HomeMy WebLinkAboutMinutes - Minutes - City Council - Meeting Date: 10/17/1989MINUTES OF THE WORKSHOP SESSION OF THECITYCOUNCILOFTHECITYOFGLENDALE, MARICOPA COUNTY, ARIZONA HELD TUESDAY, OCTOBER 17, 1989 AT 3:15 P.M. Mayor Renner called the Workshop Session of the GlendaleCityCounciltoorderintheWorkshopRoom, B-3, in theGlendaleCouncilChambers. Council members present were: Falbo, Hugh, McAllister, and Tolby. Members Absent: BellahandHuffman. Also present were Martin Vanacour, City Manager; GordonL. Pedrow, Assistant City Manager; Peter Van Haren, City Attorney and Linda Ginn, Deputy City Clerk. WORKSHOP SESSION 1. GLENDALE SENIOR CENTER NAME CHANGE Deputy City Manager, Tim Ernster, stated that at the June 7, 1989 meeting, the Senior Center Advisory Committee voted unanimously to recommend that the name of the Senior Center be changed to the Glendale Adult Center. Mr. Ernster then turned the presentation over to Mr. Danny De La Cruz, Chairman of the Senior Center Advisory Committee, who introduced Phyllis Ballinger and Volene Stockham members of the committee. Mr. De La Cruz then stated that the committee would like the name change to distinguish the city's recreational facility from the YWCA Senior Center, which provides a federally funded hot lunch program. He stated that by federal mandate an agency designated as a Senior Center provides a hot lunch which the existing city Senior Center does not. He also stated that this name change would portray more appropriately the operations of the Center. Mayor Renner praised the committee on their suggestion and asked the committee if they advocated the name of the advisory committee be changed to the Adult Center Advisory Committee. Mr. De La Cruz responded positively. Mayor Renner stated that he was not sure whether this would require a change to the ordinance which established the Senior Center name change wise, but would have staff examine it. This item will be placed on a future Council agenda for formal consideration. 2. MODERNIZATION OF PUBLIC HOUSING City Manager Vanacour summarized the item by stating that recently, during discussion of a modernization grant for public housing, Councilman Bellah requested clarification regarding the effect of such grants on the indebtedness of public housing projects. While modernization grants do not currently increase indebtedness, they do extend the terms of r the Annual Contributions Contract (ACC) for 20 years from thedateofeachgrantapproval. An additional requirement oftheACCstatesthattheCitymustcontinuetooperatepublichousingaslowincomehousingforaperiodof10 -years aftercompletionofdebtservice. Federal regulations allow fordispositionofpublichousingduringthetermoftheACCandpriortocompletionofdebtservice. However, prior HUDapprovalofadispositionplanisrequiredandtheplanmustprovideforreplacementhousing. The modernization grant currently being considered wouldreplaceoldfurnacesandbringtheventingsystemsuptocurrentcode. This grant would not increase indebtedness and would extend the term of the ACC for one additional year beyond the current period of obligation. Councilman McAllister asked if the City had title to the housing. Lillian Hamilton, Community Housing Director, stated that the title is vested in the City with a Declaration of Trust securing the interests of the federal government. Councilman McAllister then asked what the tenure is of a person in these homes. Ms. Hamilton responded that it varied, being anywhere from a year to twenty. Councilman McAllister stated that he would be interested in a program where the City would divest themselves of the property and turn it over to people who have been in the project for a period of time. He would like to have this looked into. He said he would like to see these people have ownership or not provide the service at all. Ms. Hamilton responded that there is currently a HUD program like the one he is suggesting being pushed by the new Secretary of HUD. She said that if the Council wishes, staff can explore this possibility. Mayor Renner suggested that the Housing Advisory Commission look into this program. Councilman Falbo asked if there was a public health concern involved in the request for the furnaces to be installed as soon as possible. Ms. Hamilton responded that the vents on the furnaces do not meet the current code and they would like to bring them into conformance. Staff stated they would like to start the work on the replacement of the furnaces and explore the other issue of the grant financing and alternative programs at a different time. Councilman Bellah arrived. Councilman Bellah stated that he had received clarification on his original question regarding the extension of time onto the original obligation. He stated he thinks that Councilman McAllister has raised an important issue of what the City's future plans are for housing. E It was the consensus of the Council to schedule the worktobedoneonthefurnacesandhavetheHousingAdvisoryCommissionexaminetheotheralternativeprogramsopentotheCity. The alternative programs will be brought back toWorkshopforfurtherdiscussionandreview. 3.
