's) was designated as such was that it was zoned
pursuant to a request for that particular purpose.
Vice Mayor Tolby stated that he does not agree with
staff that there is only room for one shopping center at that
intersection and Basha's wins because it already has the
commercial zoning in place.
Discussion ensued on the traffic impact this rezoning
would have on the intersection. Staff responded that
Glendale would have responsibility for traffic engineering

and construction even though part of the intersection is inanothercity. Discussion then ensued on whether the existingTheaterworkscouldbepreservedintheamendmentrequest. Staff replied that an interest clause could be included inthecharacterareaselementoftheGeneralPlanthatwouldindicatethetheaterworksfacilityandusetotheextentthattheCityhasthepowertodoso. The representative for the applicant, Mr. Tom McCarthy, was present and stated that the purpose of their request wastoidentifywhatcanbeappropriatelybuiltonhisclient's
property.
This item will be placed on a future Council agenda for
formal consideration.
3. INTERGOVERNMENTAL REPORT
Marion Porch, the Intergovernmental Liaison, briefed the
City Council on state and federal legislative issues and
related matters.
