Mayor Renner called the Workshop Session of the GlendaleCityCounciltoorderintheWorkshopRoom, B-3, in theGlendaleCouncilChambers. Council members present were: Bellah, Huffman, Hugh, McAllister, and Tolby. Member Absent: Falbo. Also present were Martin Vanacour, City Manager; GordonL. Pedrow, Assistant City Manager; Peter Van Haren, City Attorney and Linda Ginn, Deputy City Clerk. WORKSHOP SESSION 1. GLENDALE'S 1990 LEGISLATIVE PROGRAM Staff briefed Council by stating that the Second Session of the 39th Arizona Legislature will convene January 8th, 1990. It is important to establish a City position on major legislative issues in order to effectively lobby the city's interests. Each year the Mayor and Council have discussed a broad based policy position to apply in analysis of specific legislation. Major issues of fiscal, public safety, environmental and transportation importance are expected to be subject of specific legislation. As these bills become known, the Intergovernmental Liaison on a regular basis will brief the Council and seek direction. At times, Council will be asked to assist by giving testimony before legislative committees. Ms. Porch, Intergovernmental Liaison, identified the following issues for inclusion in the City of Glendale's 1990 Legislative program for the Second Session of the 39th legislature: 1. Revenue and expenditures a. retention of state shared revenue and local taxing base 2. Public Safety concerns: a. public record confidentiality on traffic accident reports b. D.U.I. revisions c. automated fingerprint identification d. distribution of money for drug education, enforcement and treatment 119- 3. Transportationa. possible attempt to erode MAG priorities4. Watera. water exportation and other matters5. Economic developmenta. clarification of existing redevelopment statutes Ms. Porch further stated that the policy impact of proposed legislative measures on adopted Council city-wide goals, managment philosophy, department needs and fuctions, fiscal impacts and effect on our citizens' quality of life, will be considered before supporting or opposing specific bills. Position statements reflecting the city view will be developed and circulated among legislators in the city's lobbying effort. Councilman Bellah asked Ms. Porch if there was any kind of weekly publication which listed all the bills that had been introduced. Ms. Porch responded positively and said that there was a weekly analysis (Legislative Digest) and summary of the different bills introduced to the legislature. She said that a more easily read summary was published by the Capitol Times and she would be glad to make it available to the members of the Council. After discussion, council suggested that Ms. Porch provide them with a copy of the Legislative Digest with the bills that pertain specifically to Glendale marked and also, a copy of the Capitol Times with the complete verbiage of the bills relevant to the City for their reading. They also suggested that Ms. Porch continue with her verbal reports to the Council.
