Mayor Renner called the Workshop Session of the GlendaleCityCounciltoorderintheWorkshopRoom, B-3, in theGlendaleCouncilChambers. Council members present were: Bellah, Falbo, Hugh, McAllister, and Tolby. Member Absent: Huffman. Also present were Martin Vanacour, City Manager; GordonL. Pedrow, Assistant City Manager; Peter Van Haren, City Attorney and Linda Ginn, Deputy City Clerk. WORKSHOP SESSION 1. AFFORDABLE HOUSING COMMITTEE REPORT Staff briefed Council on this issue by saying the problem of housing affordability, whether it be the cost to purchase housing or the rental cost for standard housing, is increasing. Two years ago the Community Council, Inc., assembled a task force to look at this problem. The Affordable Housing Committee has completed it's report and have asked to have the opportunity to present that report to the City council. Mr. Bob Davies and Mr. Ray Dugan gave a short video presentation to Council on the homeless and affordable housing. Mr. Dugan stated that the group would entertain suggestions from the Council regarding the housing issue and would be glad to make Council aware of some of the housing resources that are available. Councilman McAllister stated that he felt a good solution to the problem was to improve the economic capabilities of people that would allow them to hold profitable enough jobs to be able to afford housing. This item is for information only. Mayor Renner displayed a trophy that the City won in the recent Fiesta Bowl Parade. 2. INTERGOVERNMENTAL REPORT Marion Porch, the Intergovernmental Liaison briefed the City Council on state and federal legislative issues and related matters. This item is for information only. 121- 3. ART PROPOSAL, BRONZE SCULPTUREStaffbriefedCouncilbystating this item was discussedbytheCityCouncilattheDecember12thworkshopsession. At that time, City Council directed the Arts Commission andstafftoexplorethefeasibilityofchangingthesculpturefromanArizonaRangertoaTerritorialSheriff. TheTerritorialSheriffsculpturewouldbeasymbolforalllawenforcementfiguresfromArizona's territorial period andwouldrecognizeoneofGlendale's pioneers, Samuel Stout. Mr. Stout served as Territorial Sheriff from 1901 to 1902. Mr. Robert Page, Chairman of the Arts Commission, introduced Corda Colvin, member of the Commission and publicly thanked her and Gloria Santiago, staff liaison, for all the research work they had performed on this project. He then stated that the Commission has reviewed the City Council's request and is recommending two plaques be placed at the base of the sculpture. One plaque will name the artist, Bill Nebeker, the title of the art work, and the year of commission. The second plaque will recognize Arizona peace officers, including the Rangers and Territorial Sheriffs. The plaque will give historical information on both law enforcement branches. Samuel Stout will be recognized on the second plaque as a Glendale citizen who served in a law enforcement capacity during the territorial period. The title of the sculpture will be changed to Territorial Sheriff." Mr. Stout will be further recognized in an exhibit containing his memorabilia and other information on these early peace officers. The exhibit will be located in the Public Safety Building. The cost of the sculpture is $58,000. Included in this fee is a small sculpture, approximately eighteen inches in height, entitled "The Ranger." The sculpture will be purchased from the Municipal Art Fund and will be completed by March of 1991. This item will be placed on a future Council agenda.
