Mayor Renner called the Workshop Session of the GlendaleCityCounciltoorderintheWorkshopRoom, B-3, in theGlendaleCouncilChambers. Council members present were: Bellah, Falbo, Huffman, Hugh, McAllister, and Tolby. MembersAbsent: None. Also present were Martin Vanacour, City Manager; GordonL. Pedrow, Assistant City Manager; Peter Van Haren, City Attorney and Linda Ginn, Deputy City Clerk. WORKSHOP AGENDA 1. REDEVELOPMENT PROJECT 89-1 City Manager Vanacour summarized the project by stating that on July 12, 1989, a Request For Proposal was issued for Redevelopment Project 89-1 for the purpose of soliciting proposals to redevelop and renovate the three -acre site located at the southeast corner of 54th Avenue and Glendale Avenue. The site is occupied by the Deseret Industries Thrift Store. The Cerreta Candy Company has submitted the only proposal in response to the RFP. Mr. Vanacour further stated that the purpose of the redevelopment project is to attract a commercial operation that will attract a significant number of people to the downtown area. Economic Development staff, Phil Gardner and Greg Marek, reported that the Cerreta Candy Company proposes to relocate it's retail sales and manufacturing business to the proposed site and expand its operation to include tours of the candy manufacturing process. They plan to promote these tours so as to make the Cerreta Candy Company a tourist destination that will draw at least 100,000 people annually to tour the facility within the first several years of it's operation. Additionally, the Cerreta's plan to redevelop this site to include a total facade renovation to the building so that it will appear turn -of -the -century and complement the adjacent Beet Sugar Factory building. Brick sidewalks and trees that are part of the downtown streetscape improvements will also be used. In order for the Cerreta Candy Company to redevelop the site and conduct tours of their candy manufacturing process, the company has requested City participation in the project. The following items have been requested by the Cerreta CandyCompany: 1. Assistance in the purchase of the project site. 2. Construction of off-site improvements. 3. Waiver of permit fees. 4. Assistance in the installation of the firesprinklersystemforthebuilding. 5. Participation in the City's facade improvement program. 6. Relocation of the Deseret Industries Thrift Store. There being no further discussion, the consensus of the Council was to place this item on the September 5th Council agenda for formal consideration. 2. INTERGOVERNMENTAL REPORT Marion Porch, the Intergovernmental Liaison distributed copies of the Resolution she will present at the League of Arizona Cities and Towns regarding development programs in downtown Glendale and stipulations regarding impact of airports on subdivisions. She also reported that some resolution regarding placement of zip codes would be forthcoming in January. This item is for information only. COUNCIL COM4ENTS AND SUGGESTIONS None.
